STATEMENT ON IRAQI CRISIS

Ladies and Gentlemen,

The United States regrets the loss of life which occurred in Iraq over the past few days after French air strikes sought to hit and destroy ISIS training bases, weapons caches, forward operating bases, and command centres. The White House confirms that French aircraft, in cooperation with United States intelligence services, identified a number of such sites and acted accordingly in removing them. The loss of civilian life is solely because the ISIS policy of utilizing human shields in preventing air strikes - air strikes which must occur to stem the tide of this extremist and terrorist organization.

In coming days the United States will analyze the progress done by the Iraqi government in political reform. It is our intention to ensure that prior to the start of close air support missions for Iraqi forces against ISIS formations, Baghdad establishes a government of national unity or otherwise a ministry inclusive of all religious sects, including Shia and Sunni Muslims. We believe that the resignation of Prime Minister Nouri Al-Maliki is an important step towards achieving this national unity. It must be clear that the United States will not intervene in support of an exclusively Shia government in opposition to Sunni Muslims; this conflict must not be drawn along religious lines.

We also hope that in light of this situation, a new strategic defense partnership between the United States and Iraq can be initiated, so that after active combat has ended with the support of the US carrier strike groups in the Gulf, unrest can be contained, and a positive atmosphere for further reform can be established.

Shia Muslims, Sunni Muslims, Government of National Unity, resignation of the current Prime Minister – that just sounds a bit too complicated for the average American to comprehend. Many still remember George W. Bush, who announced ‘mission accomplished’, so why should we return back once more?

Considering that ISIS is a Sunni terrorist grouping, the Shia community – accounting for about 65% of the population – does not share the views of the United States. This is how democracy works – the majority rules and takes into account the interests of the minorities. Anger is building up as more and more people, including civilians, are killed.

STATEMENT ON THE MISSILE SHIELD IN POLAND & ROMANIA

Ladies and Gentlemen,

The Unite States has, as you know, moved forward with another stage of the European Phased Adaptive Approach. Per the requests of our European allies between 2002 and 2007, the United States and European NATO members devised a strategy which would complement the American ballistic missile defense system, and help defend the European continent from ballistic missile attacks. This decision was taken in the context of increasingly belligerent and threatening behavior on the part of Iran which could pose a significant threat to the safety and security of the European continent. The initial plan was to station ten interceptor missiles in Poland, as this country was identified as the most optimal spot to defeat ballistic missiles heading towards Europe from Iranian territory.

Numerous studies, statements, and reassurances have confirmed that this system is not aimed at the Russian Federation, nor does it alter the strategic balance there. Due to heavy Russian protests however, the Obama Administration undertook to sign a modified agreement which would scrap the ten proposed interceptors, and instead provide Europe with defense through the use of ship and ground-based SM-3 anti-ballistic and satellite missiles, which were far more proven and effective at the time the decision was made. It is contended that this is still the case today, as conclusive studies and testing for the Ground-Based Midcourse Defense system is yet to finish. Nonetheless, the agreement concluded in 2011 by then Secretary of State Hillary Clinton, proposed that as many as twenty-four interceptor missiles will be based on ground-based mobile launchers. The same arrangement was concluded with Romania. It was agreed that the remaining portion of ballistic missile defense would come from AEGIS vessels which could undertake such a role, and the issue was brought to a close.

Despite Russian claims of shock, we are unfazed by recent statements emerging from Moscow, and encourage even else too, to take them with a grain of salt. There should be no shock here, as these agreements date back to over half a decade ago, and planned deployment times were in 2015 and 2018 for Romania and Poland respectively. The United States has undertaken to increase the amount to missiles stationed in both of these countries to forty-eight for a number of reasons, not least of which is Iran's continued ballistic missile advancements. The contention that this affects Russian pliability in defense related matters is simply false, and the United States along with our allies has continually and categorically denied that this is aimed at Russia, and continues to do so. The Iranian threat continues to grow, and a definitive response must be made; furthermore, we seek to provide members of NATO the sort of ballistic missile protection which the United States can provide for itself.

These agreements have been signed and concluded. At this time the administration sees no reason in diverging course once more, especially given the increasingly developed capabilities with which Europe is threatened.
