It's about time we effectively protect our seas to prevent the loss of our fishing grounds.

1. Deploy permanent patrols with modern ships. Big ships (56-meter with water canons) to peacefully drive away the poachers. Two ships in tandem to effectively drive them away. With smaller ships (35metes) to help the bigger ones drive away the intruders.

2. Deploy missile-firing frigates with helicopters to provide effective deterrent but will stay behind the immediate scene and provide protection under extreme cases.

3. Build structures like what the Chinese did to our reefs to solidify our claim.

4. Improve monitoring by installing Coastwatch system and radars too to monitor the airborne intrusions.

5. Islands should be developed and inhabited to improve deterrence and bolster claim.

Monitoring, Control and Surveillance Accomplishments by year: CY 2003-2005

I. Launching of MCS Patrol Vessels

December 12, 2003 marked the evolution of fishery law enforcement particularly on the strengthening of the DA-BFAR MCS System with the launching of the newly acquired 14 units MCS Vessels.

The Launching was graced by no other than Sec. Luis P. Lorenzo, SBMA Chairman Felicito Payumo, Subic Freeport Zone Administrator Capt. Victor L. Mamon. Jose Maria Sainz Aguirre and Representatives from the Spanish Crown exhibited their support by gracing the said occasion. Also present were Commodore Arthur N. Gosingan of the PCG, Usec. Cesar M. Drilon, Jr. for Fisheries and Livestock and Dir. Malcolm I. Sarmiento Jr. of BFAR.

II. Training on the Operation and Maintenance of DA-BFAR MCS Patrol Vessel and the Operation of X-ray and CDT machines

Ten (10) BFAR Vessel Staff attended the Seminar/workshop on MCS and Operation and maintenance of CDT and X-ray Machines on board the 30-meter MCS patrol Vessels.

Trained a total of 44 participants from the PCG, LGUs, and BFAR Law Enforcers; 26 leading to Certification as Boat Captain and 18 leading to Certification as Boat Engineer.

III. Signing of MOA between the DA-BFAR and PCG

The original MOA between the BFAR and PCG which took effect last February 8, 1998 has expired last February 8, 2004. In view of the continuous collaborative works on the conservation, protection and management of the country fisheries and aquatic resources the MOA has been reviewed and revised in accordance with the agreed counterparting scheme by the said agencies.

Hence the said MOA marked the beginning of the end of poaching by illegal fishing vessels and destructive fishing activities. Held at the Conference of the BFAR, in attendance were VADM. Arthur N. Gosingan and Commo. Ramon C. Liwag of the PCG, Usec. Cesar Drilon of DA, and Dir. Malcolm I. Sarmiento of the BFAR and Officers of both agencies.

IV. Sea Trial Operations of MCS Patrol Vessels

# Accosted 23 illegal fishers in Manila Bay during the 2 days sea trial operation by the ojoint forces of the PCG and BFAR law enforcers.

V. Proposed MCS Coordinating and Operating Center in Navotas Fishery Port Complex

Completion of the 2-storey BFAR MCS and Fishing Laboratory Building at Navotas Fishing Complex (floor area: 578.8 sq.m and lot area: 3,000 sq.m) funded by the Bantay Dagat Programme (RP-Japan KR-II) and the Agriculture Fisheries Modernization Act (AFMA) Project respectively. The land base component of the BFAR MCS Programme, will serve as the command and coordinating center of all MCS activities of the bureaus assets.

To effect the storage and relay of information/data to different BFAR Regional Offices, LGUs and concerned agencies on MCS, the BDP on-line information system will be utilized. Upgrade of the System is on-going.

Manila, Philippines - The Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture said the agency will implement more livelihood projects for the fisheries sectors after getting seven percent increase in this year’s national budget. “With a budget of close to P5 billion this 2014, it’s definitely good news because we will be able to utilize more funds to implement livelihood programs and projects for the fisheries sector,” said BFAR Director Asis Perez.

Perez said BFAR is set to acquire 27 40-footer and 70 30-footer multi-mission vessels that will strengthen government visibility and sea patrol activities in Philippine waters.

He said the new vessels will all be deployed by the end of 2014.

Perez said BFAR will widen the scope of the National Stock Assessment Program (NSAP) to include other areas in the country.

CGSS Sangali, MCS 3009 & MCS 3003 rescues 72 passengers of distressed motor launch in Zamboanga

DOTC-PCG: All 64 passengers and 8 crew members of a distressed motor launch were safely disembarked at Sangali Fish Port Complex due to the assistance of the Coast Guard Sub-Station (CGSS) Sangali, MCS 3009 and MCS 3003 last Saturday, January 11.

Around 8:00 AM of the said day, the Coast Guard Station (CGS) Zamboanga received a call from the operations manager of ML Magnolia Shipping Lines informing that ML Magnolia Emerald is in distress.

Said vessel departed Zamboanga City Port last January 10 at 10:20 PM enroute to Talusan, Zamboanga Sibugay with a total of 72 passengers onboard consisting of 51 adults, 18 children and three infants and eight crew.

While navigating 12 NM off Olutanga, Zamboanga Sibugay, said motor lauch encountered big waves that created a hole in its starboard bow causing the ingress of water inside her engine room.

Immediately, CGS Zamboanga directed CGSS Sangali to coordinate with Nancy Fishing Company which has fishing vessels engaged near the distress area. FB Century 2 was immediately requested by Nancy Fishing Company to transfer all passengers of ML Magnolia to the said vessel and be transported to the nearest safe port.

Both vessels safely arrived at the Sangali Fishing Port Complex. Personnel of CGSS Sangali, MCS 3009 and MCS 3003 assisted in the disembarkation of the passengers and provided food and temporary shelter while conducting profiling for prior disposition.

Representatives from ML Magnolia Shipping arrived at CGSS Sangali and immediately reimbursed the fare and travel expenses of passengers back to Zamboanga City proper.

ML Magnolia Emerald, a wooden hulled type passenger/cargo vessel with 81.27 GT/55.27 NT is owned and operated by Magnolia Shipping Lines Incorporated and skippered by Captain Felix Limosnero.

7 Vietnamese poachers arrested off Subic

MANILA, Philippines - Seven suspected Vietnamese poachers were caught some 16 nautical miles off Subic, Zambales on Monday.

Acting Coast Guard spokesman Commander Geny Basilio identified them as boat captain and owner Pham Minh Ouoc, 54; mechanic Nguyen Huynh Duc, 31; and crewmembers Le Van Muoi, 31; Nguyen Van Tu, 41; Nguyen Binh 40; Ngo Van Tuan, 28; and Truong Van Luan, 25.

The arresting officers were from the Coast Guard and the Bureau of Fisheries and Aquatic Resources (BFAR).

Investigation showed monitoring control and surveillance (MCS) vessels 3008 and 1103 were on patrol at around 11:13 a.m. of April 29 when they spotted a Vietnamese vessel reportedly in the act of hauling in fishnet from the waters.

Coast Guard and BFAR officers boarded the ship, inspected it and checked the documents, license and nationality of those on board.

They discovered that a certain Pham Minh Ouoc with address at Bing, Vietnam owned the fishing vessel.

Basilio said the seven Vietnamese are currently restricted onboard their ship docked at the Subic Fishport and are under guard.

“We have a hotline with the Vietnamese Coast Guard,” he said. “We have informed them about this incident. We would also be informing the embassy of Vietnam about the incident.”

Basilio said the BFAR will decide what case could be filed against the seven Vietnamese.

Poachers have been known to intrude in Philippine waters, he added.

During this time of the year plenty of fish like tuna are found at the northwestern part of the country, Basilio said.

BFAR-to-LGUs boat turnover to stop

Tacloban City, Leyte (PNA) - The Bureau of Fisheries and Aquatic Resources (BFAR) will stop the distribution of patrol boats to local government units (LGUs), citing the latter’s inadequacy in maintaining such vessels.

BFAR national director Asis G. Perez is lamenting the fact that many patrol boats that have been turned over to LGUs in the past have been rendered non-functional or have been used for other purposes not related to marine resource protection.

“These patrol boats carry BFAR’s official logo, but are not maintained or used properly. And no matter if we already have turned these boats over to the local government, the agency would still be blamed for their poor maintenance or improper use,” Perez told media covering a recent Visayas-wide environmental media conference here.

The deployment of patrol boats to aid sea-based law enforcement activities of coastal cities and municipalities has been a regular activity of BFAR since 2009 when the League of Municipalities of the Philippines passed a resolution asking BFAR to provide patrol boats to a majority of the country’s 822 coastal municipalities.

In addition to vessels, BFAR also provided identified LGUs with other such paraphernalia as global positioning systems (GPS), search lights, megaphones and other equipment for the prevention of illegal activities in municipal waters.

Perez said the BFAR will continue distributing patrol boats to areas with programmed amounts for the remainder of 2013, but starting next year, their distribution will completely come to a halt.

In lieu of patrol boats, the bureau will acquire 97 multi-mission vessels at a cost of P1.5 million per unit that will be operated by BFAR’s regional and provincial offices.

Of that number, 70 will be 30-footer vessels for deployment in various provinces.

In addition, 27 43-footer boats will also be acquired for deployment in 17 regions. Each area will have one to three units each, depending on the extent of coastal waters covered. The bigger vessels will cost P6 million each.

“We’re not turning over any new patrol boats to local government units anymore,” Perez said. Instead, the multi-mission vessels he mentioned will be used by BFAR regional and provincial offices for law enforcement, livelihood assistance, search and rescue, and research operations.


BFAR’s budget rose to P4.6 billion this year from P1.6 billion in 2009. For 2013, the bureau is seeking a P4.9-billion outlay. A big chunk of funding will be used to step up marine law enforcement activities.

Said budget will be used to augment manpower, provision of equipment, conduct training, operational funds, and apprehension support. The Bureau is currently beefing up its law enforcement quick response teams in all of its 16 regional offices.

BFAR will also be hiring more personnel to augment its manpower in 17 regional offices.

“There are about 1,200 BFAR staff members nationwide. We are understaffed relative to our mandate. With the Philippine archipelago having 7,100 islands, that means one employee is assigned to watch seven islands and surrounding coastal waters,” he said.

BFAR to add 100 more patrol boats

MANILA, Philippines - The Bureau of Fisheries and Aquatic Resources (BFAR) is adding 100 new patrol boats of various capacities to its existing fleet to strengthen its patrol functions in Philippine coastal boundaries nationwide.

Fisheries director Asis Perez said 27 units of 43-footer vessels are being constructed this year, some of which would be commissioned in June. Each unit costs P6 million.

Seventy-one units of 30-footer patrol vessels costing around P1.3 million each are also being constructed. Some units would also be deployed in June.

The smaller vessels would be used for patrolling in municipal waters.

Slated for construction within the year and deployment by next year are two units of 55-meter boats to be used in high seas patrol duties. Each unit would cost P180 million each.

For security reasons, the number of patrol vessels in BFAR’s existing fleet could not be disclosed.

Perez said the budget for the new patrol vessels came from the previous year’s allocation, while some would be obtained from this year’s allocation.

He said the heightened patrol functions would not be limited to disputed waters such as the Panatag Shoal where hostilities with Chinese maritime entities are reported from time to time.

The side of the country exposed to the Pacific Ocean, for instance, is vulnerable to poachers because of less economic activity and less presence of Philippine vessels.

BFAR personnel, he said, would also implement stronger monitoring of municipal waters during closed seasons.

BFAR recently imposed stricter trading and gathering regulations for several species like blue swimming crabs and sea cucumber, requiring increased monitoring.

The MCS is not a Navy ship. It is best that weapons should be just enough to perform their task of stopping mostly unarmed fishermen.

An assault rifle or a light machinegun should be enough to defend themselves. Pirates are their most dangerous threats.

Some thugs in the north are armed with assault rifles too and they have been threatening the lives of Bantay-Dagat units as per reports.
