Greetings, For over 4 years, the world has been witness to a brutal civil war that has claimed the lives of hundreds of thousands and displaced millions more. For over 4 years, the international community has not taken strong action in this conflict. For over 4 years, men, women, and children have suffered in squalid conditions as they left everything they've ever had to flee this was. For over 4 years, nations in the region have suffered tremendously as they must cope with the millions of refugees that flood into their country while they continue to face their own domestic and political problems. The Republic of Iraq calls upon the United Nations and all of it's related organs, departments, and organizations to honor their commitment to the Syrian people, especially the millions from the embattled country who have fled across the Syrian border to neighboring states such as Jordan, Lebanon, Iraq, and Egypt. We've appealed to organizations like the United Nations and the European Union as well as nations around the world but the funding we've received have barely fulfilled 1/5 of our requested amounts, and this is just for basic needs such as food and water. Nations in the region require billions more in funding if we are to continue to meet the needs of millions in refugee settlements, while continuing to develop the basic services such as healthcare that they look upon as a luxury. Also, more UN peacekeepers is necessary for the maintaining of security and safety in these camps, as violence continues to add to the horrible conditions that these innocent civilians must live in. When the United Nations was created, it was created with a single mission, to bring peace and cooperation to a world that continues to be plagued by needless death and conflict. We hope that all the nations gathered here today listen closely to these words and devote themselves to fulfilling the promise we as an organization, have made to the world. Now, we would like to hear words from other member states of this United Nations General Assembly and hopefully have an open and productive discussion about how to move forward. Thank you. DiCarlo | Ambassador Extraordinary and Plenipotentiary U.S. Deputy Permanent Representative to the United Nations That is agreeable Mr. Alhakim, each respective nation should cooperate with UN personal on the camps to ensure security. However in regard's to day to day operations we must insist the Importance of a UN led mandate that overseas each camp in cooperation with each government an each government play a supporting role. It is simply not plausible in our view to transfer funds to the region when the problem is much larger then money. |

The Republic of Iraq will have no objections to regional governments playing a supporting role in day-to-day operations but the wish of the governments of the nations that a refugee camp in question belongs to, when it comes to certain issues such as security, prosecution of criminals, expansion of facilities, etc. must be of paramount importance, and we should get the final say over the UN.
