It has come to the attention of several nations including Japan that the DPKR has been lying to the world whilst they built intercontinental and medium range ballistic missiles on the peninsula. We Japan have incontrovertible evidence to prove this fact. In the interest of world peace I must ask that the security council bring up this issue as it is a clear threat to stability based on their previous behavior. Also, I hope that Japan along with North Korea, South Korea and China could hold talks to help deescalate this conflict before it goes any further. In order for 6 party talks to resume, These weapons must be dismantled. While Japan would like to take China's advice in seeking a diplomatic route, we simply cannot continue talks under a threat of further launches indirectly or directly at Japan or South Korea. It is North Korea that has created this conflict not Japan, not the United States and not South Korea. As soon as it can be confirmed that said missiles are taken down, and North Korea will comply with Security council resolutions, Japan would be more than willing to come to talks once again.

The Democratic Peoples Republic of Korea finds it hard to believe that Japan has any "incontrovertible evidence" regarding any program in the DPRK not already known to the international community. In fact it is likely that this evidence is similar to the "evidence" provided by the United States of America to justify an illegal invasion of the Republic of Iraq in 2003; namely none. The delegation from the DPRK would like Representative Yoshikawa to present whatever evidence they thing is "incontrovertible" before this council should they feel this conversation is necessary.

It is clear that the State of Japan does not have a working knowledge of how the Six Party Talks work or why they exist. The Six Party Talks, which have been supported by the DPRK since the beginning of this year but shot down by Japan and South Korea, are the platform for negotiations regarding our missile program and nuclear program. The fact that Japan demands the removal of said programs before even entering Six Party Talks shows that they dont know why these talks exist. We are willing to enter Six Party Talks once again without any preconditions. If Japan insists that we remove our missile program before an agreement is come to at such talks than we will look towards bilateral negotiations with Russia and China to solve this conflict instead of including Western countries in such discussions and agreements.

We do have evidence Mr. ambassador and it is clear and incontrovertible. As much as Japan would love to enter into 6 party talks, IT is hard to enter into such talks when your nation is saying you are open to talks while at the same time launching and constructing ballistic missiles and starting up a nuclear program. You have to understand that it send us the wrong message. IF the DPRK wishes to show this to us, they would have show show their willingness to negotiate rather than saber rattle.

Six months ago our Supreme Leader, the Chosun General Kim Jong-un, did exactly what you are requesting Mister Yoshikawa. Our government Unilaterally shut down the Magnox reactor used to further our nuclear weapons program because we knew that the West would want a "sign of good faith" for the opening of the talks. But once again the promises of the West were ignored by their governments and no talks began. We have not yet restarted our Magnox Reactor, and as a result have not constructed further nuclear weapons. That should be a show of faith enough for the West to finally follow through with its promises of Six Months Ago. And once again I ask for such evidence you have to be presented.

I would like to emphasize that Japan is open to negotiation and is resolved to end this peacefully before any more escalating takes place. For our part, Japan will stand down their military alert as our sign that we are open to talks instead of further escalation. I ask that South Korea, the United States and the DPKR do the same...after which point Japan will re-enter into 6 party talks. We urge all other nations to do the same.

The Korean Peoples Army is, in fact, not on any high level of alert other than our normal alert levels. But the Democratic Peoples Republic of Korea is willing to agree to a moratorium on missile tests if the West is willing to actually come to the table for a new round of Six Party Talks, instead of simply making the promise and then not showing up. We are happy to hear that the Japanese forces will stand down prior to talks.

Japan finds those terms acceptable and would look favorably on such terms. We would like to renew our pledge towards 6 party talks and urges all countries to come back to the table.

Mr. President, Esteemed delegates,

Early this morning, I have received the news from my home country that Government of Democratic People's Republic of Korea is may be heavily related with the kidnapping of four Japanese students in Seoul. I am sorry to hear such news before I engage the discussion on this chamber. This case must be taken seriously; as it is heavy violation on sovereignty of Republic of Korea, as well as the State of Japan. Government of Republic of Korea believes that Democratic People's Republic of Korea will implement a sensible measure for what they might have been done.

Nonetheless, Republic of Korea would like to commend Democratic People's Republic of Korea for implement the cease on its missile launch and nuclear facilities. Government of Republic of Korea will engage the Six Party Talks to solve the issues regarding North Korea's ballistic missile and nuclear weapons.

I also have news that points to North Korea being responsible for the kidnapping. Of the DPRK wants to be trusted in negotiation, it has to start with the safe return of those Japanese citizens. Don't even try to deny it.

Esteemed delegates,

The Democratic Peoples Republic of Korea must express its disappointment in the ongoing discussion in the United Nations Security Council regarding our self-defense missile tests conducted earlier this year. We understand the concerns certain countries within this organization holds towards the ongoing successful development of self-defense missile systems by our country which is why we came to an agreement to have a moratorium on further missile tests. However, the fact remains that despite our agreement with certain Asian countries, including Japan, regarding the situation the UNSC continues to discuss the adoption of another resolution breaching the rights of our people and our government to maintain a proper defensive and deterrent capability.

The Minister of Foreign Affairs for the Democratic Peoples Republic of Korea is currently attending Six Party Talks; in which we are discussing, and in fact close to, an agreement on the denuclearization of the Korean Peninsula. However certain Western countries, led by the United States of America, believe that they can continue to bully us into giving up our right to self-defense. They state that we cannot have nuclear weapons when they have thousands of their own, we cannot have chemical weapons even though we are not in agreement with the Chemical Weapons Conventions, and even though they have thousands of those as well. And they even say we can not have a self-defense missile program despite the fact that they continue to develop longer range, heavier, and more powerful missiles of their own which could in one fell swoop destroy the DPRK. This sort of hypocrisy is something which we cannot tolerate. Should the United States and others expect us to give up our missile program then we too expect them to give up their missile programs.

We have already pushed for a historical agreement, proposed in many parts by our Southern brothers, which would create a nuclear weapons free zone in the Korean Peninsula. We will not be bullied into further giving up needed defenses. The reasons that we have agreed to give up our nuclear weapons, or at least are in serious negotiations regarding such, is that we expect to get assurances that the West will not continue its crusade against our way of life and our people. How can we trust such claims if even now they are pushing to further destroy our country through continued United Nations sanctions and "resolutions".

If meaningful negotiations and a comprehensive agreement is to be made within the Six Party Talks it must be preceded by the same kind of good-will gestures that the West demands from us. Many months ago they demanded we unilaterally shut down our Magnox reactor at Yongbyon. We did so and they did nothing. And now they demand more? Thats not acceptable.
