Situation in Moldova

Esteemed NATO Partners and allies,

The United States fears that the situation in Ukraine, backed by covert operations authorised by Russian intelligence services will develop into Moldova and more specifically Transnistria. We therefore request our European allies to provide their views on the situation and perhaps designate one member to lead coordinated NATO-US-EU activities with the Moldovan government to ensure the territorial integrity of Moldova in what could expected to be another lawless action committed by Russia?

Poland will immediately seek to address the ongoing situation in Moldova. Prior to the current crisis, our Ministry of National Defense proposed a $399 million agreement under which Moldova would be provided with a squadron of working and NATO-integrated MiG-29s from Poland's Air Force, and a battalion of PT-91 tanks to relieve pressure on the Moldovan military due to Russian stationing of troops and armored vehicles in Transdniestria. However, due to the poor funding available for military procurement in Moldova, and Poland lacking the luxury of giving these vehicles and aircraft away at a cost any cheaper than proposed, no conclusive agreement has been reached.

We view the destabilization as a Russian provocation, and find that this is a probable build-up to a larger Russian intervention in Ukraine, and to a certain extent in Moldova. Transdniestria currently has at least one thousand garrisoned Russian troops, and is likely to be used as a grounds of destabilizing Moldova further as it pursues membership in the European Union and expanded relations. We highlight the necessity of several measures to be undertaken: (1) A conclusive deployment of American and British forces to Poland and the Baltic States beginning by April, (2) Wider sanctions on Russia due to its aggression, hopefully including the United States, the European Union, and various American allies such as Japan, Australia, and other major economies, (3) A coordinated clandestine response to Russian destabilization efforts, if necessary.

Poland will be seeking to address the deficiency in detail of the current situation in Moldova through its clandestine services in coming days.

Our only concern would be that Moldova is not yet a member of the EU or NATO. So any kind of military aid in the region becomes more difficult. However with that said, we would not be opposed to some kind of military aid package despite Moldova not being a member of NATO and would be willing to provide military aid in the form of donations. However, we would stress that without Moldova being a NATO member, we cannot truly guarantee it's defense and sovereignty. Should Russia seek to launch a military campaign against it, Russia wold no doubt succeed unless we were ready to defend Moldova as a alliance.

France would volunteer to head negotiations with Moldova but due to other recent Military concerns in Syria we feel a vast majority of our resources and time will be devoted there. Despite our minor disputes with Poland, there has already been a dialogue between the 2 and therefor we would support Poland taking the lead in the matter and proposing what exactly could be done to help ensure it's sovereignty.

The Moldovan Minister of Defense has previously stated that a possible way of Moldova joining NATO is by unification with Romania; as most Moldovan's are ethnically related to their Romanian neighbours. We applaud Poland's initiative in trying to assist Moldova, but would like to hear other states speak on the matter. Should a NATO deployment be made to Moldova, we feel it would be wise to include other NATO members outside of Poland; potentially nations like Hungary, Romania, Bulgaria could contribute to such assistance. As is, the United States supports providing funds to Moldova's national security, allowing their police and border security greater capabilities. The amount necessary would be minimal, likely topping out at $300,000,000. Anything more than that would likely have to be contributed beyond Moldova's police force.

With regards to a potential Russian invasion of Moldova, Moldova's constitution has the nation sworn to a policy of neutrality, and an invasion could threaten such a stance for Moldova. We would like to hear the stance of other NATO members, particularly Romania, who is closest to Moldova - both geographically and historically.

Bulgaria is for preserving the sovereignty, the territorial integrity and the democratic future of Moldova. However we feel that the deployment of NATO personnel to Moldova would have an negative effect upon the entire situation. Any deployment of NATO troops to Moldova will further undermine the assumed sphere of influence that Russia considers to be existent. If NATO however does resort to the deployment of personnel to Moldova, I would like to request that this will be part of an even larger plan.

The deployment of NATO forces into Moldova will most likely be met by a Russian (military) response, a response that will most likely increase tension further. It is highly likely that any Russian response will threaten the former Warsaw Pact members the most, and in light of this I would call for a broader plan to ensure the security of these states. Part of such a package should be monetary assistance to these states, in a similar fashion as has been the case for Poland.

I have to concur with mister Naydenov. The NATO efforts to counter the Russian aggression have been focused mainly on the Baltics and Poland. I do believe that the stationing of some form of training mission to Moldova is validated by the Russian aggression, however the assistance should come with a broader support package to various other nations as well.

We concur with the representatives of Romania and Bulgaria as we have stated in several forms, a larger comprehensive deployment and aid packages be sent to all states bordering Ukraine and under what is called the new frontier.

Can we then agree upon some form of aid package to Moldova, instead of direct military aid in the form of NATO deployments? We value the opinion of Romania and Bulgaria on this matter and given their proximity to Moldova, have given this council sound advice. Perhaps we can provide the Moldovan government with a financial package for them to use on their national police and border patrol, included with some advisors for training missions in Moldova, perhaps led by the Romanian military?

Permanent Representatives of the United Kingdom to NATO

On the matter of military deployment the United Kingdom is, assuming Polish permission, willing to deploy the rapid reaction 3rd Division and its armoured compliment within Polish territory to show solidarity with our Eastern allies. Many have mentioned the fear of over representing ourselves within certain sections of the NATO alliance but we feel Poland is the nation with the best logistical set up to meet the needs of our forces while also retaining a close proximity to potential crisis zones. As part of this deployment we feel a program of training exercises involving British, Polish, American and Eastern Europe NATO members forces will be highly beneficial towards showing a sense of oneness within this alliance while also serving as a counter to seemingly constant Russian maneuvers.

As for Moldova the United Kingdom will contribute 7.5% of any aid package roughly in line with our total addition to NATO's economic strength, such a program we feel should go towards strengthening Moldova's capacity for self defence and perhaps more crucially the retaining of military loyalty. The United Kingdom shall additionally support and aid any training mission for the Moldovan Military.

We thank the United Kingdom for both its commitment, and willingness to deploy forces in order to strengthen this alliance against Russian expansionism in this region of Europe. We believe that the deployment should occur as soon as possible given the agreement for the need of such a deployment, and the immediate permission and welcoming of the Polish government of such a deployment.
