Concerns Surrounding the Eastern Partnership; between the EU and Belarus

Esteemed representatives of the international community,

I am before you today to bring up a very serious discussion regarding unprecedented discrimination against the Republic of Belarus as well as a substitution of the principles of the agreement. We joined the Eastern Partnership hoping that finally the European Union would view Belarus as an equal partner on the international stage, as the principles of the agreement suggest. The Eastern Partnership is suppose to be intended to provide a venue for discussions of trade, economic strategy, travel agreements, as well as other things. None of these parts of the agreement: either discussion or a actual agreement other than empty promises and empty words, have come from our membership in this initiative. Instead of moving forward the EU has continued to discriminate against us in dramatic ways politically and economically. In fact instead of opening up trade and creating a equal growing economic environment the EU has instead put restrictions on more than twenty-nine Belorussian companies, making it impossible for these companies to conduct business within the EU sphere of influence let alone EU nations. The companies blocked include: quarries, metallurgy, energy production, industrial, and many others. This is completely unacceptable. How does the European Union expect to create a working relationship with Belarus when they continue to insist on violating the principles of the Eastern Partnership and continue to stifle our ability to grow within the European Community.

We must now ask that the European Union enter into constructive, realistic talks with our government in order to solve this very serious issue. If the EU is unwilling to come to an agreement and to begin abiding by its obligations within the Eastern Partnership, then the Republic of Belarus will need to begin evaluating other options to further the economic growth of our country and the political integration of our country into the international community.

The Republic of Belarus is willing to negotiate the possible release of the eleven individuals which the European Union views as "Political Prisoners". These eleven individuals and their charges are listed following and if the European Union is willing to come to the table and negotiate for their release we will consider it a true possibility. But the EU must come to the table without preconditions.

Prisoners and their Crimes/Sentences
- Ihar Alinevich: Violence against Detention Officers, Inciting Riots; 8 years in Prison
- Mikalai Autukhovich: Tax Evasion; 5 years in Prison
- Ales Bialiatski: Tax Evasion; 4.5 years in Prison
- Zmitser Dashkevich: Malicious Intent; 2 years in Prison
- Mikalai Dziadok: Malicious Intent; 4.5 years in Prison
- Aliaksandr Frantskevich: Destruction of Evidence; 3 years in Prison
- Eduard Lobau: Malicious Intent: 4 years in Prison
- Artsiom Prakapenka: Felony Property Damage to Government Buildings; 7 years in Prison
- Pavel Seviarynets: Organizing and Inciting a Riot; 3 years in Prison
- Mikalai Statkevich: Organizing and Inciting a Riot; 3 years in Prison
- Yauhen Vaskovich: Inciting a Riot and Felony Destruction of Property: 7 years in Prison

You claim you want these eleven individuals released, individuals who you classify as Political Prisoners, but when we come forward willing to negotiate their release you state that you will not talk with us and instead seem willing to let those you wish to have us release remain in prison. Thats fine with us, but is a disappointing that the EU is unwilling to do anything and simply make demands.

The opinion of my German Counterpart does not express the desire from Paris. We are willing to welcome representatives to Paris to discus these events and should we reach an agreement Paris will push to ensure the sanctions are lifted.

While we thank Paris for being willing to talk with us, seemingly against the wishes of an extremely confusing and probably confused German representative, we cannot come to Paris. To be clear we cannot send a delegation to Paris because the relevant high-level individuals are on a no-travel list created by the EU and would be arrested upon entering an EU country or simply not allowed to enter EU airspace. We would like to instead invite a French delegation to Minsk for discussions, though I would like to ask you how Paris intends to come to an agreement without the backing of the EU?

I will board a plane immediately for Minsk and to answer your question once the conditions are fulfilled on your end they will have no choice to accept as per the sanctions.

Considering that we cannot get an agreement with France which will be respected or allow for further negotiation, we cannot release those Prisoners until the EU shows us they are willing to come to a negotiating table and we come up with an agreement similar to that proposed to France that the EU will agree to.
