Right to Life Code of Laws
Law 9 | Section 19
Every June and December, the Senate shall conduct a review of the regional economy, examining economic activity, the performance of the Bank Director, and the usefulness of existing regulations. The Senate shall discuss ways to maintain or improve the economy, making appropriate recommendations to the Bank Director. If it sees fit, it shall amend this law according to the procedures set forth in the Constitution.
We almost forgot about this. :P

The Senate is supposed to make suggestions, but I have a few thoughts that I'd like to share, and I imagine that other citizens might want to share their thoughts as well.



My Opinions

1. Bank Director Aawia, using his power under RTL Code 9:14, should issue an economic policy directive to confiscate ([wiki]escheat[/wiki]) the bank accounts of players who are no longer active in the region, namely players whose nations have expired and who lost their citizenship several months ago.

2. Bank Director Aawia should work with the owners of inactive corporations to close their corporate accounts voluntarily and to have the corporate assets distributed to the individual shareholders.

3. Right now, the Bank of Right to Life owns shares in a few corporations. If it doesn't use its voting rights to close inactive corporations, it should auction off its shares to earn money for the regional government.

4. I like the idea that Dallas Unit 9 recommended in the past. Regardless of our real-world economic views, we should just go ahead and acknowledge that Right to Life basically has a socialist economy. There aren't many private businesses; the government is responsible for the vast majority of economic activity. Recognizing this fact, it might be wise to create an economic development board. This board would be authorized by law to spend public funds (maybe ₤50 per month) to hold monthly competitions in the Lifemarket. These competitions would be open to all citizens, they would be fun, and they could help stimulate regional (economic) activity. The board's members could be: the Bank Director (an independent officer), the Interior Minister (executive branch), and the senior senator (legislative branch).

5. Although it hasn't been a problem, RTL Code 9:17 basically gives the Bank of Right to Life, rather than the Justice Court, [wiki]original jurisdiction[/wiki] over economic disputes. In the Office of Labor, there's even an application to join the Bank. It might be a good idea to encourage citizens to fill out applications. Then, Aawia could assign these players various tasks for improving the regional economy.

As I'm no longer the bank director, I feel like I can make devious suggestions with impunity (though they may endanger any further bids for office - hah!)

It would be amusing (and perhaps stimulate interest in the regional economy / Bank as well) if someone were to embezzle funds, or improperly make use of corporate funds. For example, someone could attempt vote-buying or corporate donations to a campaign, which could lead to ticklish legal disputes, especially if the Bank were to take a firm stand against any perceived encroachment by the Judicial branch.
