The images from the Philippines this past week sit uncomfortably with its new-found reputation as an emerging market success story and one of Asia's fastest-growing economies. The violence in Zamboanga City in the country's long-troubled south will have little immediate economic or investment impact as long as it doesn't spread in coming weeks, government officials and economists say. But it underscores how the resource-rich island of Mindanao could remain a long-term weakness for the economy as the explosive mix of clans, Muslim and communist rebel groups and guns drains the military's resources and keeps investors away. "Mindanao has so much to offer, but of course the stupid fighting in Zamboanga is just throwing everything back. Selling Mindanao to investors is so difficult now," Henry Schumacher, vice president for external affairs of the European Chamber of Commerce of the Philippines, told Reuters. The island, about the size of Portugal, accounts for around one-quarter of the Philippines' 97 million population and one-fifth of its economy. It is rich in agricultural, marine and mineral resources – much of them untapped – and the government wants to get on track oil and gas exploration delayed by objections from some rebels. Despite Mindanao's riches, its people are the country's poorest thanks to decades of chronic insecurity fueled by separate communist and Muslim rebellions and by al Qaeda-linked Islamist militants who the government has proved unable to stamp out. A historic peace deal signed last year between the government and the largest Muslim rebel group appeared to mark the beginning of the end of a 40-year conflict that has killed 120,000 people, displaced two million and stunted growth. Cautious investors Large companies such as food processor Del Monte Pacific Limited, which has a pineapple plantation in Mindanao, had said they were cautiously considering expanding their operations in the wake of the deal. Few major investments have gone ahead since then, particularly in the western parts of the island near Zamboanga where Muslims form a majority in the predominantly Christian country. That decision looks wise after a splinter group from the Moro National Liberation Front (MNLF), which feels ignored by the 2012 agreement, sparked a week of chaos in Zamboanga that left more than 100 dead, 200 wounded, and paralyzed the city of 800,000. On Wednesday, the army had mostly driven the rebels out of the city, except for pockets of resistance in three coastal villages, and the airport was scheduled to partly reopen on Thursday. But the violence raises renewed doubts over whether the government can make last year's peace deal stick. Bombings on Monday in two malls in Davao City, 400 miles (640 km) east of Zamboanga underlined concerns the violence could spread, though officials played down that prospect. Government officials also minimized the broader economic impact of the conflict, which forced the closure of Zamboanga's busy port, its airport and many businesses. Finance Secretary Cesar Purisima told reporters in Manila this week that much of Mindanao's economy was doing well, noting recent investments there in shipbuilding and power and that it recently shipped banana exports to the United States for the first time. "The area that has issues is on the western side and it is a small portion of Mindanao," Purisima said. "Nevertheless, this has to be resolved." In a measure of the government's concern over the violence, President Benigno Aquino III flew to the conflict zone on Friday and has stayed, personally overseeing relief work and army operations against the gunmen. The Philippine economic boom of recent years has mostly been driven by an expanding middle class, more competent policy-making and optimism over Aquino's reformist credentials. The economy grew a robust 7.5 percent in the second quarter, matching China's pace and defying a slowdown in neighboring countries. And there's no evidence at this stage that the Mindanao violence is hurting Philippine markets. Between their close on September 9 – the day the trouble began – and Wednesday afternoon, the peso gained 1.6 percent while Manila's benchmark share index was up nearly 6 percent. Story 'remains positive' As long as incidents are only in local parts of the southern Philippines, "then the economic story remains positive. External payments remain robust, and government infrastructure spending is growing fast and is expected to continue," said Jose Mario Cuyegkeng, economist at ING Bank in Manila. John Martin Miller, chairman and chief executive of Nestle Philippines Inc, told Reuters the company was committed to its operations in Mindanao, where it has its largest Philippine factory, in Cagayan de Oro in the island's north. For the country, "the big picture is extremely positive... with all the initiatives that the government is pursuing particularly in terms of building infrastructure, it's never been a better time to invest in the Philippines," Miller said. But security concerns have discouraged new investments in Mindanao, prolonging a spiral of poverty and conflict that weighs on the national economy. The region's poverty rate of more than one-third is well above the 28 percent national average. "We all know that so much more investment has to flow into Mindanao in order to have inclusive growth," said Schumacher. Deles: Confusing messages from Misuari, MNLF about Zamboanga City attack September 18, 2013 5:50pm The national government is having a hard time deciphering what Moro National Liberation Front (MNLF) founder and former chairman Nur Misuari wants because of his and his men's contradicting statements. “Isa naman ito sa maraming kaguluhang mensahe na binibigay nila simula't simula pa,” presidential adviser on the peace process Teresita 'Ging' Deles said in an interview with News To Go Wednesday. She was referring to Misuari's statement disowning the actions of the men led by Habier Malik in Zamboanga City, when Malik himself told her over the phone that she should talk with Misuari regarding the MNLF's move. Deles was able to talk with Malik Tuesday last week in an effort to solve the then-brewing crisis. “Nung Martes, at that particular time, hindi pa ganun kalala yung sitwasyon, naghahanap ng papaano ba, kung sino ang pwedeng makausap at nakarating sa akin na gusto niya [Malik] daw ako kausapin at tinawagan ko siya, sinabi niya ayaw niya rin yung nangyayari at lahat naman ng problema may solusyon. Dapat daw si Chair Misuari ang aking kausapin,” she said. She asked for Misuari's number but Malik told her that he would instead arrange for her to talk with Misuari. Deles phoned Malik after an hour but the latter did not answer her call. 'Ano ba talaga?' Government security forces have been engaging MNLF fighters in the southern city since September 9, when the armed group tried to hoist their flag at the Zamboanga City Hall. Deles also said that even MNLF spokespersons, whom she did not name, have different explanations for the actions of Misuari men. “Kahit yung interpretasyon nila kung ano ang nangyayari, dalawang spokesperson, sabi nung isa peaceful rally pero may armas, sabi nung isa hindi pang-peaceful rally, pang independent march yan,” she said. “So hindi ito ang unang beses na nag iiba-iba at mahirap intindihin at therefore ang tanong lagi e ano ba talaga?” 'Misuari was never excluded' Deles also said that Misuari may be claiming that the government has already disregarded the MNLF when, she said, the rebel group and other stakeholders were actually invited to the consultations for the Bangsamoro Framework Agreement. “Alam ko si Misuari nagpunta dun sa malawakang consultation at hindi siya pinagsalita para makinig siya,” she said. She reiterated that the government continued to talk with Misuari. “Siguro ang kailangan alalahanin na while hindi siya [Misuari] masaya, the reality is may pakikipag-usap sa kanya through the tripartite implementation review na nagsimula pa nung 2007 at pinagpapatuloy namin at meron ngang nakatakdang usapin noong Lunes, nitong Sept. 16 [sa Jakarta],” said Deles. The talk was postponed because of Misuari's inability to attend. “Meron kaming nakaschedule na meeting nitong 16th na siya ngayon ang hindi pwedeng makapunta dahil sa sitwasyon daw sa Zamboanga na sila naman ang nagsimula,” Deles said. She said it was Misuari who rejected the proposals. “Misuari was never excluded dun sa pag-uusap namin, sa tripartite implementation review, lahat ng ihahain, sasabihin ito ang problema nila, lahat ng ihahain na proposal, siya ang tumatanggi. Mukhang siya ang minarginalize, sa tutuo siya ang laging tumatanggi sa proposal na nilalahad,” she added. Deles said that the other senior members of MNLF had expressed support for the Bangsamoro Framework Agreement. “Ang gumalaw sa Zamboanga ay hindi buong MNLF at nung nangyari ang pirmahan ng Framework Agreement ay may mga mensahe ang MNLF senior members as well as community on the ground na nagsasabi na they support it, gusto nilang nangyari itong kapayapaan at nananawagan nga sa kanilang leader na mag-unite. Ang gusto nila ay magkaroon na ng pangmatagalang kapayapaan at kaunlaran,” she said. She added that other ethnic groups were not excluded in the Bangsamoro Framework Agreement. “It cannot be a lasting peace kung merong nae-exclude kaya nga ang ginawa natin dun sa Transition Commission, we invited MNLF, dalawang faction, na mag-nominate pero tinanggihan nila. Marami yung mga Tausug. Ang pinakamalaking ethnic group sa Transition Commission ay Tausug. May representative ang Kristiyano, may ninominate ang local government units. 'Putting pressure' on people Asked if Misuari's men are committing terrorism with their attack on Zamboanga City, Deles said she does not want to use the word but “certainly it is an action that puts pressure on people...when you cannot understand what is it that he really wants.” “Certainly tinakot ang mga tao, pinangamba, hindi pinakilos. On the other hand, 86 MNLF members have been reported killed and 93 were either arrested or have surrendered to authorities. ![]() President Aquino with Cabinet members and AFP officials PNoy to stay in Zamboanga until crisis is over By Roel Pareño (philstar.com) | Updated September 19, 2013 - 5:01pm ZAMBOANGA CITY, Philippines - President Benigno Aquino III will stay in Zamboanga City until the immediate crisis is over and vowed that the government is ready to respond with a P3.28-billion rehabilitation plan to rebuild the city from destruction brought by the standoff between government forces and the Misuari-led faction of the Moro National Liberation Front (MNLF). “Pipilitin ko na matapos ang immediate na crisis na ito,” Aquino said. The president said he would only go back to Manila after operational and rehabilitation plans have been discussed. Aquino issued this statement after meeting in-bound passengers at the Zamboanga International Airport, which was closed until today. He said the government has prepared P6.1 billion in calamity and contingency fund. The chief executive said for the rehabilitation plan, the figure is roughly about P3.89 billion to be used in the rehabilitation phase of the affected victims, including the construction of houses for those who have lost their homes. Aquino said part of the rehabilitation is the establishment of houses, continuing relief assistance, educational assistance for the students who have lost their parents, cash for work, supplementary feeding program, temporary bunk houses while the permanent site for settlement is being established, and livelihood assistance.
