![]() Yair Lapid Prime Minister of the State of Israel Fellow world leaders and delegates, As you may have seen in the international media both Israel and the Palestinian Authority signed the Geneva Accords with the aim of restarting peace talks. As you have seen currently the Israeli government is taking steps to not only create a stable and trusting relationship with the Palestinians but to begin economically developing the Palestinian territories to achieve economic stability away from Israeli and international donation. Currently Qatar is now investing over $300 million in reconstruction throughout the Gaza Strip while my government has secured $200 million in transportation development in the West Bank. The new policy of this government is to fight terrorism through a different way rather than use the IDF, employment is the major key. That is why the Israeli government has decided to open up the West Bank and Gaza to business development and international economic development. I strongly believe that fighting the high unemployment rates in both territories will provide Palestinians the ability to provide for themselves and their children. While on a high note the Israeli government in good faith is to begin the dismantling of illegal outposts as agreed to by the Geneva Accords and a 12 month settlement freeze in the West Bank. However the Palestinians must develop a security force that can help combat terrorism which he hope the international community can help provide for. This is a new era for peace talks between Israelis and Palestinians and this government is more than ever committed to achieve a Palestinian state and safe and secure Israel, however we need the international community to help develop these areas and to convince national corporations to invest in the territories. Contrary to international opinion this current administration is dedicated to peace and will find a beneficial settlement to end this conflict. |

I strongly believe the rest of the international community should be offering support to this plan. Peace between Israel and the Palestinian authority equals not only stability but total economic development in the middle east, something this region needs greatly. |

We are prepared to provide training and financial and material support for the establishment of Palestinian security forces and will support investments aimed at improving the economic conditions in both the West Bank and Gaza. |

Dmitri Medvedev Prime Minister of the Russian Federation The Russian Federation is better suited than any country to train and prepare the Palestinian Security Forces for the invariable number of challenges they will face as an emerging state within the region. It is not a secret to anyone that the German military and the British military are a mere shadow of what they have been in the past because of budgetary cutbacks in the area of defence. Further neither Germany nor the United Kingdom have the same level of expertise in counter-terrorism that the Russian Federation has. We have fought entire wars in places like Chechnya rooting out extremism and terrorism and fighting those who wish to use tactics of violence against civilian populations in order to spread their agenda. The Russian Federation is the most qualified and we will approach the Palestinians directly with an offer that is far more competitive than anything the cash strapped Germans and English could ever dream of presenting to the table. Security is important for the Middle East and most of all for Palestine, it is therefore imperative that a competent party be the ones that train the Palestinians and prepare them for their statehood sovereignty. |

![]() Frank-Walter Steinmeier Federal Minister for Foreign Affairs Prime Minister Medvedev Germany is very competent at providing training and equipment to the Palestinians. We can supply modern equipment unlike the Russians. Also regarding economies, being the 4th biggest economy in the world, we can provide money and also opportunities to Palestine. With Russia's recent action in the Crimea and Ukraine, its seems that keeping your own court in order before starting on others. ![]() Yair Lapid Prime Minister of the State of Israel I believe both our German and Russian friends can provide competent training to the Palestinian security units, I would also like to announce that part of what the agreement that Israel is willing to agree to with the Palestinians would be a $30 billion fund for refugee repatriation. As Israel cannot possible fund this alone I would also recommend nations who want to help to also help with the repatriation fund. |

![]() Frank-Walter Steinmeier Federal Minister for Foreign Affairs Prime Minister Lapid Germany will work with Russia to help the Palestinians on this . We are awaiting a reply from Moscow on this. Several German companies are interested in setting up ventures in Gaza and the West Bank. |

![]() Yair Lapid Prime Minister of the State of Israel This is rough draft of what we are aiming for towards economic development and security training for Palestinian Authority, I believe that this will strongly enhance the Palestinians commitment to ending the current conflict. If parties have a problem with the proposed treaty all amendments are deemed friendly.
