Alipala Inquirer Mindanao 1:16 am | Monday, September 30th, 2013 Where is Habier Malik? The commander of the Moro rebels who attacked this city 20 days ago remained unaccounted for on Sunday as fighting continued between security forces and remnants of his insurgent band two days after the military declared its mission here accomplished. There were reports on Saturday that Malik, a trusted lieutenant of Moro National Liberation Front (MNLF) leader Nur Misuari, had been wounded, but the information could not be independently verified. On Saturday night, the Inquirer received information that Malik had slipped through the military blockade and was already in Kanmindos village in Luuk town, Sulu province, with head and leg wounds. But former Rep. Munir Arbison said it was impossible that Malik was in Luuk. Arbison’s brother Allayon is the mayor of Luuk. Arbison dismissed the report of Malik’s presence in Luuk as “malicious and could have something to do with politics.” He explained that Malik was his and his family’s enemy who supported their opponents and staged an attack in the town during May’s midterm elections. “Never will we help an enemy who killed many of our followers,” Arbison said. The military said on Saturday that it was looking for Malik “among the dead.” Malik’s identification card had been found on the body of a slain rebel, but military spokeman Lt. Col. Ramon Zagala said it was too early to confirm his death, as forensic examinations were being carried out. The military announced on Saturday that police were taking over from troops to clear coastal villages here that were seized and occupied by rebels from the MNLF faction led by Misuari. But just minutes after the military said the threat to Zamboanga City was over, soldiers killed three MNLF fighters in a clash that also left six soldiers wounded. “What happened was not organized resistance. These are stragglers trying to escape capture,” Zagala explained on Sunday, adding that only a handful of rebels remained. The latest clash put the toll at 189 MNLF fighters killed, with 292 captured or surrendering, while 23 soldiers and policemen and 12 civilians had also been slain. A total of 195 civilian hostages escaped or had been rescued, with no more believed to still be in the hands of the rebels, Zagala said. As fighting went on in some coastal areas of the city on Sunday, fire broke out on Puerto Princesa Drive in Talon-Talon village, angering people who had heard about the clearing operations. Some residents were so angry they believed the fire had been deliberately set. “Tell the government to stop this drama. All of us here are suffering and hurt,” village guard Abnasser Ladja told the Inquirer. Ladja’s two-story house was razed in the fire. His family had provided food for the Special Action Force and Marine troops during the fighting. “Is this how the government is repaying us?” Ladja asked. Another fire broke out in Rio Hondo on Sunday afternoon and like Ladja in Talon-Talon, Jasil Isniradji wondered if the government was out to raze the entire coast. On Sept. 10, Isniradji’s relatives were told to leave their home in Santa Barbara village and fire broke out there. The family went to leave with Isniradji in Rio Hondo, but on Sept. 17 the whole family was ordered out of the village and fire broke out there. The whole family moved to Talon-Talon and fire broke out there on Sunday, leaving the Isniradjis nowhere else to go. “We don’t know why they are doing this to us,” Isniradji said. Ladja said the government should explain what it meant by “clearing operations.” “Is this what they mean by it, burning our villages? Have they no pity?” Ladja said. The National Disaster Risk Reduction and Management Council on Sunday said 10,160 houses had been destroyed or damaged in fires in five coastal villages here since fighting between government troops and Misuari’s followers began on Sept. 9. Worst hit is Santa Catalina, where the rebels burned 3,591 houses to slow down the military advance, the council said. The fighting displaced 118,819 people, who are now sheltered in 35 evacuation centers in the city. In Malacañang, Ricky Carandang, head of the Presidential Communications Development and Strategic Planning Office, said the crushing defeat of the MNLF in Zamboanga City had degraded Misuari’s ability to launch similar attacks in other parts of the country. Malik was trying to navigate the shallow waters in the mangrove area, during the night, together with other men. Probably they were trying to escape to Basilan. The Marines noticed a man seemingly being protected by the rest of the men. The Marine Sniper codenamed "Night Hawk" shot this man. Among the bodies recovered where a man with the same physical feature as Malik. Same built and the beard but the face is shattered beyond recognition due of the sniper shot. That man also carried several IDs with Malik's identity on it. If you ask me, based on how the encounter happened and the IDs and physical feature of the cadaver, i think it's Malik indeed. Body with Malik's ID not that of MNLF commander September 30, 2013 8:12pm (Updated 9:10 p.m.) The body of a slain rebel carrying the identification cards of Habier Malik was not the body of the still-at-large Moro National Liberation Front commander, said Philippine National Police Director General Alan Purisima, according to a "24 Oras" report. The PNP is tasked to determine the identity of the body, which had on it Malik's taxpayer's ID and a regional ID citing MNLF founder Nur Misuari as contact in case of emergency. Reached for confirmation, PNP spokesperson Theodore Sindac verified the PNP chief's statement, adding that more details will be given at Tuesday's press briefing. The police will check on the other bodies for the possibility that Malik is one of them, the report said. Earlier, MNLF spokesperson Atty. Emmanuel Fontanilla in a separate "24 Oras" report said Malik has escaped and "is very, very alive." "He is not injured. He is very safe where he is now. We have just talked this morning at 11 o'clock. Our military officers were able to contact him," Fontanilla said. Intelligence reports also said Malik has escaped to Sulu. "If that is true, napakaswerte naman nya. The first thing he will do is to run after Misuari," said defense chief Voltaire Gazmin in a separate interview. "Kung nakawala si Malik, I'm sure hindi na siya uulit. It will take a long long time before he can launch another offensive like that," Gazmin added. Earlier, a reliable source in Jun Veneracion's report said the body, which had been shot in the face, was identical to Malik in height and build. The marines supposedly spotted around 15 MNLF rebels swimming to a mangrove area in the area between barangays Rio Hondo and Kasanyangan. The rebels were seen protecting another who was believed to be Malik, the source said. Intelligence operatives said among those killed are some of Malik's close security aides, one of them carrying P24,000 in cash. No more than 10 MNLF rebels remain in Zamboanga City, venue of clashes between state troops and MNLF for the past three weeks. The MNLF attacked Zamboanga City on Sept. 9 after declaring an independent state in Mindanao last July. Garcia, Jr. ZAMBOANGA CITY — Six Moro National Liberation Front (MNLF) rebels were killed when fighting erupted anew as the government forces are conducting clearing operations in the “areas of concerns” here in this city, a police official disclosed Tuesday. Police Regional Office-9 (PRO-9 information officer Chief Insp. Ariel Huesca said the firefight erupted around 9:50 a.m. Monday in Martha Drive, Barangay Sta. Catalina, 1.76 kilometers east of City Hall. The “areas of concerns” include the adjoining barangays of Sta. Barbara and Rio Hondo aside from Sta. Catalina. Huesca said the firefight lasted until 12:10 p.m. of the same day that resulted to the death of six MNLF rebels. Huesca said the troops from the Alpha Company of the Army’s 44th Infantry Battalion and police Special Action Force (SAF) were conducting clearing operations when they chanced upon the rebels, thus, the firefight. Huesca said the slain MNLF rebels were among the hundreds of rebels that infiltrated this city last September 9 through the shores of Barangay Rio Hondo, 0.92 kilometers east of this city, and in nearby barangays. He said the troops have recovered four M-16 Armalite rifles, an M-14 and M653 rifles and an M-203 grenade launcher. Coordinated MNLF attack shows Misuari’s hand–AFP By Dona Z. Pazzibugan Philippine Daily Inquirer 1:36 am | Tuesday, October 1st, 2013 The separate but coordinated moves of five rebel commanders from the Moro National Liberation Front (MNLF) faction led by Nur Misuari betrayed Misuari’s hand in the deadly attack on Zamboanga City, the military said on Monday. Military spokesman Lt. Col. Ramon Zagala said two MNLF commanders from Basilan, two from Zamboanga Sibugay and one from Sulu were involved in the attack on the city on Sept. 9. Zagala identified the commanders as Ugong, who surrendered; Iger Misuari, who was captured; and Ismael Dasta and Haider, who were killed in gun battles with state security forces. Ugong and Dasta are from Basilan while Iger Misuari and Haider are from Zamboanga Sibugay. The whereabouts of the fifth commander, Habier Malik, who is from Sulu and is believed to have been killed, remains unknown. “[Malik] is not the overall commander. He just made himself available to the media,” Zagala said. The commanders and about 400 followers of Misuari stormed the Zamboanga coast at dawn on Sept. 9 to seize City Hall and plant the flag of an “independent Bangsamoro Republik” there. Unknown to them, the government discovered their plan three days earlier. When they landed on the coast, Army, Navy, Marine, Scout Ranger and elite police troops blocked them, sparking fire fights that spread to the villages. To thwart a military assault, the rebels seized scores of villagers and used them as human shields, forcing the confrontation to drag on for three weeks. “I believe that these commanders did not act individually in going there,” Zagala said. “How can you come here organized, arriving at the same time from different areas—Sulu, Basilan and Zamboanga Sibugay?” he said. Zagala said he did not believe Malik was the leader of the five MNLF commanders. “I don’t think Malik can order these other four commanders to do this. We should look at the higher authority who brought them, who ordered them to go to Zamboanga City,” he said. “There is someone higher and I believe he is Nur Misuari,” Zagala said. Misuari has not surfaced since the crisis began. President Aquino, who flew into Zamboanga City on Sept. 13 to oversee the military operation to crush the rebels, said on Sept. 22 that the government would bring charges against Misuari. A week later, Justice Secretary Leila de Lima said Misuari would be prosecuted along with his captured followers for rebellion and for violating international humanitarian laws that prohibit the taking of civilian hostages for use as human shields. Zagala said authorities were trying to determine whether Malik was really dead. Troops found Malik’s MNLF identification card on the body of a slain rebel who resembled him, sparking speculation that he might have been killed. But Zagala said on Sunday that it was too early to confirm Malik’s death, as forensic examinations were still being carried out. Another military official, however, said the slain rebel was Malik’s aide, who also kept his international driver’s license and temporary residence certificate in Saudi Arabia, where the rebel commander once lived with his wife. The official, who was involved in efforts to identify the slain rebels, spoke on condition of anonymity because he was not authorized to talk to the media. On Monday, Philippine National Police Director General Alan Purisima said the body was not Malik’s. “We found out from the people who have the ID that it is not Habier Malik. So right now we are looking for him. We are trying to identify him among the dead or [we are looking for] where he might have been buried,” Purisima told reporters. The Inquirer received information on Sunday that Malik had slipped through the military blockade on the coast and was already in Kanmindos village in Luuk town, Sulu province. Malik reportedly had wounds in the neck and a leg and was under the care of the mayor of Luuk. But former Rep. Munir Arbison said the information was false, as his brother, Allayon, is the mayor of Luuk and Malik is an enemy of his family. Arbison said Malik attacked Luuk during the May midterm elections, killing many of his family’s followers. Security forces killed seven more MNLF rebels on Saturday and Sunday in gun battles on the coastal outskirts of the city they were clearing of bodies, unexploded bombs, weapons and possible booby traps. Army troops and elite police forces killed a rebel in Rio Hondo village late Saturday and six other insurgents who were hiding in a house in Santa Barbara village Sunday and who refused to surrender, Zagala said. Troops recovered seven assault rifles and a grenade launcher used by the slain rebels, he said. Defense and military officials declared the rebel standoff and hostage crisis over on Saturday, saying 195 villagers seized by the rebels as human shields had been rescued safely, escaped or were freed. More than 4,000 soldiers and police killed 190 MNLF rebels in three weeks of fighting, while 292 other insurgents were either captured or surrendered out of exhaustion and after running out of food and ammunition. Twenty-three soldiers and policemen were killed and 180 were wounded in gun battles with the rebels. Twelve civilians were killed and 118,819 villagers fled their homes as the rebels torched villages to slow down the military advance. “Definitely the worst is over,” Zagala said, but added that it would be dangerous for residents to return until government forces have finished a two-week inspection of the battered villages. He said there were still rebel holdouts who were hiding or trying to escape. But the holdouts were low on ammunition and troops and police were going after them, Zagala said. Chief Insp. Ariel Huesca, spokesman for the police in Western Mindanao, said on Sunday that there were reports that one of the captured rebels had claimed another rebel in custody was Malik’s son, and the authorities were verifying the information. “We are checking the claim of this MNLF member. He claimed that one of those who had been captured was the son of Malik, but we are not taking his word for it,” Huesca said. Mindanao observes a day of prayer Tuesday for peace in Zamboanga City, and Catholic bishops are asking the whole nation to join by lighting candles in their homes at 6 p.m. “Let us join. Mindanao bishops are calling for a whole day of prayer, fasting and candle-lighting for peace [Tuesday],” Lingayen-Dagupan Archbishop Socrates Villegas called on Catholics on Monday. “Let us unite. [There is] no peace without God.” Davao Archbishop Romulo Valles said the day of prayer would be observed in silence. “There will be no speeches or statements, [just] prayer in silence,” Valles said.—With reports from Jocelyn R. Soldiers in Zambo still facing danger as clearing continues By Alexis Romero (philstar.com) | Updated October 2, 2013 - 6:22pm MANILA, Philippines - The worst may be over but the danger remains. The military admitted that soldiers conducting clearing operations in Zamboanga City are still facing dangers even if the actual combat operations have been finished. Armed Forces public affairs chief Lt. Col. Ramon Zagala said there are still Moro National Liberation Front (MNLF) stragglers who refuse to surrender. “Danger is present while undertaking the clearing operations. You don’t know how many they are, what weapons they still have and they are desperate. Desperate men will do the unthinkable,” Zagala said in a press briefing. “We want to neutralize them through surrender or capture but sometimes, they do not want that,” he added. Zagala said one soldier, a former MNLF member, was killed by a rebel in a clearing operation in Barangay Sta. Barbara Monday morning. Cpl. Hakim Jaafar, a member of the 44th battalion Alpha Company, was shot in the head by an MNLF straggler who tried to resist the security forces. The soldiers came across a house and shouted to determine if someone is using it as a hiding place. They even threw a grenade at it but there was no response. When they entered the house, an MNLF straggler suddenly fired at the security forces and managed to kill Jaafar. The soldiers fought back and managed to kill the rebel. Zagala said Jaafar was the first soldier to be killed since they shifted from combat to law enforcement operations. Security forces have arrested one MNLF straggler and killed nine others since Saturday, when officials declared that the Zamboanga crisis is over. Zagala, however, could not tell how many Misuari followers are still in the area. “As we continue clearing, we will be able to get a clearer picture. Aside from stragglers, there are a lot of killed enemies in the battle area that we have to recover,” he said. When asked whether the MNLF Misuari faction could still regroup, Zagala said: “No more. They are already defeated. They are fleeing. They are evading capture.” “If they do regroup, thousands of AFP (Armed Forces of the Philippines) and PNP (Philippine National Police) troops are there on the ground and they are no match,” he added. Zagala said the flags in all military camps had been flown at half mast since Friday in honor of the soldiers who died in Zamboanga. Rebellion charges filed vs Misuari, raid conducted on his Zambo house October 4, 2013 9:07am (Updated 1:02 p.m.) - Police raided the house of Moro National Liberation Front (MNLF) founder Nur Misuari in Zamboanga City early Friday, two days after the Criminal Investigation and Detection Group lodged charges of rebellion and violation of International Humanitarian Law against him and at least 80 of his followers for the attack in the city last month. Among those charged was Habier Malik, who led the Zamboanga City attack and is still being hunted by government troops. The CIDG-Region 9 filed the charges before the City Prosecutor’s Office, a dzBB report said. Police filed the complaint against Misuari and his group after more than 200 people died in the attacks, senior police investigator Senior Superintendent Edgar Danao said in a report from Agence France-Presse. "We have gathered affidavits linking Misuari to the said attack," Danao said Thursday, according to the AFP report. Misuari's house was raided by police before dawn Friday after a search warrant was issued by a local court. Documents and suspected components of improvised explosive devices (IEDs) were among the items found in Misuari's house. Police are processing the items found in the house, radio dzBB's Jayvee Francisco reported. The report quoted Western Mindanao police spokesman Chief Inspector Ariel Huesca as saying they used a water explosive to enter Misuari's house since no one was there to open the gate. "During the service of the warrant, the PNP and AFP troops waited long. No one (from the house) came out to answer the knocking of our personnel. So in order to serve the search warrant, we used an access special charge," Huesca said. "Its main component is water, with a little explosive to push the water. That pushed the gate open...the heavy steel gate," said Huesca. "The (recovered items) may be used as evidence for the rebellion case," added Huesca. Residents were startled before dawn Friday by an explosion in Bgy. San Roque where Misuari's house is located. Earlier, Huesca said they were serving a search warrant on Misuari's house, but declined to give further details for security reasons. Last Sept. 9, Misuari's followers attacked parts of Zamboanga City, taking many civilians hostage. Government forces have since retaken the MNLF-occupied areas.
