US firm won the P439-m Towed Artillery Deal for the Philippine Army

QUEZON CITY, Philippines-- An American company was said to have won DND's bid for the supply of 12 155mm howitzers and ammunition for P438,620,000 for the Philippine Army.

Pre-Bidding conference started last November 22,2013 and the bidding proper started last December 05, 2013.

DND's Bids and Award Commitee (BAC), led by Assistant Secretary Efren Fernandez, initially considered Elbit Systems and C4I as the winning bidder.

In an interview with Manila Standard Today to some Defense insiders who spoke on condition of anonymity said they noted possible irregularities in the bidding process

“Just to beat the deadline.” “The bidding process was very fast,” one insider said.

“Elbit’s documents were problematic. The Technical Working Group’s supplemental documents were chaotic.” another added

However, in a phone interview with Asec Fernando Manalo, Defense undersecretary for Finance, Munitions, Installations and Material, could not immediately give a comment on the matter.

“I’m sorry I have no information yet about the progress of the bidding. I have to consult first the chairman of the BAC,” Manalo said.

DND had been rushing some "Big ticket items " essential for the Military upgrade involving P75 Billion pesos approved by President Benigno Aquino III in his bid to modernize our Armed Forces. DND was said to be finishing all the projects until December, 2013 to meet the deadline, else the budget reverts back to the National Treasury.

Israeli firm bags P368-M deal to supply artillery to Army

MANILA, Philippines -- Elbit Systems Land and C41, a defense material manufacturer based in Israel, won the bid to supply the Army more than P368 million worth of artillery, a source privy to the bidding said.

“Elbit offers P368,837,332 for 12 pieces of 155 Howitzer canons with accessories and ammunition,” beating Bosnian firm BNT, the source said.

The second conference that concluded with the choosing of the winning bid was held in Camp Aguinaldo.

The defense department’s Bids and Awards Committee for the project is led by Assistant Secretary Efren Fernandez.

Elbit offered its Athos howitzer system.

Bids for the contract were opened on December 5 last year, following a pre-bid conference on November 22.

Athos 2000

The Soltam Systems' state-of-the-art Autonomous Towed Howitzer ATHOS 2052 is a long range 155mm 52 cal. Gun, achieving a max. range of 41 km. The ATHOS 2052 utilizes self maneuvering capability and automatic laying mode. Integrated with fully computerized systems, achieving automatic control, accurate navigation and target acquisition, the system is offered with various gun calibers, to meet customer requirements, including all peripheral equipment.

The ATHOS 2052 is mounted on a towed carriage, which enables towing the gun to the battlefield. Once in the battlefield, the ATHOS 2052 can maneuver itself using its own diesel engine and special hydraulic driven wheels. The hydraulic system enables easy deployment of the gun, using hydraulic jacks and auxiliary wheels. It needs a crew of 4 to 6 to fully manage this gun. Within minutes, the ATHOS 2052 can autonomously move out of one position and deploy itself in an alternative position a few hundred meters away.

The ATHOS 2052 is a fully autonomous gun. Using inertial navigation and aiming systems, including GPS and onboard firing computer, this gun can receive digital radio target data directly fro the FO or target acquisition system and prepare itself for firing. Aiming gears can be slaved to the computer, so automatic laying mode can be achieved. The ATHOS gun uses all standard NATO and other available qualified 155mm ammunition and reaches a range of 41km using ERFB/BB projectiles with charge 11 or modular charge. Two 12 V batteries are incorporated and charged when the gun is towed or by its own engine. These batteries give all the electric power necessary for the various electronic devices, also enabling the use of an electro hydraulic pump for silent operation. To ease the crew's tasks and enhance gun's performance, the ATHOS 2052 is equipped with ammunition loader assist. No physical force is necessary for the deployment of this gun.

Israeli firm lowest bidder in AFP howitzer deal

MANILA, Philippines - An Israeli firm has been declared as the lowest bidder in the Armed Forces of the Philippines procurement project involving 12 units of 155 mm howitzers and ammunition.

Elbit Systems Ltd. offered to supply the artillery pieces and ammunition for P368.84 million, lower by about P70 million than the P438.62-million approved budget of the project.

Elbit’s offer was also lower than the bid of Bosnia Herzegovina-based BNT Tvornica, which offered to supply the equipment for P411.69 million.

The project involves the acquisition of 12 units of 155 mm towed howitzers, 240 rounds of ammunition and integrated logistics support.

The bidding for the project was held last month in Camp Aguinaldo, Quezon City. The howitzers are expected to boost the military’s security capabilities.

Elbit has to satisfy the post-qualification requirements before it can be declared the winning bidder. The post-qualification stage, which seeks to determine if the lowest bidder is capable of undertaking the project, will be held this month.

The winning bidder is expected to deliver the goods within 360 calendar days upon the issuance of the letter of credit, a document that assures the supplier that the government will fulfill its obligations.

The project is part of the Revised Armed Forces of the Philippines Modernization Program contained in a law signed by President Aquino in 2012.

The law aims to improve the capabilities of the military, which have been depleted due to lack of resources.
The law requires the government to allot P75 billion for the first five years of the capability upgrade program.

DND-AFP buying twelve 155mm towed Howitzers

The Department of National Defense-Armed Forces of the Philippines is applying the amount of PhP438.6 million for the acquisition of twelve 155mm Towed Howitzer with 240 rounds of high explosive ammunition including an integrated logistics support package.

Winning bidder must completely deliver all the goods in 360 calendar days upon the issuance of Letter of Credit. Bid opening will be on March 19. The fund will be from Revised Armed Forces of the Philippines Modernization Program.

The same project was initiated March of last year, with similar SARO NR BMB-D-13-0002663, Israeli Elbit Systems Ltd. was declared as lowest calculated bidder with PhP368.84 million bid. With the same project undergoing ‘re-bidding’ may mean that Elbit was not able to pass the post-qualification stage.

A howitzer can fire different types of projectiles like high explosives, smokes (white phosphorus or sulfur trioxide), chemicals or illuminations.

The weapon was based on the earlier Soltam M-68 and uses the same recoil system, breech and carriage but had a longer gun barrel (39 calibre versus 33 calibre of M-68). It is fitted with a compressed air-driven rammer to permit rapid and easy loading at all angles of elevation as well as having a rechargeable battery mounted on the right trail for auxiliary power. It can fire a 43.7 kilograms (96 lb) high-explosive shell up to a maximum range of 23.5 kilometers (14.6 mi) at a muzzle velocity of 820 meters per second (2,700 ft/s).

Delivery of 12 units of 155mm Towed Howitzers from Israel is now complete

Israeli defense company Elbit Systems Land and C4I won the bid to supply and deliver twelve (12) units of 155mm / 39 calibre Howitzers and ammunition for the Philippine Army and Philippine Marine Corps, and a contract was signed between them and the Department of National Defense (DND) in 2015.

Elbit, who owns howitzer manufacturer Soltan Systems, was to supply M-71 155mm towed howitzers to the PA and PMC, plus ammunition for the howitzers.

Since the M-71 155mm Towed Howitzers are actually produced by Soltam Systems since the mid 1970s, and several units were even ordered and delivered to the Philippine Army in 1978. MaxDefense learned that there are some minor difference between the original 1978 model the PA received, and this 2016 model that are for delivery, and these include:

1, Travel Lock is now located on one trail only;
2. The new guns are equipped with LED lights;
3. Improvements were made on the Breech Opening Mechanism

MaxDefense Philippines received A1 information from its sources that the the delivery was divided into two batches: a first batch of three (3) howitzer units plus the ammunition and integrated logistics support (ILS) package, and another batch of nine (9) howitzer units.

The first batch underwent pre-delivery testing early this year, and was attended and verified by officials from the Philippine Marine Corps. The tests were made at the Israel Defense Forces (IDF) Shivta Firing Range in the Negev Desert. Delivery of the first units arrived in Manila on the last week of April 2017, after the howitzers were shipped from Israel. The Philippine Marine Corps' own artillery crew already underwent familiarisation and proficiency training locally.

The first three units of Soltam M-71 155mm towed howitzers arrived in the Philippines on the last week of April, and are already in the Philippine Marine Corps' possession.

The second batch of nine (9) howitzers underwent a separate pre-delivery testing also attended and verified by officers of the Philippine Army and Philippine Marine Corps, and was also conducted on the IDF's Shivta Firing Range. All nine howitzers passed the tests and were confirmed by the PA and PMC's officials present.

This batch is arrived last June 2017. Six (6) of the howitzers will be for the Philippine Army, while the Philippine Marines will receive the remaining three (3) units for them to complete their first ever 155mm Artillery Battery.
