Situation in Iraq and Syria

Your Excellencies,

The Kurdistan Regional Government continues to review the conflict in Iraq and Syria as an immense threat to regional and global peace. The inability of the Iraqi Armed Forces to conduct any substantial reclaims of lost territory, despite assistance from various allies is troubling. ISIS continues its offensives and has now for the first time claimed Kurdish territory.

The Peshmerga, Kurdistan’s armed forces, the Bulwark against terrorism has had its first loss on the battlefield, but it has none done so due to poor morale or tactics. It has done so due to lack of equipment and ammunitions and more importantly poor allocation of funding from Baghdad, whom since 2007 has continuously ignored the fact that 17% of the Iraqi fiscal budget should be allocated to the KRG. These funds are utilized within regional government institutions including the Peshmerga.

The lack of proper finances to fund the War on Terrorism could in the end mean the victory of ISIS, which would only further destabilize a region in chaos. The Kurdish territories have since the fall of Saddam Hussein in 2003 in which the Peshmerga fought alongside the United States enjoyed relative peace and prosper. This is threatened by the lack of action from Baghdad, despite al-Maliki’s formation of a unity government. Yet this unity government has yet to provide any results on the battlefield and in the minds of any Iraqi citizen. I admit, that Kurdish politicians plays part of this government as well, and my critique to addressed to them as well.

That said, the KRG in Erbil is currently evaluating measures to ensure that we can provide for the security of hundreds of thousand people, Muslims and Christians against the oppression from ISIS. Included on our task is this call for direct financial or military aid in terms of equipment to assist the KRG against the biggest threat to peace. Many nations have the morale obligation to aid us as we stand on the frontier in the War on Terrorism.

I hope this call will have the desired outcome.

The State of Palestine has always been strong allies with Iraqi Kurdistan and we recognize the very important role that your government and the Peshmerga play in the ongoing struggle to stabilize Iraqi Kurdistan. Although we cannot offer you any ammunition, arms, or funding given Palestine's long-standing financial situation, we offer our full support for the request that you have made to the international community and the Iraqi government.

It is Palestine's sincere hope that global and regional allies of the Kurdish such as the United States, the United Kingdom, or the State of Israel will be able to assist our brothers in Iraqi Kurdistan, so the Peshmerga may go back to combatting groups who pose vital threats to regional stability and have committed horrific atrocities against the people of multiple countries.

The State of Israel will continue to support our Kurdish friends whether they be in Syria or Iraq, the Israeli government at this time has n problem providing funds or military aide to the Peshmerga. Seeing that the Peshmerga is currently the only force fighting ISIS and noting with concern that ISIS is most perhaps in Lebanon, it is my government's position to increase all support to Iraqi Kurdistan and once again I commit the Israeli government's wish for an independent Kurdistan in the region.

Mr. Bakir,

France shares your concern over the ever increasing presence of militants belonging to ISIS in the various parts of the Middle East, and stands firm in its believe that respectable organizations such as the Peshmerga will be essential in bringing to a halt the ISIS gains, and ultimately play a vital role in the defeat of ISIS and other terrorist insurgency groups. That being said France is willing to look into how it can assist Erbil in both military and economic sense and would like to invite you to visit Paris, to discuss several matters in further detail.

Thank you Mister Bakir for bringing up this situation in another discussion, as we believe that it has been underestimated for some time now. The Russian Federation has, since the start of this conflict, supported the government of Damascus and Baghdad. But we have also not at all opposed the forces of Kurdistan or felt that they are anything but vital in the destruction of the ISIS. There are already Russian boots on the ground in Syria and Iraq, something not popular I am sure, but which is necessary and at the request of both the Syrian and Iraqi governments. While we are reluctant to send more forces to yet a third conflict zone, we would be happy to assist in other ways: equipping or financing Peshmerga forces and the KRG.

First and foremost, I would like to extend my and Kurdistans gratitude for the acknowledgement of our efforts and the support voiced within these chambers. We hope many more will follow your example understanding the diffecult tasks ahead of us.

In regards to the statements made by the Israeli Foreign Minister, we will contact you privately. As for the matter issued by Mr. Lavrov, I thank Moscow for their support and I understand that Russia does not wish to deploy further forces, but neither is that our request. We take of, that Russia is willing to provide further in terms of equipment and will shall soon contact you privately.

Finally, Mr. Fabius' invitation has been forwarded to His Excellency, the Kurdish President. I can inform you that he is very willing to visit France and the Palais de l'Élysée to discuss Franco-Kurdish cooperation. Hence will shall await an opening statement from France in a seperate chamber.

Mister Bakir,
I would like to thank you for bringing this matter to the worlds attention. I would like to offer the Polish governments assistance in this matter. Currently, the Polish Armed Fores in going through a modernization program; this means that Poland has a large amount of excess military equipment that, while old, is still quite capable on the battlefield. We would be willing to donate not only surplus military equipment, but new military equipment that we would procure free-of-charge on behalf of the Kurdish Regional Government for the Peshmerga.

The Iranian government is of the firm opinion that the sovereignty of Iraq should be respected, and that any aid, either military or economical, should be discussed with the central government in Bagdhad, rather than directly with the Peshmerga. Direct support to individual organizations and regional governments will only further internal tensions, resulting in a more chaotic situation that can only benefit ISIS in it's brutal quest to carve a territory out of Syria and Iraq.

The government in Baghdad echos fully the statement from the representative from Tehran. The time of unrestricted access of Iraq by the west is over it is time Baghdad takes the lead on the reconstruction.

Both the Iraqi Army, the Peshmerga, and associated forces from the United States, France, and Turkey are playing important roles in stabilizing the Republic of Iraq and ensuring that the country can emerge from this crisis with strength and unity. We encourage all sides to participate actively in the military committee established in order to intensify cooperation amongst those actively engaged in the conflict and supporting the Iraqi Army and the Peshmerga. The United States will continue to provide direct support to the Kurdistan Regional Government due to clear issues with regards to entitled funding from Baghdad which prevent normal operations. We however would like to encourage unity throughout Iraq and have denied procurement requests for heavier weapons systems.

It is our hope that the unity government in Baghdad can begin moving on its second stated goal, which is to oversee the writing of a constitution which will provide the necessary autonomy to all three ethnic/religious groups that unite to form the Iraqi nation. If a feasible arrangement can be made under which the Kurdistan Regional Government will be granted ability to directly procure arms for the Peshmerga, including heavy weapons systems, we will of course provide all the necessary equipment to defeat ISIS.
