In a speech before troops at the 4th Infantry Division in Butuan City, Duterte said there was a connivance between local politicians and terrorists who stockpiled arms in Marawi City. “It was not a question of failure on the part of government,” he said. Instead, he blamed the arms stockpiling on the administration’s “very soft policy” towards rebels. He said the government didn”t really know who were the enemies because of the peace talks with Moro rebels. “It was not a failure of intelligence,” he said. “Kasi kung makita pa silang may armas, tapos sabihin nila, MI, MN. Ang standing order naman is… baka, baka sakali mapakiusapan pa natin ang mga kapatid natin. Walang gulo.” By MI and MN, Duterte was referring to the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) “And this came about because nagdadala sila ng baril eh,” he said. “And since we are thinking of getting peace with the MNLF and MI, ang laro ng armas diyan, we took it for granted. Ngayon, kalabas-labasan, itong Maute were bringing the firearms surreptitiously at hindi natin nakuha na gaano na karami ang ammo pati baril sa loob.” An M203 is a single-shot 40 mm grenade launcher designed to be attached under the barrel of a rifle. The President said there was a “conglomeration” of Islamic fighters in Marawi. “So you have a conglomeration there of ISIS fighters from Syria, Indonesia, Malaysia, Sri Lankan, at ‘yung mga Arabo na maputi. Maputi yung Arabo eh – na Kuwait.” He said the Maute terrorists, including foreign fighters who had pledged their allegiance to the Islamic State, had been using the name of God to kill innocent civilians. “They have so corrupted the name of God in the form of religion to kill many innocent persons and to destroy for nothing,” Duterte said. “Wala talagang isang namatay na Islam o Kristyanismo na bumalik dito na totoo yang Diyos na yan.” He lamented that the fighting had claimed the lives of many government troops. “So the fighting is going on,” he said. “Of course, it’s winding up, but at the cost of so many soldiers also. Probably, they forgot that we are dealing with determined terrorists and ISIS. They should remember that even the US policy on terrorism requires all not to negotiate with terrorists. New York Times writers are probably thinking we can win this battle against terrorists by giving kisses and hugs. If that is so, then... how come those hugs and kisses failed to save the New York twin towers? By the way, 9/11 is their own version of Marawi Siege. Did America send hugs and kisses in return? How come America needed to invade Pakistan and kill Osama bin Laden? How come it needed to orchestrate the creation of a coalition force and use it to level to the ground Iraq and kill its President? Abella noted that Mr. Duterte had repeatedly pleaded for peace during his visits to various military camps around the country. “He was quite open. He asked them not to cause trouble. He pleaded with them,” Abella said a day after the New York Times, in an editorial, blamed Mr. Duterte for challenging the terrorist Maute Group to go ahead and raze Marawi. “But when they continued their actuations, he said he would no longer talk to them,” Abella said. Abella recalled the President pleading for peace when he spoke before the Army’s 103rd Infantry Brigade last Nov. 13 in Butig, Lanao del Sur. “He clearly said: ‘What is very certain is that I do not want to wage war against my own countrymen. So I am appealing to you all to help me,’” Abella quoted Mr. Duterte as saying. “The word ‘all’ includes the Maute Group,” he said. “He repeatedly says ‘I don’t want to argue with you. I don’t want to fight you. I don’t want to kill you. But please do not force my hand.’” But Abella quoted Mr. Duterte as saying there were “outside forces” influencing certain groups, including the Maute group, and the President had warned he had a limit and there were things he could not accept. “[Mr. Duterte] clearly said he could not keep coming back for talks every month and then, whenever he turned his back, they would resume killing each other,” Abella said. He also emphasized that achieving peace across the country continued to be the priority of the Duterte administration. “First, it is really an interest of the President. The foremost intention of the President is peace within our borders. Peace especially within Mindanao,” Abella said. “Let’s remember that he did not want to run [for President] just because he wanted to. He saw that no one was attending to peace in Mindanao,” he added. “So let us give the President enough credit. He does not just pick fights. Of course, some people do not know this, especially those who only listen to the media and just choose what they want to hear,” he added. Abella made the remarks after the New York Times editorial said Mr. Duterte’s “braggadocio” was one of the reasons for the escalation of the situation in Marawi, including the declaration of martial law. Instead, the US newspaper urged Mr. Duterte to talk with militants. But Mr. Duterte said martial law in Mindanao would not end until the fighting in Marawi ends. “Until I’m satisfied or we are satisfied that not a single shot will be fired ever again and all arms there will be retrieved. Had I known they were in the streets, I would not have gone there,” he said. Mamutuk, who was in Manila when the clashes here flared up on May 23, said he had to rush back to Marawi the next day to save his coworkers. ‘I recognized him’ “As I was heading to the radio station (Ranao Radio Inc.), I saw no one in the streets. Only armed men. They stopped me for questioning. I saw Omar Maute from afar from where I was stopped. I know him … I recognized him because of the ‘Wanted’ posters everywhere. He, too, recognized me because I have programs on radio and TV in Marawi,” Mamutuk told the Inquirer on Saturday. Omar is Omarkhayam, one of the leaders of the Maute group. “I was so scared. He came to me and asked if I was a Muslim. I said yes,” he said. To “calm” Omar down, Mamutuk told him that he was a friend of his father, Cayamora. “I asked for a picture with him but he refused. I told him that I would interview him but he also refused,” he added. He said Omar instead asked him to interview their spokesperson, Abu Hafs. In the interview, Abu Hafs explained that they carried out the attack to forcibly implement the Islamic Sharia Law in Marawi. Sacrifice for Sharia Law Covering his face with a scarf, Abu Hafs said they wanted the people of Marawi to sacrifice lives and property for ‘‘the total implementation of Sharia Law.” He said the sacrifice ‘‘will be nothing compared to the favor Allah will give to us soon,” Mamutuk quoted Abu Hafs as saying. The spokesperson also denied reports that their actions had something to do with politics. The video interview was later posted on Mamutuk’s Facebook account. “I was thinking then that they won’t let me go after the interview. I asked them to spare our radio station from destruction,” he said. “After that, he allowed me to go and get my non-Muslim workers at the radio station.” Checkpoint password Mamatuk said Omar also gave him the password for them to pass through at least seven checkpoints set up by the terrorist group. The password was “Uztads,” as Omar himself was recognized as Uztads in their group. “That’s what I said to the Maute men guarding the checkpoints. They did not question my four Christian coworkers. Two Marines who were dismantling a land mine in Marawi were killed Sunday after Maute terrorists shot at them, setting off the mine.
