Duterte: Too late to talk peace, spare no Maute rebel

Spare no Maute rebel.

Saying he had lost many soldiers and policemen from the attack of the Maute Group in Marawi City, President Duterte said Sunday night that it was too late to talk peace now and indicated he wanted the rebels dead.

“I will not talk to you. Whatever the leaders of the group say, I don’t care. that is why make sure you fight well because I have ordered (the military) to bring the heads of these sons of the bitches,” the President said.

“You started a wrong cause. We did not ask for it. You were all along brutal and cruel. I won’t allow it,” the President said in a speech at the Mactan-Benito Ebuen Air Base in Lapu-Lapu City in Cebu.

The President said he had ordered soldiers to “shoot (the enemy) and shoot you dead.”

“I’m not ready to talk to any terrorist. Mag kaubusan na tayo dyan (We will annihilate each other on this)… We have cross the.. Rubicon. Hindi ako aatras diyan (I will not yield)). Mag-ubusan tayo para matapos na (Let’s finish each other to end this),” he said.

President Duterte also said the National Democratic Front offered to help fight the Maute Group but he told them “not at this time.”

He said he was willing though to integrate not only the New People’s Army rebels who surrender their arms but the Moro Nationalist Liberation Front in the military.

Govt has accepted communist group's offer to fight Maute/ISIS

The government has accepted the offer of the communist movement to join the fight against Maute and to observe a ceasefire during the Marawi conflict.

Government peace panel chair and Labor Secretary Silvestre Bello III said that the Philippine government welcomed the “firm commitment to join the fight against the Maute Group, the Abu Sayyaf and other terrorist groups in the Philippines.”

“We, in particular, view as a positive development the NDFP’s offer for a ceasefire agreement with the Philippine government which will spell out specific areas of cooperation and coordination in the fight against terrorism,” Bello said.

He said the government expecting the inking of a ceasefire agreement in the areas where both government and New People’s Army forces will be working together. Bello added that they also acknowledged the offer of the NDF for the issuance of unilateral ceasefire declarations that are simultaneous and reciprocal.

“We anticipate the immediate signing of the ceasefire agreement, which shall bind both parties pending the issuance of ceasefire declarations that are unilateral but simultaneous and reciprocal, subject to the
basic guidelines outlined in the CARHR-IHL and under a mechanism implemented by an interim joint ceasefire committee and its local liaison officers,” Bello said.

Bello said the Philippine government expected the bilateral teams of the national government and the NDFP to “convene the soonest time possible and discuss the terms of the ceasefire agreement under direct guidance of panelists, legal and political consultants and other personnel in the peace negotiations.

“Preparations of the bilateral teams may include other matters that need to be discussed by both parties,” Bello said.

The NDFP issued a position statement on Thursday after senior communist leaders met with Bello and government negotiator Angela Librado.

The NDFP was represented by CPP founding chairman Jose Maria Sison, NDFP chief negotiator Fidel Agcaoili and Benito Tiamzon.

Agcaoili revealed that the three-hour meeting was fruitful with both parties reaching an agreement to issue separate statements with a common stand against terrorism and the commitment for the continuation
of the peace process.

He asserted that the level of counteraction against terrorism including its nature, scope and duration “must be appropriate and proportional to the degree of danger and threat and/or harm” by the groups involved in the siege in Marawi City.

“Upon the success of the counter-terrorist measure, these must cease to allow normalcy and full respect for human rights as soon as possible,” Agcaoili.

The NDFP earlier said that this could mean the redeployment of NPA fighters near Marawi and North Cotabato to directly engage terror groups.

Agcaoili has clarified that the NDFP is ready anytime to issue a nationwide unilateral ceasefire as long as it is simultaneous and reciprocal with the Philippine government’s own unilateral ceasefire.

The negotiating teams can perform the preparations for the fifth round of talks through bilateral teams while both parties are fighting the Maute and Abu Sayyaf, according to Agcaoili.

“In this connection, all panelists, legal and political consultants and other personnel in the peace negotiations must be allowed to return to the Philippines and subsequently attend the fifth round of
formal talks,” Agcaoili said. SFM

Duterte accepts Misuari offer of 2,000 men to fight IS-linked rebels

President Rodrigo Duterte said on Sunday that he has accepted the offer of Moro National Liberation Front founding chairman Nur Misuari for 2,000 of his men to join the fight against IS-linked terrorists in Marawi City.

He said Misuari offered his “able-bodied” troops to fight with the government when they talked late Saturday night.

“I accepted the offer,” the President said aboard the Japanese warship JS Izumo during a press briefing after his visit.

These MNLF fighters will be regular members of the Armed Forces of the Philippines as integrees.

“We have always been accepting integrees from the MNLF,” he said, adding that it has never been a problem.

Duterte also offered the same for members of New People’s Army, despite the government pulling out of the fifth round of peace negotiations last week.

If they do not want to join the military, they could simply surrender, he said.

“That offer also goes to the NPAs. Kayong ayaw na ninyo mag-away, I’m not asking you to join my force. You just surrender and I’ll give you the houses and I will expand the land reform program of the government. Ako yung maghanap ng pera,” he said.

Duterte said he could take in the rank-and-file members of the NPA and give them an equivalent rank in the military. The offer is not applicable to top leaders/ generals.

“I’m not taking ‘yung mga generals. Wala ‘yun… The rank and file. If they desire to surrender and be with the… to fight with the government forces, I am taking them in as soldiers of the Republic,” he said.

Maute sniper shoots elderly woman dead

An elderly woman was shot dead on Saturday by Maute rebels in Marawi City as she was about to be rescued after being trapped between clashes of the extremists and government troops, a military official said on Sunday.

Brig. Gen. Restituto Padilla, Armed Forces of the Philippines spokesperson, said the military was being “very careful” as it tried to neutralize the remaining rebels in the city because they planned to use their hostages as human shields.

“We were rescuing an elderly woman, if I’m not mistaken she was 70 years old, but she was hit by sniper fire from the enemy,” Padilla said.

“So instead of her getting rescued, this elderly woman was hit and she died,” he said.

Padilla said the clearing operation in Marawi was slowing down because the extremists plan to use “human shields.”

“We want to make sure that the city is cleared of armed elements, particularly of Maute members, but this is not being done quickly now because we learned that they might use their hostages and residents trapped in the fighting as human shields,” Padilla said.

“So, we will do this slowly to make sure that the civilians who are trapped in the areas where [the extremists] are holed up will be freed,” he added.

Defense Secretary Delfin Lorenzana on Saturday said there were still around 200 to 300 gunmen surrounded in Barangay Banggolo, Marawi’s central business district.

Padilla advised trapped civilians in the area to look for a white cloth in their homes and wave it once government troops reached their houses.

“When you see soldiers around your home, look for a white cloth that could be used as a flag and wave it outside,” Padilla said.

“Once you get the attention of the soldiers, the women, elderly and men should come out with their hands held high. And then, wait for instructions from our soldiers,” he said.

State forces discovered Monday at least P79 million in cash and checks in a house in Marawi City after retaking a stronghold of the Maute fighters they have been battling since last month.

The Philippine Marines first found P52.2 million in cash at a house located near the extremists' machine gun nest in the Mapandi area.

Of this amount, P52 million was wrapped in plastic bundles while P200,000 was stashed in envelopes.

The troops then found checks worth P27 million in the same house, bringing the total amount of the haul to P79 million.

Authorities said the owner of the house was likely among the 200,000 residents who fled from Marawi after Maute and other bandit groups attacked the city on May 23.

Investigators are now looking into the cash and check's paper trail to confirm if the money is connected to terrorist operations.

President Duterte earlier said that Maute terrorists are being funded by foreign terror groups and illegal drug money.

The fighting in Marawi has prompted Duterte to place the entire Mindanao island under martial rule.

A presidential spokesman said 120 militants have died in the battle, along with 38 government forces. The authorities have put the civilian death toll at between 20 and 38.

DAVAO CITY – The police and military here have arrested the alleged father of the Maute brothers, Abdullah and Omar, leaders of the terror group that has been fighting government troops in Marawi City since May 23.
Police identified the man as Casamora Maute. He was arrested at a Task Force Davao checkpoint in Sirawan, Toril District.
