Creation of a Minister of Outreach Discussion

Awhile back a former leader of RTL said she thought we should have a more active approach in our our Pro-Life mission. One of the things she said was the creation of a Minister of Outreach to help people find the help and resources they need if they are an expecting Mother, thinking about the adoption route, or maybe even being a father unexpectedly. So this could be very beneficial to many people, so post your thoughts here and what the responsibilities of this new minister should be.

I think the addition of an Outreach Ministry is a good idea. While we're at it, we could just rewrite the whole Executive Council law. It dates from a time before there were in-game Regional Officers.

  1. Advise the Founder on the exercise of his powers related to foreign policy;

  3. Foster interregional relations and dialogue;

  4. Maintain existing relationships with foreign regions; and

SECTION 4. The Minister of Internal Affairs, or Interior Minister, is the head of the Ministry of Internal Affairs. The Interior Minister shall:
  1. Welcome new nations to the region;

  2. Help new nations become involved in the region;

  3. Mentor nations new to the region;

  4. Facilitate conversation about current real-world topics, especially on the regional message board, in the regional chat room, and in the General Discussion forum;

  5. Recommend to the Founder polls for the region; and

  6. Encourage activity among the members of the region.

I think that we should elect the Minister of Outreach democratically to test the idea of choosing other regional officers by universal suffrage.

I don't know about that idea, I wish some of the other senators were on to share their thoughts.

We'd need to amend the region's constitution first.

"The President has the power to appoint and dismiss ministers" (RTL Const. 3:2).

Personally, I think a unitary executive is better than a plural executive.



The RCS, couldn't we just give all of the ministers the power to appoint deputies?

"The ministers, at their discretion, may deputize citizens to help them perform their duties. Deputy ministers shall not be considered members of the Executive Council."

If you believe in the principle of a unitary executive, then we cpuld simply not make the Minister of Outreach a member of the Executive Council.

But wouldn't that violate the regional constitution? The regional judiciary has never interpreted RTL Const. 3:2, but it seems to me that it would be illegal to create a ministry that is independent of the presidency.

"The President has the power to appoint and dismiss ministers" (RTL Const. 3:2).



As things stand, a president could, maybe, challenge in regional court the validity of having independent officers. "The Bank Director, Cartographer, Justice of the Peace, and News Director are ministers," he could argue. "Therefore, I should be free to appoint and dismiss them regardless of what anybody else thinks." He could make a constitutional argument similar to those of the presidential administrations in the U.S. court cases Myers v. United States (1926) and Humphrey's Executor v. United States (1935).

The natural counterargument would be that the Bank Director, Cartographer, Justice of the Peace, and News Director are not ministers. The Bank of Right to Life is the region's central bank, and central banks in the real world aren't normally considered ministries. The Cartographer isn't a minister because he doesn't lead a ministry. All he does is maintain a map. The Justice of the Peace isn't a minister; he's a judge. Judges aren't ministers. The News Director isn't a minister because the Regional News Bureau isn't a ministry in the same way that the BBC, CBC, and PBS aren't ministries in the real world.

I have no clue how such a case would be decided. Honestly, I think the counterargument for independence is strongest for the Justice of the Peace and weakest for the Bank Director. The Cartographer and the News Director are in between.
