COVENANT OF PRO-LIFE INTERNATIONAL CHAPTER A. GENERAL PROVISIONS Section A1. Pro-Life International is an organization that seeks to promote the pro-life movement within NationStates. Section A2. Every individual who wishes to participate in Pro-Life International must take the following oath: "I, [insert nation name], believe that induced abortion is wrong in all or most cases; and I pledge to uphold the Covenant of Pro-Life International." Section A3. Pro-Life International is divided into two leagues: the Diplomatic League and the Military League. The Diplomatic League shall promote the pro-life movement only by nonmilitary (or diplomatic) means, and the Military League shall promote the pro-life movement only by military means. These leagues operate separately but share the same culture, the same offsite forums, and the common goal of advancing the pro-life cause within NationStates. A single person may participate in one or both leagues at the same time. Section A4. The Diplomatic League is a union of regions. The Diplomatic League shall be governed primarily by an assembly of regional representatives, and every region that is a member shall have equal representation in the Diplomatic League. A region, if it is completely or mostly pro-life, may be admitted to the Diplomatic League by a simple majority vote of the regional representatives. A region may be ejected from the Diplomatic League by a simple two-thirds vote of the regional representatives. Every region retains the right to withdraw from the Diplomatic League at any time and for any reason. Section A5. The Military League is a union of individuals. The Military League shall be governed primarily by an assembly of all its members. An individual may be admitted to the Military League or ejected from it only according to the procedures set forth in Chapter C of this Covenant. Every individual retains the right to withdraw from the Military League at any time and for any reason. Section A6. No region that holds membership in the Diplomatic League shall be attacked militarily by another region that holds membership in the Diplomatic League. No region that holds membership in the Diplomatic League shall be attacked militarily by the Military League. The Military League is required to provide military assistance to any region holding membership in the Diplomatic League that has been attacked militarily. Section A7. Chapter B of this Covenant governs the Diplomatic League, and Chapter C of this Covenant governs the Military League. Neither chapter applies to the other league. Section A8. An amendment to this chapter may be passed only if it is approved by a simple two-thirds vote of the assembly of the Diplomatic League and by a simple two-thirds vote of the assembly of the Military League. CHAPTER B. DIPLOMATIC LEAGUE Section B1. Every region holding membership in the Diplomatic League shall be represented in its Assembly by one person, who shall be chosen by the region according to its own internal procedures. No person shall be the representative for multiple regions at the same time. Section B2. The Diplomatic League shall facilitate cultural exchange among its member regions and offer them advice upon request to promote regional growth and development. More importantly, it shall act as a united voice for the pro-life movement on NationStates in the World Assembly and elsewhere. Section B3. Every vote taken in the Assembly of the Diplomatic League shall be open for seven days. Section B4. Every three months, the Assembly, by means of plurality-at-large voting, shall elect two Secretaries to oversee and moderate debate, to bring proposals to vote, and to represent the Diplomatic League abroad. Nominations shall be opened one week before an election begins; and elections, which shall last seven days, shall begin on February 1, May 1, August 1, and November 1 of each year. The person who receives the most votes in an election shall be called the First Secretary, and the person who finishes in second place shall be called the Second Secretary. Section B5. Either Secretary may bring a proposal to vote with or without the consent of the other Secretary. The Secretaries are required to bring to vote any proposal that has the support of at least two regional representatives. Section B6. A Secretary may be removed from office by a simple two-thirds vote of the Assembly. Whenever the position of First Secretary is vacant, the Second Secretary shall assume that office. Whenever the position of Second Secretary is vacant, the First Secretary shall appoint a new Second Secretary with the advice and consent of a simple majority of regional representatives. Section B7. The Assembly, by simple majority vote, may pass resolutions for any reasons it sees fit, provided that the resolutions passed conform to this Covenant, in the pursuit of its ultimate goal of promoting the pro-life cause within NationStates by nonmilitary (or diplomatic) means. Section B8. The Assembly, by simple majority vote, may step in to offer arbitration or to set forth arbitration procedures whenever conflicts or disputes arise between member regions, between the citizens of different member regions, or between one member region and the citizens of another member region. Section B9. The Assembly, by a simple two-thirds vote, may expel any regional representative for any reason and request that the region of that person choose a new representative to act on its behalf. Section B10. The Assembly, acting together with a host region, shall help organize and help set the rules for annual pro-life conferences for its member regions as well as for any other pro-life regions that might choose to participate. The annual pro-life conference, which must be hosted by a region holding membership in the Diplomatic League, shall not be hosted by the same region two years in a row. By simple majority vote, the Assembly shall choose a region to host each annual pro-life conference and decide the dates on which the annual pro-life conference shall occur. Section B11. This chapter may be amended by a simple two-thirds vote of the Assembly. CHAPTER C. MILITARY LEAGUE Section C1. The Military League is a military organization composed of individual nations who hold pro-life beliefs. Section C2. The Military League is neither pro-raider nor pro-defender. No member nation shall be required to participate in any military action if that action either (a) goes against his personal moral principles or (b) is forbidden by his home region. Section C3. Any pro-life citizen of a member region of the Diplomatic League may become a member of the Military League if he agrees to abide by the rules and conditions set forward in this Covenant. Furthermore, a pro-life nation from a non-member region of the Diplomatic League may become a member of the Military League by (a) receiving permission from the head of his home region, (b) affirming he is pro-life to the Council and requesting membership, and (c) being accepted by a majority vote of the Council. Section C4. A Council of three nations shall determine general policy of the Military League. The Council shall be chosen by a general vote among member nations held three times each year. Nominations shall be opened one week before a general vote begins. General votes, which shall use the plurality-at-large voting system, shall begin on January 1, May 1, and September 1. Section C5. Council members who are inactive for more than two weeks without having given notice shall be dismissed, and a new member shall be appointed by the remaining Council members for the remainder of the term. Section C6. The functions of the Council, which shall act in all matters by majority vote, shall be:
Section C8. The Military League shall not raid any region that holds membership in the Diplomatic League. If a founderless region of the Diplomatic League is raided, the Military League shall be responsible for organizing a defense of that region. Section C9. Member nations shall preserve OPSEC (operations security) and COMSEC (communications security) on all military manuevers. Security breaches shall result in a trial by the Council and possible dismissal from the Military League. |
