![]() Uladzimir Makei Minister of Foreign Affairs Republic of Belarus Esteemed representatives of the international community, I am before you today to bring up a very serious discussion regarding unprecedented discrimination against the Republic of Belarus as well as a substitution of the principles of the agreement. We joined the Eastern Partnership hoping that finally the European Union would view Belarus as an equal partner on the international stage, as the principles of the agreement suggest. The Eastern Partnership is suppose to be intended to provide a venue for discussions of trade, economic strategy, travel agreements, as well as other things. None of these parts of the agreement: either discussion or a actual agreement other than empty promises and empty words, have come from our membership in this initiative. Instead of moving forward the EU has continued to discriminate against us in dramatic ways politically and economically. In fact instead of opening up trade and creating a equal growing economic environment the EU has instead put restrictions on more than twenty-nine Belorussian companies, making it impossible for these companies to conduct business within the EU sphere of influence let alone EU nations. The companies blocked include: quarries, metallurgy, energy production, industrial, and many others. This is completely unacceptable. How does the European Union expect to create a working relationship with Belarus when they continue to insist on violating the principles of the Eastern Partnership and continue to stifle our ability to grow within the European Community. We must now ask that the European Union enter into constructive, realistic talks with our government in order to solve this very serious issue. If the EU is unwilling to come to an agreement and to begin abiding by its obligations within the Eastern Partnership, then the Republic of Belarus will need to begin evaluating other options to further the economic growth of our country and the political integration of our country into the international community. |

Edgars Rinkēvičs Minister of Foreign Affairs of the Republic of Latvia Mr Makei, as a country that just recently has concluded its Presidency of the Council of the European Union, it is my duty to remind you that the Eastern Partnership, while focusing on the areas you have mentioned, is also about human rights, democratic Governance and rule of law. It should be noted that while other countries have made notable progress, for example, Georgia, Belarus has been constantly lagging behind without any noteworthy effort in these areas. Therefore, of course, the benefits of the Eastern Partnership have not been reaching Belarus and will not until the European Union will see improvements, for example, release of political prisoners and a more transparent and democratic electoral process without intimidation against the political opposition of the country. |

![]() Uladzimir Makei Minister of Foreign Affairs Republic of Belarus Mister Rinkēvičs, I find it insulting and completely ridiculous that the European Community continues to state that we are in violation of human rights and insinuating that we are not democratic. President Lukashenko was legally elected and confirmed by the Commonwealth of Independent States and, specifically, the Russian Federation. Again I insist that if the European Community is serious about cooperation with our country they must take steps to alleviate the ridiculous travel bans on our individuals and the restrictions against our companies. |

Radosław Sikorski Minister of Foreign Affairs of the Republic of Poland Considering the fact that many of the nations in the Commonwealth of Independant States have problems with electoral fraud and corruption that, in some cases, is widespread, we find that their observations may be less efficient than ours. Also, many opposition politicians in Belarus are currently in prison, many on charges that are considered by most nations as politically motivated. |

![]() Uladzimir Makei Minister of Foreign Affairs Republic of Belarus Mister Sikorski, A lack of respect for the Commonwealth of Independent States from a European community member is saddening. As for the so-called "political prisoners"; these individuals were arrested by counter terrorism forces following their suspicion in inciting violent riots and the storming of government buildings in Minsk. If the European Community expects us to release potential terrorists, then we expect them to equally push America for the full closer of Guantanamo Bay. |

![]() Frank-Walter Steinmeier Federal Minister for Foreign Affairs Germany welcomes talks with Belarus,but these talks will not be one sided we will expect Belarus to concede to various points raised by Eu members, these will include political prisoners, freedom of speech to start with . We will expect an improvement of these and then we can start to talk. |

![]() Uladzimir Makei Minister of Foreign Affairs Republic of Belarus Federal Minister, Belarus would be happy to negotiate with the European Union, but not with pre-conditions. The negotiations are a result of a clear difference in ideas and thus demanding that we conform to Western ideas before negotiations makes no sense. We would ask that the EU be willing to come to the negotiation table without the preconditions asked for by Germany. |

![]() Alexander Pinchevsky Minister of Foreign Affairs As member of the Eastern Partnership, the Republic of Moldova understands the stand of Belarus but, as Mr. Steinmeier said, that country needs to be fully respectful with the Human Rights. Chisinau will continue being a truthful friend of Minsk always if respect the Basic Rights of men and women. |
