Joint Shanghai Cooperation Organization Counter Terrorism operations Xi Jinping President and General Secretary of the Central Committee of the Communist Party of China Dear Colleagues, I would like to propose that the Shanghai Cooperation Organization begins regular counter terrorism operations. Towards that end I propose that we form a joint task-force consisting of at least 200 special forces with the aim of creating regional rapid response forces that would enable us to rapidly respond to potential threats from terrorist organizations. As a part of this program our intelligence agencies would also have a number of counter terrorism liaison officers, and we would share intelligence on terrorist organizations who operate with member states borders when said information becomes available. While all member states believe that closer cooperation is an acceptable matter, none really support the idea of the creation of a joint task-force. They however do advocate more and closer cooperation between all parties, however the creation of a multi-national joint task force is a step to far for most. |

Narendra Modi Prime Minister Republic of India Given that significant time has past since the Chinese delegation brought this up, India makes a formal inquiry as to if SCO members are more receptive to a joint anti terrorist taskforce? This would go a long ways to provide joint security for our member states, especially given the decrease of stability in Afghanistan and the troop withdrawals of foreign forces from Afghanistan. A joint task force could act without having to go through levels and levels of bearucoracy in order to respond rapidly to an emerging threat. We could pool our military resources together to create a truly multinational force consisting of equipment from anyone who wants to contribute, with troops from anyone who wants to contribute, which could be rapidly deployed to Central Asian locastions to help combat Taliban or terrorist threats. India fully supports the creation of a joint counter terrorism task force that would have jurisdiction of deploying in any of our nations should the government call for help. I beleive we can come up with acceptable framework so nobody feels their sovereignty is being infringed, but I do feel that the creation of such a force would do a great deal in dealing with terrorism that may pop up in our respective territories. |

Xi Jinping President and General Secretary of the Central Committee of the Communist Party of China Indeed. I am in full agreement with the honorable Prime Minister Modi of India. Given the imminent reduction of American and NATO forces over the next few years in Afghanistan and the increase in the risk of the Taliban or Al-Queda forces spilling over into SCO member countries unchecked I must also express my surprise that some members of the organization were so quick to turn down the offer for assistance and the creation of a joint task-force. This SCO task-force would be similar to America's FBI's Counter terrorism Division (CTD) which has more then 250 agents deployed across the world. In particular I believe that a SCO joint task-force of around 200-300 agents could along with additional assistance in border patrol and intelligence gathering for member countries that border Afghanistan be of a great benefit to member countries in shoring up border security and preventing potential terrorist attacks before they happen.
