New Talks Regarding the Ukraine; Regarding Crimea and Seperatists in Eastern Ukraine

Esteemed members of the international community;

I have come before you today to bring up a fresh discussion in regards to the ongoing situation in the Ukraine and to provide fresh information, or at least clarify existing information, regarding the disposition of Russian forces in the area, the ongoing conflict in the Eastern Ukraine between loyalists and separatists, and the like. This will be in the hope of coming to a solution. As you are all well aware, if you do not agree with it, the Crimes voted to secede from the Ukraine and join the Russian Federation. Following a recent meeting of the Russian Security Council it has been decided that we must respect their choice and will welcome them into the Russian Federation. However, we have absolutely no intention of advancing Russian troops into Eastern Ukraine. Yes, there are separatist movements going on Kharkiv, Luhansk, and Donetsk. However, no Russian troops have entered those regions and we have no intention of moving in to support those regions as that is an internal Ukrainian matter.

Up until this point we have supported the separatists in Kharkiv, Luhansk, and Donetsk with materials, much like America and others were supporting rebel forces in Syria. But following a long discussion within the Russian Security Council, and now a feeling for a hoped end to this crisis in the Ukraine we would like to discuss the possibility of an agreement with Western nations as well as the Ukraine to jointly end the situation. We are aware that the Ukraine would never accept Russian peacekeepers in that region, so we will not even offer such. But we will be unilaterally ending our material support for those separatist movements. Lastly, our so-called "blockade" of Odessa will end immediately. This was decided by the Russian Security Council as a needed step in the right direction to end this serious situation and to show the Ukraine that we are not against them as a country, but are in support of Russian speaking, ethnic Russians who have legitimately and peacefully voted to join the Russian Federation.

While Amsterdam believes the Crimean situation must still be addressed, we are pleased to see Russia has lifted the Odessa blockade and ended support of rebel factions in Eastern Ukraine. However, we also believe Moscow must also face punishment for causing unnecessary violence and loss of life in Ukraine.

The violence in the Ukraine was not started by the Russian Federation. It was started because a Ukrainian government began doing things that people did not like, and then cracking down on them hard when they protested. We provided a means to defend themselves to the individuals that you apparently want to call "rebels", but we have decided that such assistance is no longer the best course of action. Perhaps, if nations like the Netherlands, was more willing to discuss the situation instead of making demands and ultimatums and threats this would have been over some times ago.

The Russian Federation would like to thank you for your willingness to hold talks and use diplomacy to end this crisis. We would be happy to send a delegation to Berlin to hold a conference on the end of the crisis.

The Dutch government will be sending observers to this conference in Berlin as a gesture of Amsterdam's wish for a smooth and quick cessation of hostilities.

We recommend that the conference in Berlin be hosted and consist of representatives from the European Union, Russian Federation, United States, and Ukraine, as to avoid 30 individual attending delegations.

We welcome the proactive approach of the government, and hope that a summit in Berlin will provide better results than the now defunct talks in Tokyo and Beijing have.

The Canadian government would like to express our approval of efforts to bring peace to Ukraine and the rebelling regions. While we do not approve of the Russian occupation and illegal referendum held in Crimea, we applaud their recognition of the developing crisis and their willingness to work with the European Union and NATO to come to a solution on this delicate matter.

Russia would agree with the United States in regards to the need for a smaller conference involving the United States, Ukraine, ourselves, and a single representative to represent the EU. While we still believe that our so-called "occupation" of Crimea is completely legal, we thank the Canadian representative for his supportive words.
