Thursday, October 10. 2013 2 MNLF killed on Clearing Operations by Radzben S. Jul, PNCO/RPIO9 On or about 8:20 in the morning of October 10, 2013 at Sitio Bugguk, Barangay Sta. Catalina, Zamboanga City, the elements of 23rd Marine Company while they were conducting clearing operations in the area have chanced upon two (2) MNLF members which ensued an encounter. Initial investigation conducted by the PNP disclosed that the operating troops sensed the presence of the duo and try to convince them to surrender but instead they started firing prompting the government troops to fire back killing both of them. Two M14 rifles and several MNLF identification cards were recovered from the suspects. Malimit po tatapusin nila 'yung kanilang balak,” Reverend Absalom Cerveza, MNLF Misuari faction spokesman, said in an interview on GMA News' Unang Hirit Thursday morning. Cerveza also said he last spoke with Misuari “the other day.” Arrest warrants were issued against Misuari, Malik and two others by a local court in Zamboanga City for placing the city under siege for almost a month, causing the death of over 200 people – civilians, soldiers and rebels. Meanwhile at a press conference in Malacañang later in the afternoon, presidential spokesperson Edwin Lacierda said it was only natural for Misuari not to surrender. Lacierda, however, assured the public that the government will be able to catch him. "We’ll go after them. We will find you," he said. As for Misuari's whereabouts, Lacierda said there have been unconfirmed reports that the MNLF leader is still in the Philippines. 'Unfortunate' In the television interview, Cerveza said the effects of the crisis were “unfortunate” but said the MNLF had a valid cause aligned with valid reasons. He also confirmed that Misuari whom he last talked with on Tuesday was still in an undisclosed place in the Philippines. Cerveza said Misuari told him over the phone, “Wala akong magawa kung ano ang gustong gawin ng gobyerno. Gagawin ko rin kung ano 'yung kaya kong gawin.” When asked if Misuari is willing to have his case heard in Manila for security reasons, Cerveza said there wasn't much they could do and that ultimately it's the court that will decide their fate. “'Pag nahuli ka, wala kang magagawa kung saan ka man lilitisin... Bahala na 'yung mga abogado,” he said adding, “Wherever... kung mahuli.” Cerverza also confirmed that Malik, the elusive MNLF ground commander believed to have led the attack in Zamboanga City on September 9, was still alive. “Yes, he's much alive,” he said, adding that he last talked to Malik four days ago. According to Cerveza, Malik already escaped government forces in Zamboanga City. “Wala na... He's in some place na hindi natin puwede sabihin,” he said. The encounters between government forces and the MNLF lasted for three weeks and claimed over 200 lives. Defense Secretary Voltaire Gazmin announced the crisis officially over on Sept. 28, but clearing operations have continued to root out MNLF rebels still holed up in the city. Misuari in Sulu? In an interview on "News To Go" on Thursday morning Zamboanga City mayor Beng Climaco said, "I think [Misuari] is in Sulu, so it is the military authorities that are taking over." "But definitely, the city of Zamboanga extends whatever we can in terms of personnel to really bring about justice to the people... to those who have died, those who have lost homes, those who are still suffering double in the tragedy. Asked if she favors the idea that the case against Misuari and his group be tried in Metro Manila, Climaco said, "Definitely, we welcome it because we have the detainees [captured MNLF rebels] here right now in San Ramon and as well as jails in Zamboanga. The residents do not feel comfortable with them being here. Zamboanga siege’s military expenses cost P150M, says AFP vice chief of staff MANILA, Philippines—Military expenses on the Zamboanga siege last month has so far cost about P150 million. Armed Forces of the Philippines Vice Chief of Staff Lieutenant General Alan Luga said on Tuesday that the amount covered fuel, food and medical expenses for the soldiers. “What made the amount so big was mostly because of the fuel for the C-130 planes,” he told reporters at Camp Aguinaldo. At a budget hearing in Congress last month, Luga said there was about P350-million worth of expenses. “But we re-computed later and it was less than that, about 50 percent,” he said. He also clarified that the amount did not include expenses on ammunition and other war materiel. The Zamboanga siege in September started when members of the Moro National Liberation Front tried to hoist their flag in the city hall. It led to a 20-day gunbattle with government troops. At least 200 were killed from the fighting. Zamboanga City: Clearing completed in 2 of 4 conflict-affected villages October 17, 2013 3:34am Two of four villages in Zamboanga City affected in last month's fighting between government and Moro National Liberation Front forces have finally been cleared, the city government said Wednesday. Citing information from government forces under Task Force Suyud, the city government said Rio Hondo and Zone IV were cleared for unexploded ordnances, booby traps, debris, firearms and possible MNLF stragglers. "With this development, efforts will now focus on clearing the areas of Sta. Barbara (20 to 30 percent cleared) and Sta. Catalina (70 to 80 percent cleared)," it said. It noted the four villages had been directly and indirectly affected by the armed conflict that started Sept. 9 and ended Sept. 28. The city government said that while the MNLF followers of founding chairman Nur Misuari did not make it to Zone IV, the village was closed off since it was close to the critical zone. Also, it said government establishments, including City Hall, are located in the area. Phase 2 The city government said the second phase of clearing operations started last Sept. 29, and prioritized government offices and other vital installations. It said the sweep started with the Zamboanga City Medical Center and then spread to establishments in Sta. Barbara, Lustre Street, Martha Drive, Rio Hondo, Sitio Aplaya and Campo Muslim. "Since then, 2,006 establishments – classified as burned, slightly damaged and totally damaged – were subjected to clearing," it said. Clearing operations also yielded 396 unexploded ordnances, 19 firearms, and 53 bodies. Also, 299 cases had been filed against the MNLF-Misuari faction members who are now detained at the San Ramon Penal Colony. The city government said residents of Sta. Catalina are still prohibited from entering the area while clearing operations are ongoing. Malaysian man arrested in Zamboanga City for suspected involvement in MNLF activities KUALA LUMPUR: A Malaysian from Kota Kinabalu was arrested this month by the Philippine authorities in Zamboanga City for suspected involvement in Moro National Liberation Front (MNLF) activities in southern Philippines. Eastern Sabah Security Command (Esscom) director-general, Datuk Mohammad Mantek told Bernama on Wednesday that the 55-year-old man was arrested on Oct 4 and was then taken to Manila for further investigation by the Philippine authorities there. "The arrest of the Malaysian man followed the action taken by the Philippine security forces against individuals suspected of being involved in the armed attacks launched by MNLF fighter in Zamboanga City on Sept 9," he said. Mohammad, however, declined to reveal the identity of the Malaysian arrested as the matter is still under investigation by the Philippine authorities. Asked whether this individual was the one who claimed to have been sponsored by another Malaysian for his involvement in MNLF activities, Mohammad also declined to comment as the investigation in the Philippines is still ongoing. Following the attacks in Zamboanga City, Malaysia activated its security warning along eastern Sabah's territorial waters to prevent the attacks from spreading to the state due to Sabah's close proximity to southern Philippines. "So far, no security threats to Sabah have been detected but we are intensifying security measures along eastern Sabah's border waters nevertheless," said Mohammad. He said Malaysian security forces would collaborate with their Philippine counterparts if the need arose. "We have no problem in extending cooperation due to our good relations with the Philippine government," he added. According to press reports, more than 400 MNLF fighters attacked Zamboanga City to capture the city hall building and they hoisted the 'Republik Bangsamoro Merdeka' flag. In the bloody three-week battle that ensued between the MNLF fighters and Philippine security forces, 190 MNLF fighters were killed and 292 suspects surrendered or were arrested. He also said that if Malik was really alive, as claimed by ranking officials of the MNLF faction loyal to founding chair Nur Misuari, then the group should have presented proof long ago. Gazmin said that the Abu Sayyaf Group (ASG) made the same claim when the military neutralized its spokesperson Abu Sabaya. But like Malik, the ASG is still to show their evidence that the latter is alive and well. Misuari now in Middle East MANILA, Philippines - Moro National Liberation Front (MNLF) founding chairman Nur Misuari has reunited with his family in a Middle East country and is now preparing to attend the 40th session of the Organization of Islamic Cooperation (OIC) next month in Conakry, Republic of Guinea in Western Africa. A source told The STAR yesterday that as a permanent observer in the OIC, Misuari is expected to report to the 57 members of Islamic countries on the recent outbreak of hostilities in Zamboanga City and the status of the tripartite review of the 1996 peace agreement with the government. It was not revealed which country in the Middle East Misuari and his family are now staying in. Misuari reportedly used an ancient maritime route to get out of Mindanao and landed on Bolongan coast in Southern Sulawesi, Indonesia before the regional trial court of Zamboanga City could issue an arrest warrant for him. The usual backdoor sea route was from Sulu to Sandakan or Lahad Datu in Sabah, Malaysia, but Misuari’s group reportedly used the Bolongan route to avoid the Malaysian navy. MNLF spokesman Emmanuel Fontanilla neither confirmed nor denied the report that Misuari would attend the OIC meeting, but said the organization had already invited him to the three-day session of the Council of Foreign Ministers from Dec. 9 to 11. Fontanilla said Misuari, being an OIC observer, is obliged to attend the yearly meeting. He, however, said before the event, a preliminary meeting of senior ministers would be held in Jeddah, Saudi Arabia to draft the agenda of the Conakry session. Aquino said he had accepted the resignation of retired Gen. Trifonio Salazar, head of the National Intelligence Coordinating Agency (NICA), and Deputy Director General Eric Gosiengfiao. The President said retiring police general Ager Ontog would be the new NICA director general. A female intelligence expert, whom the President did not name, would be the agency’s deputy chief. “She rose through the ranks,” was all Aquino would say about this official who could be the first woman appointed to an important post in the intelligence community. “She could be the first Filipina ‘M’,” a source privy to the changes at NICA told the Inquirer, referring to the female head of the British Secret Intelligence Service, or MI6, the boss of writer Ian Fleming’s famous spy, James Bond. Salazar and Gosiengfiao resigned more than a week ago, the source said, adding that the attack by the Moro National Liberation Front (MNLF) in Zamboanga City was the “culminating” factor that led to Salazar’s resignation. Salazar had a personal stake in the Zamboanga incident, the source who requested anonymity for the lack of authority to speak to media, said. Salazar’s wife is Zamboanga City Mayor Ma. Isabelle Climaco-Salazar. Prior to Zamboanga, the government also had to deal with the Sulu Sultanate’s sudden revival of its claim to Sabah, as well as a deadly bombing in Cagayan de Oro City, among other security incidents. But after the Napoles scandal in Manila and the fiasco in Zamboanga, he may no longer have any 2016 candidacy to speak of. The Moros, who have suffered heavy losses in the fighting where they were outnumbered 200 against one, are not likely to forget it was Roxas who shot down the idea of a “ceasefire” just because it came from his potential 2016 rival—Vice President Jejomar Binay. Neither are the Zamboangueños likely to forget that Roxas was the one ineptly coaching Aquino from behind while their once beautiful city was being destroyed, and tens of thousands of their own relatives, neighbors and friends were being driven out of their homes, before they were all razed to the ground. Nor are the soldiers likely to forget that they had to kill and risk getting killed for something they only half-understood, on a wretched combat pay and even more wretched field rations, while Roxas and his friends literally swam in millions, if not billions of the people’s pesos.
