Analyst says Maute Group more terrorist than extremist

MANILA, May 27 — There is a difference between religious extremism and terrorism.

This was pointed out by Singaporean political analyst, Dr. Rohan Gunaratna during the “Extremism and Martial Law Forum” aired on the People’s Television Network (PTV4) Friday night.

Gunaratna was interviewed live via Skype during the program and was asked to distinguish ideological or religious extremism from terrorism.

It has been a misconception among non-Islamic people that Islam preaches violence as invoked by radical groups, such as the Islamic State of Lanao formed by the Maute brothers and under the command of Isnilon Hapilon, he said.

Gunaratna explained that there is such a thing as ideological extremism, which can be interpreted as a more conservative practice of religion, such as that imposed by the Taliban in Afghanistan, where women are not allowed to get an education and are required to be fully covered up in public.

He however noted that the Islamic State of Lanao led by the Mautes, is not an extremist group.

”They are a terrorist group because they have killed civilians. They have burned churches so they have demonstrated that they have gone beyond the phase of extremism into violence and this is now a terrorist organization and the state will have to deal with them in order to contain, isolate and eliminate the threat so they do not pose a future security threat to the Philippines,” Gunaratna emphasized.

During the discussion, it was mentioned that a trademark of terrorist groups around the world is taking action against “soft targets” — civilians and non-military infrastructure. This brings to mind the Davao City Night Market bomb blast in September last year that killed 15 persons and wounded about 69 others. A few weeks after the incident, defense officials presented to the media three members of the Maute Group said to be responsible for the blast.

Gunaratna further said that what happened in Marawi City was not a failure of intelligence, citing that since 2014, there has been information on the existence of the Maute Group.

”Last year, Isnilon Hapilon came from Basilan and he linked up with Omar and Abdullah Maute. So, I believe it is not intelligence failure. It is a failure to appreciate intelligence and government has to double up their capabilities to appreciate intelligence,” he said.

”Unfortunately, the previous government did not acknowledge that ISIS (Islamic State of Iraq and Syria) was recruiting and even government officials were saying there was no ISIS.”

Since Tuesday, several hostages were reportedly taken by the group, among them a Catholic priest. The Catholic Church in Marawi City was burned down and several structures have been damaged, including a transmission tower, causing power outage in the city.

Two ambulance drivers were killed and their vehicles commandeered by the group. A senior police officer was also killed at a checkpoint manned by the Maute.

The violence has resulted in loss of life of both innocent civilians and government troops and has forced residents to flee to neighboring cities for their safety.

Those in the Muslim faith have professed that Islam is not about violence as some groups would like to portray and besmirch its good name. Native Maranaws from Marawi are saddened by the fact that their beautiful and peaceful city has become a battleground, especially on the eve of the fasting month of Ramadan.

Gunaratna said President Rodrigo Duterte’s recognition of ISIS presence in the Philippines is critical to the solution.

The analyst also noted that although the country’s military and police personnel are capable, they need to undergo re-training as they are dealing with terrorism.

They have to upgrade both their skills and equipment in fighting terrorism, he said. (PNA)#DefendRepublic

Singaporeans among foreign fighters involved in ISIS-linked insurgency in southern Philippines' Marawi

DAVAO CITY - Foreign Muslim militants, including some from Singapore, are involved in the days-long clashes in a key city in the southern Philippine island group of Mindanao, the military said on Friday (May 26).

“There are... Malaysians, Singaporeans… in the fight that has been ongoing in Marawi. We are continuously verifying that there have been a number of them who have been killed,” Brigadier-General Restituto Padilla said at a news briefing here.

In response to media queries on the general's declaration that Singaporean foreign fighters were present in Marawi, Singapore's Ministry of Home Affairs (MHA) said in a statement that a Singaporean, Muhamad Ali Abdul Rahiman @ Muawiya, who has been in south Philippines since the 1990s, has been implicated in terrorism-related activities there.

However, the MHA said there is no information as to whether he is involved in the armed insurgency in Marawi.

"We will continue to work with the Philippines authorities to identify any Singaporean who may be involved in terrorism-related activities in the Philippines. We take a serious view of anyone who supports, promotes, undertakes or makes preparations to undertake armed violence regardless of where the violence takes place,” the statement said.

About a hundred militants seized large parts of Marawi, a mainly Muslim city of over 200,000, some 814km south of the capital Manila, on Tuesday (May 23), after security forces raided a suspected hideout of Isnilon Hapilon, named by the Islamic State in Iraq and Syria (ISIS) as its top man in South-east Asia.

An army brigade, backed by helicopter gunships and armoured vehicles, has been sent to dislodge them, but as of Friday morning, they remained holed up in parts of Marawi.

The crisis in Marawi forced President Rodrigo Duterte to place the whole of Mindanao under martial rule.

Asked at Friday's briefing about the presence of foreign fighters in Marawi, Solicitor-General Jose Calida said: “Malaysians, Indonesians, from Singapore, and other foreign jihadists… And that’s bothersome.

"Before, it was just a local terrorist group. But now, there is now an ideology. They have subscribed to the ideology of ISIS. They have pledged allegiance to the flag of ISIS. They want to create Mindanao as part of the caliphate.​

“What’s happening in Mindanao is no longer a rebellion of Filipino citizens. It has transmogrified into an invasion by foreign terrorists who heeded the clarion call of the ISIS to go to the Philippines, if they find difficulty in going to Iraq or Syria,” added Mr Calida, as he explained why Mr Duterte had to declare martial law.

Brig-Gen Padilla reported that at least 31 militants have been killed in Marawi so far. Twelve have been identified, and six of these were foreigners, he added.

He said, however, that the names of those killed had yet to be validated.

“This is for validation. I do know there are some Indonesians and Malaysians (among those killed). But specifically, for the others, we don’t know yet. The information we have is initial. We are still validating,” he said.

The only Singaporean known to have joined Islamic extremists in the Philippines was Abdullah Ali, alias Muawiyah, who was believed to have gone to Mindanao with Malaysian terrorist Zulkifli bin Hir.

Brig-Gen Padilla insisted that the siege in Marawi has been ISIS-inspired, but that the Islamic group is not orchestrating it, despite the presence of foreign fighters.

“The groups trying to ally with (ISIS) are feverishly trying to comply with requirements that have been set for them to be validly a part (of ISIS), which they have not been able to. This is the reason why many of these activities of violence, radicalism and extremism have been aimed precisely at that aspect,” he told reporters.

95 people, including civilians, killed in Marawi City —AFP

A total of 95 people have been killed as fighting between government troops and Maute group continued for the sixth day in Marawi City, the military reported Sunday.

A radio dzBB report citing data from AFP spokesperson Brig. Gen. Restituto Padilla, the military has already killed a total of 61 terrorists.

The report said that 42 of the slain terrorists were based on accounts by troops and the remaining 19 were based on information from witnesses in area where fighting between the Maute group and troops erupted.

Padilla, meanwhile, reported that a total of 15 government troops have been killed in clashes in the city. Eleven of the government's fatalities were members of the AFP and four were from the Philippine National Police.

Thirty-nine other military and police personnel have been wounded since Friday, the report said.

The same report said that a total of 19 civilians have been confirmed killed by the Maute group, eight of which were found some 300 meters away from the Mindanao Jail earlier in the day.

In a radio dzBB interview, Tong Pacasum of the Lanao del Sur Provincial Disaster Risk Reduction and Management Council (PDRRMC) said that they are trying to extract bodies from the sites of encounters between troops and terrorists.

Six of the bodies were transported from Barangay Basak Malutlot in Marawi City to Iligan City using an unmarked vehicle.

He said during the interview that they will extract seven more bodies from the village.

He could not say if Maute group members were among the dead extracted from the village, but said that one of the six bodies was wearing a black uniform and he could be a member of the local terror group.

The ARMM Crisis Management Council had reported that as of late Saturday afternoon, a total of 42,142 people have been internally-displaced by fighting between government troops and the Maute group.
