Turkey is planing on adopting two European economic measures, namely the following: - The European Fiscal Compact - The Euro Plus Pact We can adopt them unilateraly, but we would prefer it if we could join with the international treaty governing the Fiscal Compact, and thus join in the support system as well as checks and balances that are instituted for these measures. The reason behind the Turkish interest is twofold, the first being an interest in a stronger and more stable economy, the second a continued movement towards an adaptation of the Turkish economy to match the European. We ask that the European Union considers this requwst, and discuss it internally as well as with us. |

![]() Représentant Permanent de la France auprès de l'Union européenne | Permanent Representative of France to the European Union Representatives, Paris welcomes the Turkish plans and would support the move by Ankara, however the signatories to the agreements are all European Union member states. As a result of this I foresee no legal basis on which Turkey can become a signatory to the agreements. I am however willing to hear possible solutions to address this matter and am interested to hear how Ankara views to address this obstacle. |

With regards to the European Fiscal Compact, Ankara understands, and agrees that Title I-II and V will be impossible for us to implement, as they deal with the Compact, and how it is to be handled in an EU context. Title III-IV are the active components so to say, and as such, the ones of interest to Ankara. Ankara proposes that it adopts Title III-IV a Turkish law, and that we try to come to an agreement between Turkey and the European Union on bi-lateral cooperation between Turkey and the European Union in those parts in the Titles that calls for cooperation, such as Debt issuance co-ordination. We also ask for a quarterly meeting with representatives from the Eurozone on the cooperation, or for Turkey to be allowed to attend the Euro Summits. We propose a similar approach to the Euro Plus Pact, where Ankara implements the measures discussed and proposed by the Pact, and where the European Union provides aid and advise. |

Avrupa Birliği Bakanı ve Baş Müzakereci | Minister of European Union Affairs and Chief Negotiator As Turkey is looking to break the current deadlock of the accession talks, I would like to announce that the Turkish government has decided that in the coming months it will withdraw the majority of its military assets currently located in the Turkish Republic of Northern Cyprus (TRNC). This decision, which will be highly unpopular among the Turkish public, is a clear indication to the European Union that Turkey is making work of its accession into the European Union, and willing to address one of the most delicate issues for accession. In return Ankara however expects to see significant progress in the talks, and calls upon the EU member states to support the Turkish accession. |

Peter Tempel Permanent Representation of the Federal Republic of Germany to the European Union Brussels Germany is still not convinced by Turkey on being a member of the EU, However we are warming to the idea of Turkish membership but it there is still alot of work to do. We welcome We are in favour of unblocking article 23 and 24. |

This is a welcome and surprising development, but one that is both brave and commendable. While the British government is not opposed to Turkish accession, I will make it clear from the outset that we would seek to implement transitional controls on the movement of workers. |

Avrupa Birliği Bakanı ve Baş Müzakereci | Minister of European Union Affairs and Chief Negotiator I am very pleased with the open and honest approach of London, and Ankara fully understands the concerns, and is willing to negotiate how these can be addressed to comply to the wishes of all sides. That being said I am somewhat disappointed by the rather negative response from Berlin. Rather than only unfreezing two acquis I call upon the European Union to unfreeze all remaining acquis. Ankara is presenting Europe with a possibility to significantly reduce the tensions between Cyprus and the Turkish Republic of Northern Cyprus, however it is the expectation that this controversial and unpopular decision will be answered with with a reaction that makes it sales worthy in Turkey and to the Turkish public. |

I am glad to hear that Germany now stands supportive of fast tracking a Turkish membership into the European Union, however there needs to be sufficient support from the other European Union members as well. |

Ivan Rogers Permanent Representative of the United Kingdom to the European Union Now that my German counterpart has made it clear that his own government is in favour of Turkish membership, I shall raise the issue with our other European partners. However, as my German colleague has pointed out, winning Greece and Cyprus over may be a challenge. |
