China military sends air patrols through new defense zone: Xinhua by Manila Bulletin November 29, 2013 (Reuters) – China’s military sent several fighter jets and an early warning aircraft on patrol into disputed air space over the East China Sea on Thursday, the Chinese state news agency Xinhua reported, quoting a spokesman for the People’s Liberation Army Air Force. The move raises the stakes in a standoff with the United States, Japan and South Korea over the zone. Japan and South Korea sent their own military aircraft through the air space on Thursday. The Chinese patrol mission was “a defensive measure and in line with international common practices,” said Shen Jinke, a spokesman for China’s air force, in the Xinhua article. Ties between China and Japan have been strained for months by the dispute over the islands in the East China Sea, called the Diaoyu by China and the Senkaku by Japan. The islands are currently under Japanese administrative control. China last week unilaterally announced that foreign aircraft – including passenger aircraft – passing over the islands would have to identify themselves to China. Earlier this week, Washington sent two unarmed B-52 bombers through the airspace without first informing Beijing, a sign of support for its ally Japan. Although there are risks of a confrontation in the defense zone, U.S. and Chinese military officials have stepped up communication with each other in recent years and are in regular contact to avoid accidental clashes breaking out. U.S. Vice President Joe Biden is visiting China, Japan and South Korea next week, and will try to diffuse tensions over the issue, senior U.S. administration officials said. China scrambles jets after US, Japan enter air zone: Xinhua BY TOM HANCOCK, AGENCE FRANCE-PRESSE POSTED ON 11/29/2013 10:35 PM | UPDATED 11/29/2013 11:15 PM BEIJING, China (UPDATED) – China on Friday, November 29, scrambled fighter jets to monitor a dozen US and Japanese military aircraft which entered its new air defense zone, state media said. Beijing's announcement last weekend of the air defense identification zone, which covers islands at the center of a dispute between China and Japan, has raised tensions in the region. The report indicated that Japan and the US are continuing to disregard Beijing's demands that aircraft submit flight plans when traversing the zone in the East China Sea or face unspecified "defensive emergency measures". "Several combat aircraft were scrambled to verify the identities" of US and Japanese aircraft entering the air defense zone, the official Xinhua news agency said, quoting air force spokesman Shen Jinke. The Chinese aircraft, which included at least two fighter jets, identified two US surveillance aircraft and 10 Japanese aircraft including an F-15 warplane, Shen said. The US, South Korea, Japan and other countries have accused Beijing of increasing regional tensions with its new air defense zone. Shen said the air force had a mission to monitor foreign aircraft inside the zone "throughout the entire process, with timely identification". Japan and South Korea both said Thursday they had disregarded the ADIZ, showing a united front after US B-52 bombers also entered the area. But Beijing is facing considerable internal pressure to assert itself. China's state media called Friday for "timely countermeasures without hesitation" if Japan violates the zone. Washington has security alliances with both Tokyo and Seoul, and analysts say that neither China nor Japan -- the world's second- and third-biggest economies, and major trading partners of each other -- want to engage in armed conflict. The Global Times newspaper, which generally takes a more nationalistic tone than China's government, said in an editorial Friday: "We should carry out timely countermeasures without hesitation against Japan when it challenges China's newly declared ADIZ. "If Tokyo flies its aircraft over the zone, we will be bound to send our plane to its ADIZ." The paper, which is close to the ruling Communist party, said: "We are willing to engage in a protracted confrontation with Japan." But it shied away from threatening Washington, which sent giant Stratofortress bombers inside the zone, issuing an unmistakable message. "If the US does not go too far, we will not target it in safeguarding our air defence zone," the paper said. The Communist Party seeks to bolster its public support by tapping into deep-seated resentment of Japan for its brutal invasion of the country in the 1930s. Such passions are easily ignited, and posters on Chinese social media networks have urged Beijing to act, with one saying Friday: "Japan, US and South Korea jointly ran the red light on purpose, the Chinese government should take decisive measures to deal with them as a war of words won't solve any problems." The media rhetoric came after Chinese planes conducted air patrols on Thursday, Xinhua said, after it first sent fighters, scouts and early warning aircraft into the zone on Saturday. China's rules covering the zone require aircraft to provide their flight plan, declare their nationality and maintain two-way radio communication -- or face unspecified "defensive emergency measures". Both Japan and Washington have ADIZs of their own, and China accuses them of double standards, though China's zone includes a rock which is disputed between Beijing and Seoul, as well as islands controlled by Japan and claimed by China. Japan denies that there is a dispute over the islands, and Chief Cabinet Secretary Yoshihide Suga declined Friday to be drawn on reports that a Chinese envoy had suggested setting up a mechanism to prevent mid-air incidents. "Our country's principle is that we will assert our position firmly in a stern but calm manner," Suga said. "And we keep the window of dialogue open." The Yomiuri Shimbun reported that the US and Japan planned to enhance military cooperation in the area, with Tokyo permanently stationing E-2C early-warning planes in Okinawa, and US Global Hawk unmanned drones expected to be operated from Japan soon. The European Union added its voice to the criticism of the zone on Friday, with its top foreign affairs official Catherine Ashton saying it "contributes to raising tensions in the region". At a regular briefing Chinese foreign ministry spokesman Qin Gang dismissed her remarks, saying: "Ms Ashton knows that within the EU, some countries have ADIZs, so I don't know if that means the situation in Europe is getting more tense." Japan to expand air defense zone further south Staff Reporter 2013-11-28 08:48 (GMT+8) Japan plans to expand its air defense zone to the Ogasawara islands — also known as the Bonin islands, around 1,000 km south of Tokyo — in response to China's newly established air defense identification zone (ADIZ) over the East China Sea, reports Huanqiu, the Chinese-language website of China's nationalistic tabloid Global Times. Tokyo will also strengthen Japan's offshore defenses as China's naval fleets, including the aircraft carrier Liaoning are likely to be active in the western Pacific region, according to the Tokyo-based Yomiuri Shimbun. Insiders claim that Japan had previously excluded the Ogasawara islands from its past air defense identification zone as it was determined the islands were not under threat from foreign invasion. However, the government and its ruling Liberal Democratic Party have agreed to expand the country's zone amid rising tensions with China over their maritime territorial dispute. The Japanese defense ministry is also considering the deployment of fighter jets near the islands. Japan first established its air defense zone in the 1960s. The fighter jets' deployment is expected to go smoothly without any legal hurdles. Huanqiu reported that Japan's air defense zone is considerably larger than that of other countries, and extends to only 130 km from China's eastern coastal province of Zhejiang. "Our general position as a US government is that we don't accept China's requirements," State Department spokeswoman Jen Psaki reiterated. Last month Beijing declared an Air Defense Identification Zone, or ADIZ, over the East China Sea, including an island chain disputed with Japan, in which it warned all aircraft had to obey Chinese orders or face unspecified "defensive emergency measures". But Psaki slammed the announcement as having been made without "prior consultations," adding that it overlapped with many other such zones set up by Japan and South Korea. "The fact that China's announcement has caused confusion and increased the risk of accidents only further underscores the validity of our concerns and the need for China to rescind the procedures," she told reporters. "This announcement is not going to change our military exercises," she insisted, pointing to an overflight of two American B-52 bombers in the air last week which was not notified to the Chinese authorities as proof. But in a statement last week, the State Department said the government in general expects "US carriers operating internationally will operate consistent" with notices sent out by other countries. China ships sail through disputed waters amid tensions December 8, 2013 11:48am TOKYO — Three Chinese ships sailed through disputed waters off Tokyo-controlled islands in the East China Sea on Sunday, the Japanese coastguard said, the first time since Beijing announced an Air Defence Identification Zone over the sea. The vessels entered the 12-nautical-mile territorial waters at about 9:00 am (0000 GMT) off one of the Senkaku islands, which China also claims and calls the Diaoyus, the Japan Coast Guard said. This is the first time that Chinese coastguard ships were spotted sailing through the waters after Beijing raised regional tensions with its declaration of the air zone on November 23. Chinese vessels have sailed in and out of the contiguous waters around the islands but stayed away from entering their territorial waters since November 22, a Japanese coastguard official said. Japan's conservative Prime Minister Shinzo Abe has vowed no compromise on sovereignty of the islands and stepped up defence spending, believing that China is trying to change the status quo through growing sea incursions. John Wissler, told Okinawa Gov. Hirokazu Nakaima in a meeting Tuesday that MV-22 Osprey aircraft stationed at the Futenma air station could be dispatched to the disputed Senkaku Islands if needed. “That aircraft has the ability to reach the Senkakus, should we need to support any sort of Japan-U.S. security treaty,” Wissler said during the meeting open to the media. Wissler’s comment is thought to reflect the recent intensification of Chinese activities in the East China Sea, including intrusions by China Coast Guard vessels into the waters around the Japanese-controlled islets claimed by China.
