Permanent Representative of the United Kingdom to the European Union

As I'm sure the various members of this body are aware the United Kingdom has committed itself to carrying out the will of its populace in regards to the EU, this provides two options either a complete renegotiation of the UK's relationship within Europe or a unilateral UK withdrawal from the EU. It is the opinion of the British Government that the former option proves the best for all involved parties and as such the duty rests upon myself to begin the process of establishing a framework by which the United Kingdom can back out of a variety of EU institutions which do not serve the interests or the ideals of the British State. To this end we propose the following key matters receive discussion.

* A British withdrawal from the Common Agricultural Policy, which provides little real tangible benefit to British farmers compared to the financial cost.
* A British withdrawal from the Common Fishery Policy, which simply undermines the UK fishery industry.
* A British withdrawal from all EU political controls bringing an end to all EU regulation within the United Kingdom which hampers British business largely.
* A British withdrawal from all EU judicial controls with the authority of EU Courts in the United Kingdom revoked.
* A British withdrawal from all EU Foreign policy and military bodies.
* A retention of British membership within internal market with us remaining interested in maintaining the free movement of people, goods, services, and capital between the United Kingdom and Europe.

Effectively our plan is simple, to bring British membership in Europe back in line with what was intended genitally. A trade and customs alliance which aimed to bring about greater financial success for all involved, not a hybrid political union which serves to push the agendas of various nations with social values completely incompatible with those of the British people. A reform of our relationship in the manner suggested serves the interests of all involved parties and allows a fruitful and mutually beneficial situation for all parties to exist into the future.

Whilst we value the United Kingdom as a partner and ally, we will not be supportive of the arrangement your government is pursuing at this time. We continue to encourage you to invest at least some time and effort into renegotiating the most troubling aspects of the European Union's policies for the United Kingdom, which in turn could also help other member states with similar concerns. We however, remain fundamentally opposed to yet another arrangement where a state can enjoy all the benefits of the European Union but none of its obligations.

If the status quo is in favour of the European Union as the representative of the United Kingdom says, then the demands of the United Kingdom are to move the situation in its own favour - in a drastically lopsided manner. Perhaps it would be more prudent to consider a middle ground, if these are the true feelings of your government regarding the current situation?

Let us be completely honest the arrangement we seek does not benefit the United Kingdom more then it does the European Union, nor vice versa. I think it has been long agreed and accepted that open borders and free trade is mutually beneficial for all parties, one may be able to argue that continental Europe provides a larger total market then the United Kingdom yet regardless the levels of trade between both parties, the amounts of European capital in London, etc, etc ensures that in any free trade deal both our sides stand to benefit immensely, as we have over the past 40 years.

Every other part of the EU framework simply exists to push a federalist agenda, it doesn't benefit anyone apart from Brussels based bureaucrats. Let us be completely if we withdraw from the likes of the Common Fishery Policy it simply means British fishermen will be able to fish in our own waters as they wish, how is that disadvantageous to Europe? It's simply restoring the situation to how it should be, nations should have sovereignty and power over their own and the attempts by the Union to shift the balance of power in its favour do not serve the interests of anyone bar Europe's small Federalist community.

A European Union suitable to the United Kingdom would be one fundamentally reworked from the ground up into what it was meant to be, a institution dedicated to maintaining free trade and commerce within Europe. Every step beyond that goal is a step backwards and one away from the very purpose of this institution, yet increasingly Britain's voice on this debate is marginalized and silenced in the wake of Franco-German proposals and simply put that is unacceptable to ourselves.

We find if the United Kingdom believes the current situation to be unworkable, and not worthy of renegotiation, that it can withdraw from the union per the provisions of the Lisbon Treaty. If it does so, it will have to suffer the negative consequences associated with no longer being part of the internal market. If the United Kingdom would wish to pursue free trade with the internal market, it could then proceed with either join EFTA or negotiating an independent agreement with the members of the EU's internal market on less favorable terms.

The vision you present for Europe is in the minority. Europe is now evolving from merely integrating its commerce and economies to other aspects including basic standards throughout the continent. We are moving forward with integration in a variety of matters, and Poland intends on being at the forefront of such movements to do so. Similarly, in keeping with the democratic traditions of this institution, we will recognize the right of all states, including the United Kingdom, to withdraw at their wish.

Lastly as a note to other members, Poland would be interested in nonetheless renegotiating various policies and mechanisms of the European Union to resolve current problems which are compounded by somewhat misguided EU policies.

Permanent Representative of Germany to the European Union

Germany agrees with the statements as made by Warsaw and Paris, and would like to invite Great Britain to leave the European Union if they believe it to be no longer in their interest. The procedure to do so is defined in the Lisbon Treaty. Any further market-sharing can then be newly negotiated.

That being said, like Warsaw Berlin is in support of working on reforms for the European Union in several areas.

Mr. Rogers,

a considerable amount of time has passed and we have yet to receive more information on what Britain is planning. I therefore request an update and would like to inquire what the British plans for the near future are.
