Situation in Iraq and Syria

Your Excellencies,

The Kurdistan Regional Government continues to review the conflict in Iraq and Syria as an immense threat to regional and global peace. The inability of the Iraqi Armed Forces to conduct any substantial reclaims of lost territory, despite assistance from various allies is troubling. ISIS continues its offensives and has now for the first time claimed Kurdish territory.

The Peshmerga, Kurdistan’s armed forces, the Bulwark against terrorism has had its first loss on the battlefield, but it has none done so due to poor morale or tactics. It has done so due to lack of equipment and ammunitions and more importantly poor allocation of funding from Baghdad, whom since 2007 has continuously ignored the fact that 17% of the Iraqi fiscal budget should be allocated to the KRG. These funds are utilized within regional government institutions including the Peshmerga.

The lack of proper finances to fund the War on Terrorism could in the end mean the victory of ISIS, which would only further destabilize a region in chaos. The Kurdish territories have since the fall of Saddam Hussein in 2003 in which the Peshmerga fought alongside the United States enjoyed relative peace and prosper. This is threatened by the lack of action from Baghdad, despite al-Maliki’s formation of a unity government. Yet this unity government has yet to provide any results on the battlefield and in the minds of any Iraqi citizen. I admit, that Kurdish politicians plays part of this government as well, and my critique to addressed to them as well.

That said, the KRG in Erbil is currently evaluating measures to ensure that we can provide for the security of hundreds of thousand people, Muslims and Christians against the oppression from ISIS. Included on our task is this call for direct financial or military aid in terms of equipment to assist the KRG against the biggest threat to peace. Many nations have the morale obligation to aid us as we stand on the frontier in the War on Terrorism.

I hope this call will have the desired outcome.

As for the statement provided by Mrs. Rice, the Peshmerga will attend the Military Committee, provided an invitation is granted (OOC: I see no forums.).

France calls upon Baghdad to immediate clarify this sudden policy change and to directly correspond with the various parties providing significant assistance to Baghdad in the fight against ISIS in the chambers of the Military Committee, which has been established several months ago.

To further undermine ISIS' ability to commence their terror, we urge members of the international community along with P5 members of Security Council to implement countermeasures that blocks funding to the Islamic State Terrorist Army.

We have received several reports, and other agencies may verify this, that third parties and foreign states actively funds ISIS operations. While initial funded by gold and other valuables captured from Iraqi banks and institutions in the opening weeks of their aggression, we have strong indications that further funding is provided from nations within the Middle East. This must be combatted immediately and we condemn any covert support to the Terrorist Army!

We understand the urgency coming from Irbil. Beijing would be willing to consider economic reprisals against state supporters of ISIS, however we do not have the intelligence that the KRG possess.

The situation regarding ISIS, and its ever increasing presence within Iraq, is a direct result of misguided policy decisions by the Western World in which it has directly facilitated and aided terrorist factions fighting the legitimate Syrian Government, factions who we stated clearly held direct links to Al Qaeda and other Islamist terrorist groups. Reckless foreign policy brings reckless results, as such the reckless and gung-ho approach to such matters utilised by the United States and European Union in particular was only ever going to serve to destabilize the region and aid the establishment and organisation of Islamist groups who hold no interest in the retention of regional stability or peace. Regardless these mistakes now lie squarely in the past and it is time for the Western world in particular to admit its mistakes and begin direct action to assist the Syrian and Iraqi Governments in the suppression and destruction of these rebel groups who aim only to bring darkness and terror across the Middle East.

The "Free Syrian Army" has failed in both its objectives and ideals, it is nothing more then a corrupt cesspool of traitors, disgraced officers and Islamist infiltrators its continued existence serves only to prolong the civil war and make action against ISIS militants, who pose an obviously large threat to the regions stability, harder. What must happen is the various state sponsors of the terrorist "Free Syrian Army" must end that support and begin open pressure for them to lay down their arms and accept a general amnesty in order for them to return fully into the Syrian State. From then on the Syrian Army will be capable of undertaking direct military action against against ISIS, allowing this crisis to be ended in the near future.

We cannot though be expected to restore regional stability with continued sanctions and measures being implemented against us, thus it is important for western nations to reverse sanctions in order to further allow us access to the resources needed to stop the entire region turning into a Jihadist hub. I assure you the situation is now clear, you have a choice between an Assad Syria or an Islamic Caliphate the latter of which will not rest until its weird ideology has penetrated every last bastion of resistance in this earth, massacring and committing genocide as it goes. It's hardly a difficult choice...
