Italian firm bags P3-B PAF helicopter deal

MANILA, Philippines - An Anglo-Italian company has won the bidding to supply eight attack helicopters worth P3.44 billion for the Philippine Air Force (PAF).

The STAR learned that a notice of award was issued to aircraft manufacturer AgustaWestland late last month.

Defense Undersecretary Fernando Manalo confirmed the report, saying the helicopters may be delivered next year if the budget is released soon.

“If the DBM (Department of Budget and Management) releases the cash allocation, the letter of credit could be opened immediately and the helicopters could be delivered before the end of December next year,” Manalo said.

A letter of credit is a document that assures the winning bidder or supplier that the government will honor its financial obligations.

Defense Assistant Secretary Patrick Velez said the Air Force would be getting eight 109 Power (109 P) attack helicopters with .50 caliber machine guns and rocket launchers.

“We will be offered a combination of rocket launchers and two .50 caliber (machine guns). We were able to negotiate that the rocket launchers to be installed could fire rockets,” Velez said.

In its website, AgustaWestland described 109 Power helicopters as “versatile aircraft that offers the highest level of benefits for commercial, government and military markets.”

“The Power’s flexibility allows it to perform executive transport with stylish elegance, offshore and emergency medical services or conduct surveillance and patrol missions for police forces,” the description read.

AgustaWestland, the lone bidder for the project, offered to supply the eight helicopters for P3,441,415,000.

The bid is just P45,000 lower than the P3,441,460,000 approved budget for the helicopters.

A financial bid, however, could be accepted as long as it falls within the budget.

Defense officials previously said that the bid price is lower compared to the helicopters purchased by other countries.

The bid translates to 7.532 million euros per unit (about P430.15 million), lower than the package price per unit of the helicopters acquired by the Bulgarian police (7.547 million euros) and the Bangladesh Navy (8.6 million euros).

In its bid bulletin, the defense department said the helicopters to be purchased should have full night operation capability with complete weapons system and integrated logistics support package.

They should also be capable of navigating in bad weather and performing close air support.

The helicopters should be delivered within 540 calendar days from the opening of the letter of credit.

Not the best we want but these are helpful nonetheless. Hoping the next AH bid will be given enough budget to let the PAF acquire the real AH.

Looks like there's typo error re ROCKETS. Should be, "negotiate that the rocket launchers to be installed could fire guided rockets,”

AW109 LUH

The AW109 Light Utility Helicopter (LUH) has established itself as a best-selling military light-twin helicopter able to satisfy a wide range of military requirements. Acquisition of AW-109s for both Navy, Air Force to ease maintenance

The decision of the Defense department to acquire AgustaWestland's AW-109 "Power" helicopters for the Navy and the Air Force will greatly ease maintenance, training, and acquisition of spare parts.

Department of National Defense (DND) undersecretary for finance, modernization, installation and munitions Fernando Manalo said Monday that having both services operate the same helicopter would mean that only one type of simulator will be acquired for training of its flight crew.

"Having the two services operate the AW-109s means that we will just operate one type of aircraft which will greatly ease our maintenance, training and logistic procedures," he pointed out.


Manalo said the only difference between the Navy and Air Force AW-109s is that the latter version is armed with .50 caliber machines and rocket launchers.

"But we can also arm the Navy AW-109s if needed," the DND undersecretary said.

"The last batch of pilots (and technicians) undergoing training for the AW-109 will leave by the first week of November," Fabic stated.

The PN spokesperson added that these specialized trainings will last from two to four months.

"It is included in (acquisition) package and at no costs to the government," he stressed.

Fabic said that morale is pretty good at the PN and personnel selected for these training programs are very proud that they are called to serve their country.

"The PN is also very thankful to the present administration for the continued support that the Navy is receiving," the PN spokesperson emphasized.

The aircraft’s safety features include a fully separated fuel system, dual hydraulic boost system, dual electrical systems and redundant lubrication and cooling systems for the main transmission and engines.

Arrival of 8 armed AW-109s to boost PAF close-air support capability

The Philippine Air Force (PAF) on Tuesday announced that its close-air support capability will be greatly boosted upon delivery and commissioning of eight armed AgustaWestland AW-109 "Power" helicopters by 2015.

"It will definitely give us a much needed boost on our close-air support capabilities," PAF spokesperson Col. Miguel Ernesto Okol said.

He added that eight AW-109s will also supplement the existing fleet of McDonnell Douglas MG-520 "Defender" attack helicopters that the PAF uses in ground attack missions.

It is known to operate between 12 to 16 models of the MG-520, according to military sources.

The PAF affair with the MG-520 started in the early 90s when 25 units of these excellent aircraft were delivered to the country.

It was used with great effect against New People's Army (NPA) rebels and lawless elements like the Abu Sayyaf Group for the past few years.

The MG-520 is derived from the MG-500 light utility helicopter.

It can be armed with .50-caliber heavy machine gun and air-to-ground rockets.

The AW-109s which the PAF will be getting is armed with .50-caliber machine guns and rocket launchers for ground attack role. (PNA)

GUIDED ROCKET

The AW109 will be carrying guided rockets too

The initial 8 units of night flight-capable AW109 Attack Helicopter will be carrying guided rockets that can be launched day or night with precision. This greatly lessens collateral damage and ensures high rate of success. This fits the job of neutralizing highly mobile teros.

Another interesting exception is new versions of the venerable 2.75-in rocket. Although rockets are cheap and can deliver impressive firepower, they have traditionally suffered from poor accuracy. Pilots are often forced to fire the entire contents of a rocket pod to blanket a large area even though they may only be trying to attack one small target in that area. Both the US Army and Navy have investigated small, low-cost guidance units to improve the accuracy of these weapons and allow one rocket to do the job an entire volley would do in the past. These efforts, known as the Advanced Precision Kill Weapon System (APKWS) and Low-cost Guided Imaging Rocket (LOGIR), would turn today's unguided rockets into guided missiles, much like laser seekers and JDAM kits turned dumb bombs into smart bombs.

Philippine Air Force Signs Contract for Eight AW109 Power helicopters


AgustaWestland, a Finmeccanica company, is pleased to announce that the Philippine Air Force has signed a contract for eight AW109 Power light twin helicopters. These aircraft will be used to perform a range of duties including homeland security, armed reconnaissance and close support. Deliveries will start in 2014. The contract also includes initial logistics support and training for aircrew and maintenance personnel.

This contract further expands the presence of AgustaWestland in the Philippine helicopter market and adds one more military customer for the AW109 Power model in this country, following an order for three aircraft by the Philippine Navy earlier this year to enhance the service’s maritime operational capability. The Philippine Air Force’s AW109 Power configuration will feature a dedicated mission package and equipment including a combination of weapon systems.
