![]() Ro Tu Chol Vice Premier of the Democratic Peoples Republic of Korea Chairman of the State Planning Commission Esteemed members of the international community, I have been asked by the Korean Workers Party to come before you today to address the concerns surrounding the Yongbyon Nuclear Scientific Research Facility. As you are well aware, the nuclear research facility at Yongbyon began its life in 1980 when construction began under the watchful leadership of Great Leader President Kim Il Sung. Since that historic day the facilities have grown to include many research and development facilities. However, despite the best efforts of the Korean Workers Party the fact that our country suffers under dramatic and illegal sanctions originating in the West it is becoming aparent that the reactor is growing old. While I can assure you that everything is entirely safe at Yongbyon, we do recognize the concerns held by the international community. As a result I am here to discuss possible solutions which will make the international community take note of the safety of the reactor. I must make perfectly clear that the decommissioning of the reactor is not an option as it is an important aspect of our research. However the shutting down of the reactor through safe processes in order to modernize its safety systems is something that can be negotiated. In addition there are two other partially completed reactions: a 50 MWe reactor at Yongbyon and a 200 MWe power reactor in Taechon. However construction of both have stopped given the illegal sanctions levied against the Korean People. The Democratic Peoples Republic of Korea would like to offer a moratorium on nuclear testing as well as the shutting down of the Yongbyong reactor in order to allow Nuclear engineers from the Peoples Republic of China or Russian Federation to assist in modernizing its safety systems. However we would also like the assistance of the international community in completing the reactor in Taechon as a Light Water power reaction. |

Wang Yi Foreign Minister of the Peoples Republic of China The People's Republic of China is interested and concerned about the proposals brought fourth by the People's Republic of Korea. While we fully support the demilitarization of the Korean peninsula we do not believe that the reactivation of the Yongbyon Nuclear Scientific Research Facility is the best way forward for North Korea to achieve these goals. With regards to the other proposals made by North Korea we believe that light water reactors are the right way forward for North Korea, and that our friends in Pyongyang should make the proposal for the conversion of the under construction reactor in Taechon as a Light Water, as well as the offer of a moratorium on nuclear testing in another round of Six-party talks. Wang Yi Foreign Minister of the Peoples Republic of China Mr Chol, Ignoring for the moment the potential for disaster that knowingly operating a unsafe reactor presents there's another problem. Providing assistance to modernize a reactor in North Korea without the approval of either the Untied Nation's or another round of six party talks to get a international consensus for such a agreement would probably violate a number of existing United Nations sanctions against the Democratic People's Republic of Korea. |

That does not change the fact that the international community has views otherwise. In the spirit of cooperation with the international community we are offering a chance for the ability to come to an agreement which would make the reactor safe in the eyes of the global community. As for the request that such an agreement come out of Six Party Talks, it has long been shown that certain members of the six party talks; including but not limited to the United States of America; have a history of ignoring their obligations under any agreement come to. Too many times the United States and Japan have both failed to send agreed upon aid and other materials. These two countries, as well as the puppet regime in the South of the country have constantly blamed our people and our government for the breaches of the agreements. However it is commonly they who void the agreements. We will not follow agreements in which the DPRK and the Peoples Republic of China is the only party which is upholding theirs ends of said agreements. We are open to negotiations, but on a regional basis with partners who we trust. We are certain that China is not viewed by the global community as an irresponsible country and so we are also certain than an agreement between our two countries would be viewed as valid. |

With the news that a potential Chernobyl sort of disaster can come at the Yongbyon nuclear facility, the United States urges the government of North Korea to be sensible. It is clear that the reactor is not safe, considering the outdated Magnox technology being used at the facility. The operation of the facilities is far too unsafe, and we find it ignorant to suggest that its operation is without peril. Due to this site being shut down following the 2007 round of Six Party Talks and now being restarted, we will not comment on any suggestion of parties violating agreements made during the talks, considering their non-constructive nature. I agree with my counterpart, Foreign Minister Wang - another round of Six Party Talks would be beneficial at this time for dealing with not only the unsafe operation of the Yongbyon nuclear facility, but also for proper, constructive dialog for the parties involved. |

![]() Ro Tu Chol Vice Premier of the Democratic Peoples Republic of Korea Chairman of the State Planning Commission If the United States of America is so concerned about the operation of the Yongbyong Scientific Research Reactor than it would provide a reasonable and constructive solution to what it views as the safety issues. The Democratic Peoples Republic of Korea, as stated, is looking for international cooperation in regards to the views that the reactor is unsafe. The Supreme Peoples Assembly and the Ministry of Foreign Affairs expected nothing less than the demand for the shutdown of the reactor, which was veiled by the diplomatic talk of Mister Kerry. Can the other members of the Six Party Talks assure Pyongyang that any agreement made will be followed by said members, who have failed to do so in the past? It is the opinion of the Supreme Leader, Kim Jong-un, that if the United States of America and other parties do not follow through with their parts of any agreement that the DPRK is not bound by said agreement any longer. I hope that that is clear. |

Minister for Foreign Affairs of Japan Japan's position on North Korea's nuclear program is firm and clear. We demand the verifiable and irreversible denuclearization of North Korea. Japan is ready to cooperate with North Korea on the normalization of diplomatic ties if North Korea is willing to denuclearize itself for the peace of Korean Peninsula as well as the peace of region. On the same point of view, Japan urge North Korea to return and engage the new round Six Party Talks to deal with all related matters. |

On one hand you make unwavering demands towards our country and on the other you wish us to reenter negotiations within the auspices of the Six Party Talks. The Democratic Peoples Republic of Korea will not be bullied by puppets of the West. When it is recognized that we are a country of equal status and when no pre-conditions or demands are being made preceding Six Party Talks then we shall reenter such talks. We suggest that the State of Japan tread more carefully when dealing with other regional powers. |

Vice Premier, The one contentious issue we have with regards to the restart of the six party talks is the operation of the Yongbyon nuclear facility. With its aging technology, the potential for a nuclear disaster is much higher with its continuing operation. I believe that it is fair to say that I speak for all other parties in stating that the suspension of operation of the Yongbyon nuclear facility is a necessity for talks to begin. This is the condition we offer the North Korean government to return to the table, as we do feel that the potential for a nuclear disaster the size of Chernobyl to be looming over our heads during negotiations to be detrimental should the resumption of the Six Party Talks occur. |
