![]() Sergey Lavrov Minister of Foreign Affairs Russian Federation Esteemed members of the international community; I have come before you today to bring up a fresh discussion in regards to the ongoing situation in the Ukraine and to provide fresh information, or at least clarify existing information, regarding the disposition of Russian forces in the area, the ongoing conflict in the Eastern Ukraine between loyalists and separatists, and the like. This will be in the hope of coming to a solution. As you are all well aware, if you do not agree with it, the Crimes voted to secede from the Ukraine and join the Russian Federation. Following a recent meeting of the Russian Security Council it has been decided that we must respect their choice and will welcome them into the Russian Federation. However, we have absolutely no intention of advancing Russian troops into Eastern Ukraine. Yes, there are separatist movements going on Kharkiv, Luhansk, and Donetsk. However, no Russian troops have entered those regions and we have no intention of moving in to support those regions as that is an internal Ukrainian matter. Up until this point we have supported the separatists in Kharkiv, Luhansk, and Donetsk with materials, much like America and others were supporting rebel forces in Syria. But following a long discussion within the Russian Security Council, and now a feeling for a hoped end to this crisis in the Ukraine we would like to discuss the possibility of an agreement with Western nations as well as the Ukraine to jointly end the situation. We are aware that the Ukraine would never accept Russian peacekeepers in that region, so we will not even offer such. But we will be unilaterally ending our material support for those separatist movements. Lastly, our so-called "blockade" of Odessa will end immediately. This was decided by the Russian Security Council as a needed step in the right direction to end this serious situation and to show the Ukraine that we are not against them as a country, but are in support of Russian speaking, ethnic Russians who have legitimately and peacefully voted to join the Russian Federation. |

![]() Sergey Lavrov Minister of Foreign Affairs Russian Federation We thank Germany for being so willing to host such talks and would welcome Germany as the delegate from the European Union, as long as they understand the seriousness of this situation, unlike certain members of the EU, and if they wish to assist in formulating a progressive and true agreement on the end of the crisis. |

![]() Sergey Lavrov Minister of Foreign Affairs Russian Federation Gentlemen, The Ukrainian government has shown itself to be untrustworthy and, once again, have showed why the people of the Eastern provinces are attempting to break away. In a conference held in Berlin the Ukrainian President told us that they would refrain from any offensive actions against the separatists in Eastern Ukraine. Instead the Ukrainian President has ignored the Berlin conference entirely and apparently ordered her forces to conduct further attacks against not only the separatists that they vowed to not attack until an agreement could be come to, but also civilian centers in Eastern Ukraine; claiming they are strongholds for the separatists. This is completely unacceptable and if the Ukraine does not end its actions against the Eastern provinces Russia will consider further measures to protect its citizens residing in those provinces. |
