Chinese Aggression

The United States resolutely condemns the blatant act of aggression which the People's Republic of China has recently undertook in the South China Sea against the people of Taiwan and their government. This is an immense escalation of what was previously a territorial disagreement including numerous parties, and requires the attention of the United States.

We would like to remind the People's Republic of China of our obligations under the Taiwan Relations Act and the Mutual Defense Treaty which we have concluded with the Republic of the Philippines. We request a speedy evacuation of the territory of Taiwan currently occupied by the People's Republic of China, and propose an immediate conference inclusive of all parties with overlapping territorial claims to the South China Sea to agree on at least a temporary solution, before the situation escalates.

Washington does not quite understand. Taipei is a province of the People's Republic, and as such, PLA forces have occupied Itu Aba as a move to ensure the stability of the region. Surely the United States has not forgotten it's own policy regarding One China? Taipei and it's "possessions" are the possessions of the People's Republic and we will do what we see fit for our own territory.

This is an internal matter of the People's Republic, not a concern of the United States. Washington has already involved itself too much in the intern affairs of our nation.

We can agree to a conference of nations over the South China Sea, but even as the US State Department has spoken about earlier, China will only make lasting agreements on the South China Sea privately and bilaterally between the involved parties.

Before I begin, I must reiterate that we, along with the United Nations, recognize the Peoples Republic of China as the government and country in the territory of China. While we maintain a representative office with Taiwan, we do not recognize Taiwan and have not recognized Taiwan since 1949 as a sovereign state. As a result we do view this as an internal matter for the Chinese government. With that being said we would like to express concern over the actions of the Chinese military in aggressive posturing it has been taking against Taiwanese forces. While we recognize the PRC as the sole sovereign state, no one can ignore the fact that Taiwan has a military and that a conflict between China and Taiwan would be a bloody fight; and a fight Russia hopes will not happen.

The Canadian government must condemn the actions taken by the Chinese government and military, as the actions can bring about a rise in instability in the region. Canada has enjoyed cordial relations with the Peoples Republic of China, based upon these pillars: economic partnership, sustainable development, human rights, good governance and the rule of law, and peace and security. Unfortunately, the Canadian government recognizes the recent actions coming from China as a potential threat to that last pillar - peace and security. Cross-Strait relations have been at the same level for several years, and saw no sign for provocation. We call upon the Chinese government to withdraw its fleet and soldiers from Itu Aba island, which will allow for the region to cool and allow for a conference to occur.

The Chinese argument on this issue is invalid: Taiwan is a part of China, but not under its control. It functions, in all intents and purposes, as a de facto independent country separate from the People's Republic of China. Seizing Itu Aba, with the justification that the Chinese representative has mentioned, cannot be acceptable, because it would enable the People's Republic to attack and invade the island of Taiwan, something which would necessitate a military response from the United States. Thus this is not an internal matter, and will not be treated as such, and there are two courses of action which can be followed; (1) China can continue to insist it is an internal matter, refuse participation in a conference inclusive of all the parties with overlapping claims in the South China Sea, and suffer the punitive actions necessary to contain its aggression, or (2) China can acknowledge the issue, withdraw from Itu Aba, and join all parties with overlapping claims in the South China Sea in order to resolve the issue.

The People's Republic has, unilaterally, destroyed a decade of progress through its attack on Taiwanese-held territory. Taiwan did not violate One-China policy, and cross-strait relations have been improving consistently since 2008. Several years ago, Beijing launched a "charm offensive" aimed at improving its position with Taiwan, and China stated in the past that it would not invade Taiwan unless Taiwan declared independence, developed weapons of mass destruction, or suffered from civil chaos. None of these preconditions have been met. The positive economic and political trends that could have eventually lead to a peaceful integration of Taiwan with the mainland were destroyed abruptly and unnecessarily by Beijing's decision to use its military might to seize Itu Aba.

The United States is obligated to activate the Taiwan Relations Act which requires it to provide measures for the self-defense of Taiwan in light of recent actions. It would be best if Beijing acknowledged the objective reality and did not attempt to veil its actions under the One-China policy.

The British government considers the actions of Beijing both troubling and potentially destabilising for regional security. I would like to urge the Chinese government to withdraw all military assets from Itu Aba island and the surrounding area, and would urge you to seek to solve the issues in the South China Sea diplomatically and without resort to the use of force.

The Republic of Poland condemns in the strongest terms the the PRC's military action against the ROC on Itu Abu island. We would like to call upon Beijing to recognize that this incident is not an internal matter, as the Republic of China, and thus Tiawan, is a de facto independent country, and thus the PRC's action can constitute a violation of international law.

This is absurd that nations believe in a One China policy and then say that this is not a internal matter. The simple fact is internal matter between a central government and one of its provinces. We do not dictate to the United States how it handles domestic issues when riots occur, because it is not our place. Washington does not have the legal or moral right to dictate our internal policy.

However, we are open to the possibility of removing the small contingent of forces we have on Itu Aba (Less than 60 men) and agree to a conference of nations between parties in the South China Sea under the agreement that final solutions be met bilaterally and forces from the province of Taiwan do not move forces back onto Itu Aba. A move by Taiwan to reinforce the island will be met with by force as aggression from the province.

We would like to point out that there is a degree of difference in terms of the One-China policy from the mainland perspective, the Taiwanese perspective, and that of the United States. This has been clearly communicated through the Six Assurances and the Taiwan Relations Act which governs the relationship between the United States and the people on Taiwan.

It is an assuring sign from Beijing that it is willing to withdraw from Itu Aba, and we believe this would be the best solution, whereas Beijing agrees to withdraw and Taiwan will not seek to reinforce the island in question. However it is our understanding that there was personnel on the island prior to the actions taken by the People's Liberation Army Navy, and we would like to clarify their status and whether they would be allowed to remain on the island, or would be expected to evacuate to Taiwan.

The government of France must condemn in the strongest terms the blatant and dangerous acts of the People's Republic of China in the South China Sea. Its actions have caused further instability in the Pacific region and greater distrust among its neighbors. France calls upon China to stop these hostile actions and to immediately withdraw any military forces from Itu Abu island.
