Statement by the President on Ukraine

THE PRESIDENT: Good afternoon, everybody.

Over the last several days, the United States has been responding to events as they unfold in Ukraine. Throughout this crisis, we have been very clear about one fundamental principle: The Ukrainian people deserve the opportunity to determine their own future. Together with our European allies, we have urged an end to the violence and encouraged Ukrainians to pursue a course in which they stabilize their country, forge a broad-based government and move to elections this spring.

I also spoke several days ago with President Putin, and my administration has been in daily communication with Russian officials, and we've made clear that they can be part of an international community’s effort to support the stability and success of a united Ukraine going forward, which is not only in the interest of The people of Ukraine and the international community, but also in Russia’s interest.

However, we are now deeply concerned by reports of military movements taken by the Russian Federation inside of Ukraine. Russia has a historic relationship with Ukraine, including cultural and economic ties, and a military facility in Crimea, but any violation of Ukraine’s sovereignty and territorial integrity would be deeply destabilizing, which is not in the interest of Ukraine, Russia, or Europe.

It would represent a profound interference in matters that must be determined by the Ukrainian people. It would be a clear violation of Russia’s commitment to respect the independence and sovereignty and borders of Ukraine, and of international laws. And just days after the world came to Russia for the Olympic Games, it would invite the condemnation of nations around the world. And indeed, the United States will stand with the international community in affirming that there will be costs for any military intervention in Ukraine.

The events of the past several months remind us of how difficult democracy can be in a country with deep divisions. But the Ukrainian people have also reminded us that human beings have a universal right to determine their own future.

Right now, the situation remains very fluid. Vice President Biden just spoke with Prime Minister -- the Prime Minister of Ukraine to assure him that in this difficult moment the United States supports his government’s efforts and stands for the sovereignty, territorial integrity and democratic future of Ukraine. I also commend the Ukrainian government’s restraint and its commitment to uphold its international obligations.

We will continue to coordinate closely with our European allies. We will continue to communicate directly with the Russian government. And we will continue to keep all of you in the press corps and the American people informed as events develop.

Statement by the President on the suspension of Russia from the G8

THE PRESIDENT: Good afternoon, everybody.

The United States has led and coordinated together with the members of the G8 discussions in regards to Russian aggression on Crimea. We along with our partners have decided unanimously that continuation of Russian membership to the Group of Eight is no longer feasible in light of events in Ukraine and specifically Crimea.

I have been in contact with Moscow addressing their actions, yet Russian President; Vladimir Putin is uninterested in de-escalating the conflict and withdrawing to status quo. This further underlines that respectful and internationally committed nations must push for further actions to rebuke Russia’s aggression.

On this matter, Europe must stand united and coordinate efforts responding to Russia. I have already underlined to our European partners the necessity of the aforementioned and I have great expectations that Europe will indeed act accordingly.

United States is of the position that a diplomatic solution must be reached and that Russian forces on Crimea must return to their bases allowing peace and stability to return to Crimea. Otherwise Russia will continue to be isolated and acknowledged as unreliable political and diplomatic partner on the World stage.

I reiterate Russia must take steps to show that commitment has returned, commitment to end this destructive conflict and commitment to the return to a state of peace and stability in Crimea, in Ukraine and in Europe.

Statement by the White House Press Secretary on the US Military presence in Europe

Ladies and Gentlemen,


Following proper procedures, the United States has decided to halt all plans of withdrawal of US Forces in Europe. Russia's aggressive posture following the illegal actions Moscow undertook in Crimea along with being a committed leading member of the Defense Treaty, United States must take its part. Following this decision, EUCOM will immediately conduct an assessment on defense needs and conduct a re-structure and organizational alterations might be undertaken with regard to the developments in Ukraine.

That said, the United States urges its European partners to provide substantial funding to its military forces ensuring that NATO retain a viable defense posture in Europe and with emphasis on its Eastern border. Notable members such as Poland, Germany, Italy, France and the United Kingdom must lead activities that enables our common goal; ensuring the peace and stability in Europe.

Furthermore, the President has decided to r-activate plans that will enable a thorough assessment on plans to develop a NATO Missile Shield with permanent facilities being stationed along its borders. Defense Secretary Hagel will in the coming months pay visit to our partners in Europe amongst who will be Czech Republic, Rumania, Poland and our allies in the Baltics.

United States is committed and we will provide substantial assistance to the aforementioned nations so that their capabilities are maintained at an acceptable level. This measures has already been emphasized through our one time donation of $ 1 Billion in direct defense aid to Poland.

Statement by the White House Press Secretary on French Statements and the Six Party Talks

Good Afternoon,

I would first like to point out that earlier remarks made by myself in regards to defense spending in Europe was focused on emphasizing that with a resurgent Russia, this is a poor moment for Europe to be weak in resolve and muscle. It is evident that since the becoming of the recession sparked in 2008, Europe has reduced its funding of its defenses. The United States is concerned that, with the exclusion of the United Kingdom, very few initiatives has been undertaken to halt these policies.

The affairs in Ukraine shows that Europe must commit to the NATO agreement that each country must spend 2 percent of gross domestic product on defense and should cooperate more to reduce expensive overlaps. We will conduct an assessment if said agreement is adhered to and if not raise our concerns within the alliance.

In regards to the Six Party Talks, the United States has decided to undertake a recess until the end of February 2015. The North Korean delegation decided to bring about new claims and commitments, while changing its lead negotiator. In the meantime we have been informed that the Russian delegation has presented a third draft founded upon the wording crafted by the US and former delegate of Pyongyang. We will of course review this new draft and respond accordingly, when the draft has been thoroughly scrutinized.

That said, as the United States has already informed the participants, the United States will of course lead a resolution that ensures that a Six Party Talks agreement can commence with the unanimous support from the United Nations Security Council. Certain participants, namely Japan has been too confused to understand that fact,

In regards to Japan, Washington is growing increasingly worried about the Abe Government. The rhetoric coming out of Japan in direction of the US is less than positive these days. The United States feels that these unnecessary remarks shows lack of faith in the US-Japanese alliance and indeed also lack gratitude for the actions undertaken by the US 7th Fleet that took down North Korean Ballistics entering Japanese airspace threatening the lives of Japanese.

Finally, we must address the attempt to solidify disagreements between Japan and Russia. We are surely disappointed that these nations could not come to an agreement that all parties could approve. We would advise Japan to take a different approach in the presumed new rounds of talks, one of which takes the concerns of Parliament into consideration. We wish to to express our support to said new rounds and offer our assistance if needed.

Statement by the President on Six Party Talks

THE PRESIDENT: Good afternoon, everybody.

Today the delegation of North Korea decided to leave the Six Party Talks, whereas these talks had entered the final stages. Working focused for 5 months with other participants on the Six Party talks, the process had entered final stages with the discussion of lifting sanctions on North Korea as a concession for dismantling their illegal nuclear weapons program had begun in the UNSC. Unfortunately, North Korea has once more shown its true colors and abandoned the talks and returned to solitude and isolation. North Korea has decided to stay an imminent threat to peace and stability in East Asia and the Korean Peninsula specifically.

North Korea’s decision came at a very unfortunate time, as mentioned before, discussion had started within the UN Security Council to facilitate coordination between a possible Six Party Agreement and UNSC Sanctions and resolutions.

However, these actions shows once more and has been shown at so many events that the leadership in Pyongyang has not grown in its posture and is willing to remain a pariah standing alone with an hostile agenda. The United States had high hopes that though many obstacles were necessary to be removed, an agreement was possible, yet North Korea has removed any prospect of an agreement now.

Taking North Korea’s rhetoric into consideration and their history, I have decided to order US Military Forces in Asia to up its security level as a possible illegal activity or action is likely to be undertaken by Pyongyang. The United States will of course, as we did lately during North Korea’s illegal ballistic missile “test”, do whatever it takes to ensures that no harm to North Korea’s neighbors will be done.

That said, United States remains in its current position. North Korea must return to a new round of Six Party talks and peace must return to East Asia through dialogue and diplomacy. The United States remains ready to enter talks once more, but will require hard assurances from North Korea seeing their inability to stay until the end of these recent talks.

Statement by the White House Press Secretary on tension in the East China Sea

Good Afternoon,

The United States is closely monitoring the developments in the East China Sea, which has recently seen military exercises undertaken by the Japanese Maritime Self-Defence Force. The position of Washington continues to be that the unilateral implementation of the Air Defence Identification Zone established by Beijing provides unecessary basis for escalating tension between Beijing and Tokyo. We would call for both nations to seek out a peaceful resolution and the return of a cooperative environment between China and Japan. Especially in these times of conflict and provocative actions undertaken by the regime in Pyongyang.

The United States wish to see viable peace to return to Asia and hope that President Xinpeng and Premier Abe could utilize the tools to diplomacy and commence on bilateral talks. We request both side to show restraint and refrain from conducting further provocative actions that could undermine and future effort of resolution.

Statement by the White House Press Secretary on the deployment to Ukraine

Good Afternoon,

As stated in the news, the United States has facilitated the deployment of several MIM-104 Patriot assets, Mobile Long range Surface-to-air missile with Anti-ballistic missile capability, to various sites in Ukraine. The purpose of these units is to bolster and secure the defence capability of the Ukrainian Armed Forces, which evidently is under pressure from the Russian Federation. While Washington does not believe that the Kremlin would actively commence on its usurpation of its former republics, however as a deterrent we believe that the deployment would further lay emphasis on the commitment of the United States.

That said, we can also announce that Vice President, Joe Biden is planning to visit several nations during 2015 in which Ukraine will be the first location for a bilateral meeting. The agenda for this visit will be to support Ukraine economic restructuring and further defence support. As for economic support, the United States calls for action by the European Union to actively economically support Ukraine along with the IMF. United States will too, shortly announce an economic aid package enabling Ukraine to meet its contractual and financial obligations.

STATEMENT ON THE CRISIS IN EASTERN EUROPE

Ladies and Gentlemen,

The current situation in Eastern Europe has deteriorated considerably in the face of renewed Russian aggression. The United States wholly condemns the Russian blockade of the port city of Odessa in Ukraine, and the recent harassment of French military vessels located in international waters in the Black Sea. The Russian Federation has not only ignored calls to heed its responsibility under the Budapest Memorandum, but has actively violated it repeatedly over the course of the past two years through its illegal annexation of Crimea.

There is little doubt that the Russian Federation is also actively supporting and providing weaponry to the pro-Russian separatist and insurgency movement in Ukraine. Indeed it was noted by the press not too long ago that armored vehicles, including tanks, have crossed the border into Ukraine from Russia, tantamount to Russian invasion of Ukraine. It is at this point that, after pursuing the annexation of Crimea, Russia has turned its attention to the remaining areas along the Black Sea coast which have significant minorities. We implore the Russian Federation to cease its blockade of Odessa, and for it to take negotiations seriously on this matter.

Recent events in Moldova have also caused serious concern, and the White House is closely watching these developments. We believe that the Russian servicemen in Moldovan custody should be released as soon as possible, and request that immediate efforts are made to restart 5+2 talks to resolve standing issues. Any aggressive military action conducted by Russian forces stationed in Transnistria against the territory of the Republic of Moldova will require the United States to formulate an appropriate response in line with the current policy of sanctions we have undertaken against the Russian Federation after its continued aggression in Ukraine.

The international community appreciates that the United States is taking a more visible and vocal role in addressing the situation in Eastern Europe. However, deeds must follow in form of assistance to Ukraine, furthermore, the situation in Moldova also seems quite precarious as the Moldovan Government had previously chosen to create an artificial crisis miscalculating the reaction of Western nations, making Moldova a possible target of Russian reprisals.

STATEMENT ON RUSSIAN HARASSMENT OF ALLIED NAVAL VESSELS

Ladies and Gentlemen,

The United States condemns the recent Russian naval activity against French naval ships in the Black Sea. This aggressive posturing against NATO vessels operating on a peaceful mission in international waters only further damages Russia's credibility, and is extremely concerning. This harassment sets an unacceptable precedent, and must be ended to prevent future escalation during times of crisis.

We hope that the Russian Navy will refrain from actions which are inconsistent with maintaining Russia's national security, and Moscow will cease taking actions which bring its country closer and closer to that of a pariah.

While many are satisfied with the strong position in favor of NATO allies from Washington D.C., some are voicing their dissatisfaction over a possible split in positions on how to address the crisis in Eastern Europe.
