Shanghai Cooperation Organization Membership Expansion Xi Jinping President and General Secretary of the Central Committee of the Communist Party of China Dear Colleagues, We would like to open the floor for the discussion of the possibility of India and Pakistan becoming regular members of the Shanghai Cooperation Organization in either 2014 or 2015. Also we would like to offer Thailand, Malaysia, and Brunei the opportunity to become Dialogue Partners. Kazakhstan Kazakhstan would favor the accession of Pakistan and India into the ranks of the SCO, however we are somewhat concerned over the continued tensions between the two states over Kashmir. Concerning the possibly observer status of Armenia, Kazakhstan believes that it would be unwise to grant this status to Armenia, as it would send a signal to Azerbaijan that we favor closer ties to Armenia over Azerbaijan, a matter Astana would not support. While Astana would like to see the mentioned states become dialogue partners, we fear that in the field of military affairs there could be a problem, as some of those highlighted are far more aligned to other organizations in this field. While there ties to ASEAN could be an issue for the economic affairs. Kyrgyzstan Kyrgyzstan stands positive towards granting all countries the requested status, albeit it shares the concern expressed by Kazakhstan over the tensions between India and Pakistan. Tajikistan Tajikistan would favor the accession of India and Pakistan into the ranks, but is rather reluctant to grant observer status to Armenia. We have just started to develop our ties with Azerbaijan, and fear that such a step could harm that process. Concerning the status for dialogue partner, Tajikistan is supportive of that on the condition that they will comply to the regulations for this status. Uzbekistan Uzbekistan stands positive towards the request made by all parties and would be willing to grant the requested status, if all conditions are met. While we udnerstand the concerns expressed by some related to Armenia, we feel that the conflict between Armenia and Azerbaijan should not prevent us granting Armenia the desired status. I would like to note that we are all in agreement on granting Pakistan and India the requested status, and these two countries have been in conflict with each other in the past as well. |

Vladimir Putin President of the Russian Federation Esteemed allies and partners, The Russian Federation has not seen an official request to join the SCO from Pakistan. Only from India. As a result we believe that India should be independently allowed to join. Throughout this year we have seen surprisingly little tensions between the two countries over Kashmir, and both have seemed to be alright with the other assisting following the disaster that struck the Kashmir region. Perhaps if India was allowed to accend to full membership in the SCO, we should state publicly that the SCO will not become directly involved in the situation, but that we would support both sides coming to an agreement over Kashmir. |

Shanghai Cooperation Organization Membership Expansion Xi Jinping President and General Secretary of the Central Committee of the Communist Party of China Dear Colleagues, We believe that in the case of Kashimar dialogue and common cooperation are the best solutions for building trust and establishing a situation in which Pakistan and India can resolve the situation peacefully. The membership of both Pakistan and India in the Shanghai Cooperation Organization can serve as a basis for future dialogue on the problem, and a eventual resolution in which all parties can be satisfied with. With regards to our other proposals we will drop the proposal of Armenia becoming a observer in the SCO for the time being and finalize our offer for Thailand, Malaysia, and Brunei to become Dialogue Partners. If there is no objections from the other members I would like to recommend that we move forward to voting on the membership of Pakistan and India, and the establishment of Thailand, Malaysia, and Brunei as Dialogue Partners. Vladimir Putin President of the Russian Federation The Russian Federation would suggest that we allow India entrance into the SCO, and leave the door open to Pakistan. Pakistan has not formally announced a wish to join, but India has. We feel we should move forward with what is on the table before bringing up the issue of new members. |

As I had already stated Thailand, Brunei, and Malaysia, will NOT become dialogue partners. At the moment only India will be admitted, while the door for Pakistan and Armenia is left open. Several members have however voiced their concern over letting Armenia enter, and as a result this will not be done at the moment. |
