Pillage of Ipil ![]() credit to Arnel Rivera The 1995 Ipil massacre occurred on the morning of April 3, 1995, in the municipality of Ipil in Zamboanga Sibugay province when approximately 200 heavily armed Abu Sayyaf militants fired upon residents, strafed civilian homes, plundered banks, took up to 30 hostages and then burned the centre of the town to the ground. The militants allegedly arrived in the town by boat and bus, and a number of them had been dressed in military fatigues. The town's Chief of Police was reportedly killed in the attack and close to a billion pesos were looted from eight commercial banks. Army commandos pursued some rebel gunmen in nearby mountains while officials said that the rebels were looting farms and seizing civilians as "human shields" as they fled the town of About 40 rebels, who may have taken hostages, were cornered in a school compound west of Ipil on the 6th of April when an elite army unit attacked. In the fighting that followed, the television station GMA reported, 11 civilians were killed. Ipil is a first class municipality and the provincial capital of Zamboanga Sibugay, Philippines. According to the 2015 census, it has a population of 74,656 people, being the most populous municipality of Zamboanga Sibugay. ![]() Ipil is located three hours from the key cities in the region, including Dapitan, Dipolog, Pagadian and Zamboanga City. Controversy ...many people who still believe the attack was orchestrated by then Philippine President Gen. Fidel V. Ramos to raise funds for the upcoming national elections in which his Administration had to win 10 of the 12 sentorial seats up for grabs. Another popular theory going around at the time was that Gen. Ramos was so desperate to salvage his sagging popula- rity that he decided to create a diversionary situation of a global magnitude after a nationwide outcry against his Administration's by the Filipino people for his failure to save a Filipina domestic helper in Singapore, Flor Contemplacion, who was executed on March 17, 1995. The national elections was only 53 days away, when Contemplacion was hanged by the Singapore government. Just a few days after the nation and her family laid Contemplacion to rest, came the burning and looting of Ipil on April 4. The nation was angry at their president for failing to save Contemplacion from execution---which in turn threatened the outcome of the upcoming May 8 elections. Suddenly, opposi- tion candidates found themselves favorites to win in the elections. As his popularity plumetted, Steady Eddie and his military machine shifted to panic mode. Money needed for the final stretch of the campaign was getting scarce and, most importantly, time was running out. Ipil just happened to be the likely target: it was a bustling provincial town and the center of trade and commerce in the Zamboanga Peninsula. Yet, it was far from any major cities---and the public's eyes. Not only did Gen. Ramos succeeded in diverting the anger and attention of the nation away from him after Flor Contemplacion's death by planning the attack. The money looted in Ipil that day---over half a billion pesos--- was eventually used to ensure that majority of the Ramos administration's senatorial candidates win their respective seats. As told by then DILG Secretary Raffy Alunan III Sharing a past experience to help government out. Among my responsibilities as SILG (Home Minister or Homeland Security in other countries) was to Chair the National Action Committee on Anti-Hijacking and Terrorism (NACAHT).Sometime in 1994 or 95, an A1 detailed intel report was handed to me. The report showed an ASG plan to attack GenSan. It showed ingress and egress points; targets of plunder and pillage - banks, pawnshops, groceries, drug stores, hospitals - and to mow down soft targets as well as to cause as much mayhem and destruction as they could. PFVR was immediately informed of the intel and the steps to be taken. I tasked DILG USEC Alex Aguirre to brief SND Renato de Villa who then alerted the AFP Chief of Staff about it. SouthCom chief was tasked to join me when I met with GenSan Mayor Adelbert Antonino. They were briefed by PNP intel officials and immediately, measures to reinforce and harden GenSan were undertaken. Apparently, those were detected and assessed by the ASG. They switched to plan B and attacked Ipil instead. Intel wasn't fast enough to catch it. ASG from Basulta and extremists from mainland MIndanao coalesced under the banner of the Islamic Command Council (ICC) reportedly under Melham Alam. They infiltrated Ipil by wearing Army uniforms and riding on stolen DPWH dump trucks. They caught the Army and police flat-footed. I was at the scene less than 24 hours after the attack. After the emergency meeting I had in Camp Crame, I informed PFVR that I would fly immediately to Ipil and size up the situation. I was also tasked to pave the way for his arrival the next day. When I landed in Ipil, pursuit operations were on-going. The attackers left behind around 100 casualties, dead and wounded, and dozens of hostages serving as human shields and carriers of looted stuff. The carnage was widespread. Dead bodies were still unattended by an overwhelmed town with limited facilites, and burning buildings including the public market. I was relieved to see Bishop Freddie Escaler alive, his home and church untouched, where he was hiding terrified residents. After a quick on-our-feet briefing by police and Army officials, I flew back to Zambo City to report to PFVR and to prepare for his arrival. On the way there, my chopper and escort chopper flew over the area where the ICC were being pursued. On board my chopper were a Ch.9 TV crew led by Cielo Villaluna, and my close-in security team. The other chopper had the rest of my security detail. Both choppers were equipped with 2 .30 cal. MGs, 4 total. We were armed with pistols, rifles and sub-machineguns all locked and loaded. Suddenly, my radio headset came to life. Our chopper pilot, Maj. Nestor Genuino "Banjun" informed me that rebels were firing at us judging from the trail of tracer bullets coming toward us. He requested to return fire to assist our pursuing troops. Permission granted. We did two firing runs. Four .30 caliber machine guns were firing at the ground below. Pursuing troops were able to apply enough pressure for the hostages to be released. We reached Zambo just before nightfall and proceeded to brief PFVR about our experience. The next day, PFVR arrived with SND Renato de Villa. We flew to Ipil where he inspected the carnage and comforted the residents. He was given a full briefing, after which he proceeded to replace existing commanders who failed to detect, deter and defeat the ICC. That experience further spurred the National Peace and Order Council, which I also chaired, to review the preparedness of the local Peace and Order Councils chaired by Local Chief Executives. Timely intelligence at every level was needed to serve as the govt's early warning system. We stressed that a failure of governance and intelligence would result in tragedy just like Ipil. Timely and accurate information sharing was crucial in preventing disaster. After PFVR Zamboanga City suffered twice. Today, Marawi. Negligence and connivance rule the day. There's a lot to fix in our country. Our institutions need people with the right stuff. They need a serious makeover. PRRD is only as good as the people around him. They should get together as one team and think things through for unified action to get things done. The LGUs either contribute to the success or faliure of peace and order and development. Elected officials must place public service above self. National offices must anticipate failure of local governance and step in before it's too late. Good government must be established. Remember Luneta and Mamasapano! Remember the rape of our ecology! Remember our never-ending insurgencies and rebellions. Remember the spread of narco-politics! Remember our failure to keep ourselves safe and secure. We cannot go on like this. We must change to become a strong and just society to claw out of our misery and humiliation. We simply have to buckle down to work; to think, speak and act as one nation to make things right and prevent any evil force from stealing our future.
