![]() Dmitry Medvedev Prime Minister of the Russian Federation Esteemed members of the international community, The Russian Federation is becoming extremely concerned about the dramatically deteriorating situation in the Republic of Iraq and as a result we believe that action by the international community is needed. We received requests for support from the Iraqi government and responded as quickly as possible. But the United States of America has refused to provide needed support to the government that they supposedly view as partners in the region. We strongly condemn this two faced ideals being shown by the Obama regime, and demand that the United States of America dramatically rethink its position on the conflict, because at the moment they seem content with simply handing the country to the ISIS on a silver platter. Russia, of course, has stepped in and has plans for continued support but we must ask regional partners in security such as Iran; and global partners to also provide assistance either materially or in other ways. I must make very clear on behalf of the Russian government that we, as a global community, can not allow terrorists to take over an entire country! We feel like President Obama and the US Congress does not entirely understand what that would mean for the region and the globe as a whole: It would mean that suddenly groups like Al Qaeda, or Caucasus Emirate which has given up its goals of separatism and turned instead towards destroying our country; receiving significant funding. We are sure that the United States of America would not want to be responsible for such a failure of their so-called "war on terrorism". Again we call on the international community, and America, to return to Iraq and stop this travesty before the country falls into disarray or disintegrates completely. |

Foreign Minister Wang Yi Ministry of Foreign Affairs of the People's Republic of China Beijing is of the opinion that this is an internal Iraqi affair and thus we do not approve of outside intervention by Ankara, Washington, Paris, or Moscow. For over the past decade outside and foreign interference has brought wide-spread ruin and devastation to the region and Iraq. Further intervention cannot help. Beijing stands by willing to aid the government of Iraq through economic means - once the government becomes a viable entity in controlling and ruling the country. |

![]() Dmitry Medvedev Prime Minister of the Russian Federation Minister Wang, While you are technically correct that this could be an internal issue, the government of Iraq is currently in a situation were they have asked multiple countries; including the United States of America and the Russian Federation for assistance. In addition the group involved, the ISIS, has crossed international boundaries and operates in both Syria and Iraq. China; as well as Russia, the United States, and others; is responsible for global security. As permanent members of the United Nations Security Council it is our responsibility to provide assistance as needed and as requested. In addition, as I have stated and as President Putin has stated, the fall of Iraq would be a danger not only to neighboring countries but also to Russia and in fact China with your Islamic extremist problems in certain provinces. The ideology of the ISIS means they would likely begin supplying terrorists within Russia and China, as well as funding attacks against other countries in the region and around the world. |

Foreign Minister Wang Yi Ministry of Foreign Affairs of the People's Republic of China Beijing will, of course, support a move that is initiated by Baghdad in the Security Council and will push for support within a legal framework. Unilateral action is not acceptable in this modern day and age, and any military or political intervention must be supported with the full backing of the international community or there will be no lasting peace and security in Iraq or the region. |

And our ambassador to the UNSC will be bringing a discussion there shortly. However, it is legal under international law for any foreign country to deploy to another foreign country with said countries permission and request. Russian forces are on the ground in Iraq: we have a unit of commando's defending Russian positions at an airfield while we train the Iraqi Air Force. Their deployment is entirely legal, as it was approved by the Iraqi government in Baghdad. Would you not agree? |

However, by circumventing the international community in such a decisive decision, the situation has become more volatile. This situation does not solely effect Iraq. ISIL forces pour over the Syrian border. They receive funding and arms from across the globe. To find a lasting solution, Iraq must take care of the internal situation while working with international partners to solve the broader conflict outside of it's borders where it is no longer an internal matter. The internal matter we discuss is the ineffectual Iraqi government. By making a state-to-state decision, we fear that the government in Baghdad is utilizing foreign forces for illegal actions and a situation that should best be solved internally. |

![]() Dmitry Medvedev Prime Minister of the Russian Federation I can assure you, Minister Wang, that no illegal actions are being taken by any Russian forces currently in Iraq. Yes, we are there because of a request for assistance from the legitimate government. But we will only target combatants. We have not circumvented the international community. Iraq came to the international community for help and we responded to their call. As China is well aware the United Nations is not a do all end all to all situations, and is not the global government. We are countries, and as countries have the right to request assistance from other countries. However back to this situation: if Iraq does not get real support now; what we will have on our hands will be at least one hundred times worse as far as a problem for stability. |

Therefore the only way it will be solved is through multilateral negotiation between interested parties; the Turkish, Iranian, American, Russian, Chinese, Iraqi, and Saudi Governments, as well as informal participation from the Kurdish authority until it makes the decision to seek recognition, provided that decision is respected by the international community. The stability of the resource flow from this region are a foremost concern that involves the entire world's interests. Intervention is necessary from the interested parties, but in some form from all of them and with the goal of removing outside support for dangerous militants. |

Başbakan | Prime Minister of Turkey First of all let me clarify that the deployment of Turkish forces has been done with the approval from the government in Baghdad, who encouraged foreign assistance, while the Kurdish Regional Government (KRG) also requested and approved military assistance by Ankara. Turkish troops are thus operating within Iraq on the request of the government, I therefore refute the claims of Beijing that Ankara is unilaterally involved in an internal matter. I will contribute this stance towards limited and incomplete information, but I would request the Chinese delegation to not present assumptions as facts, and request additional information before making rash statements. I also would like to emphasize that the rise of ISIS is far from an internal Iraqi matter, as the organization has been operating in Syria and is also responsible for attacks in the past, and recently, in other countries, including Turkey. |

Tzipi Livni Foreign Minister of the State of Israel The Israeli government is willing to help both our Kurdish friends in Syria and Iraq combat ISIS and other Islamic extremist groups, at this point Israeli policy concerning Iraq has changed significantly, we strongly believe in an independent Iraqi Kurdistan and will continue to support our Kurdish friends and allies in their goals. While other nations are stressing for the continuation of the current state of Iraq and while Israel would see it as the best alternative in combating ISIS, a free and independent Kurdistan is quickly approaching and trying to prevent it would do more harm than good. |
