The Bank shall charge the following for these special government services:
  1. ₤10 for filing or amending a legal will;
  2. ₤50 for a campaign advertisement during a regional election;
  3. ₤75 for registering a corporation;
  4. ₤250 for a subforum in the economic forum.
No fee shall be charged if an application for one of these services is not processed.

I'd rather have corporate activity "run riot" than be nonexistent.

That being said, I'm willing to support a nominal corporation fee (emphasis on nominal).

There has to be a fee of some kind. If forum members are hardly using the corporate bank accounts that they purchase, I have trouble believing that they'd much use corporate bank accounts that they could get for free. Also, as I said, there's the problem of clutter. I don't want the Bank accounts page or the Bank records page to be full of accounts that forum members aren't using. I wouldn't want to waste my time with it, and a fee is usually a good proxy for a forum member's commitment to an enterprise.

A fortiori for private subforums.

Not really. I wouldn't want a new player to have the ability to purchase five subforums with his citizen's stipend. I think a private subforum is a privilege to be earned for contributing to the region. If a person can't afford it, there are at least two alternatives: open a single thread (assuming that there is an appropriate forum where the thread can be placed), or use the ZetaBoards blogging feature.

Personally I think my minimum would be 25 lifemarks for a corporation. I am concerned though that if everyone begins their own corporation it could double the amount of administration work to process money transfers, buyouts, and the seizing of old accounts. I think 25 is enough that people will take their corporations seriously.
I apologize for my lack of punctuation and poor spelling/writing in general it's bad, I'll get there someday :P
