Senate Bill 20-1
LAW 13 - PUBLIC LIBRARY
Enacted July XX, 2017

SECTION 1. A regional public library, called the Library of Life, shall be established for the edification of citizens, residents, and visitors. The Library of Life shall compile and maintain a collection of pro-life resources, including references to pro-life books, articles, videos, music, websites, and other materials. The motto of the Library of Life shall be: "Beatus homo qui invenit sapientiam."

SECTION 2. A Library Commission, consisting of three commissioners, shall curate and govern the Library of Life. The President shall appoint the first two commissioners, and the Founder shall appoint the third commissioner. The Founder should choose someone who represents the region's political minorities, especially citizens whose political affiliation is different from that of the President.

SECTION 3. At the conclusion of every regional election for the President, the term of office for all commissioners shall expire. Otherwise, a seat on the Library Commission shall become vacant only by resignation, loss of citizenship, or removal by a supermajority of the Senate. Every vacancy on the Library Commission shall be filled in the same manner as the original appointment.

SECTION 4. The addition of an item to the Library of Life shall require the votes of two commissioners, and the removal of an item from the Library of Life shall require the votes of three commissioners. All other decisions of the Library Commission shall be made by the votes of two commissioners, including decisions on internal rules and procedures, the organization of the Library of Life, and the selection of legal representation for the purpose of Section 6 of this law.

SECTION 5. Excluding individuals who resign, lose citizenship, are removed from office, or are appointed to fill vacancies, the commissioners shall be paid ₤30 apiece at the expiration of their term of office, provided the Library Commission added at least 10 items to the Library of Life during the term.

SECTION 6. Within 28 days of the removal of an item from the Library of Life, any citizen may petition the Justice Court to reinstate the item. A hearing shall be held in the same manner as a lawsuit. The petitioner shall be the plaintiff, and the Library Commission (represented by one of its commissioners) shall be the defendant. The Justice Court shall order the reinstatement of an item if and only if the plaintiff proves, on the preponderance of the evidence, that the Library Commission voted to remove the item because of arbitrary or discriminatory bias, unjustified in a community open to all pro-life persons.

SECTION 7. Any citizen whose petition, filed under Section 6 of this law, succeeds shall receive ₤15, paid by the Bank of Right to Life. Any citizen whose petition, filed under Section 6 of this law, fails shall reimburse the regional government for court costs and, in addition, shall pay ₤15 to the legal representative of the Library Commission. If the petitioner cannot afford the aforementioned amounts, he shall be prohibited from filing new petitions under Section 6 of this law until they are paid, plus a ₤5 civil penalty to the regional government.

Two days ago, President New Missouri called for this legislation in his state of the region address. Now, the Senate has passed it on a 2-1 vote. I hereby sign the bill into law.
