Ibrahim al-Jafaari Foreign Minister of Iraq Delegates, I come to you today to ask your assistance in combaring the evil that is threatening to overtake my great nation. The ISIS has taken large swaths of Iraq and enslaved those peoples. They have massacred and executed anyone who disagrees with their ideology. They have committed numerous war crimes and must be held accountable. I am asking on behalf of the Iraqi people for your help in eliminating this evil from our land. If you would like to stand with and support the Iraqi people in their time of need we thank you for any assistance, no matter how big or small. I pray to Allah that nobody will stand against us, or try to hinder us in our fight with these terrorists. I ask that those countries that are unable to aid directly will throw their nations full power behind UNSC Resolution 2170. This will hopefully assist in eliminating their source of funds as well as attempting to keep this evil from spreading. Thank you for your time. |

Secretary of State Mr. Parrilla, No threats or promises have been made, however if you conceive my statements in the manner you do, I believe there is a considerable difference in our way of thinking. Rather than assuming things and drawing your own conclusions, you should understand that presenting those conclusions as facts will serve to undermine your own credibility. Again your word seem to be aimed to placing into discredit the United States, rather than constructively addressing the issue at hand. If you have a constructive contribution to this debate, I ask you to make it known, otherwise I fear that we have little to nothing to discuss. |

Your government openly denies that you made promises in regard to Guantanamo Bay and the Cuba embargo? Interesting to hear. Especially for those who voted Obama last election. Further I agree about the difference in thinking. Cuba believes peace should be established in the Middle East. Peace based on dignity and respect for the people who live there. Therefore we advised you to involve Syria and Iran into a wider solution. You however have apparently a different meaning in regards to "combatting" IS, since you refuse to discuss with essential parties in this matter. In Cuba we call this advise constructive. According to your dictionary constructive apparently means assimilate to your failed Middle East policy. We once again reject this provocative and populist notion from the US government. Bruno RodrÃguez Parrilla Minister of Foreign Affairs of Cuba |

Secretary of State Mr. Parrilla, It appears we are not on the same line when it comes to the issue Guantanamo Bay and the Cuba embargo. My translation seemed to indicate that these issues were part of how how conceived my previous statement, alongside the alleged vague threats. However it seems your capricious manner of debate is hampering the translation efforts. Again I ask you to keep these talks on the subject at hand, and refrain from the bringing up various issues that have little to do with the issue at hand. All the matters, including those related to Guantanamo Bay and the Cuba embargo can be addressed properly through bilateral discussions, and should not be used to keep these talks from the issue they were intended to be about. ![]() Head of KRG Foreign Relations Council Former Iraqi Foreign Minister Hoshyar Zebari Speaking for the KRG, I can say we grow dissatisfied and increasingly frustrated with the tone and input presented in this discussion. To bring the situation back once more to the agenda of how to deal with the PRESENT and REAL threat that ISIS poses on the frontlines of Iraq, and gentlemen, let there be no doubt about that, this is a war. A war which the Middle East has not seen for years, even unlike the American invasion of 2003, for this war hangs in the crucible and tightrope of battle we continue to walk. The KRG would like to see the following become the answers to future discussions on how to COMBAT ISIS: Ability to provide material or financial aid to the KRG or Iraqi governments. Willingness to provide strike aircraft based in country or in surrounding states for the purposes of destroying IS ability to make war upon the Iraqi people. A timeline of expected operational capability for both aid, and airpower missions A pledge on the formation of a united coalition, bipartisan, and apolitical, with the sole intent on destroying the evil that is the Islamic State Before we continue to waste time on baseless and asinine accusations on who did what, we must address the need to get bullets, bandages, and rations to the frontlines of Iraq, so that justice may prevail and a nation find it's sovereignty secure once more. Sushma Swaraj Minister of Foreign Affairs Republic of India We are dismayed to see the progress of the ISIS group and their ability to so far withstand the military might of both Iran, Iraq, and the Pakistani airforce. We have had experience in dealing with terrorists from external sources, and I think our experience in dealing with those threats would be an asset to the coalition. |

Head of KRG Foreign Relations Council Former Iraqi Foreign Minister Hoshyar Zebari Minister Swaraj, I am sure that we would all be thrilled and glad to have Indian support in any capacity concerning the situation. The world is coming to realize that the threat of IS becoming a real, permanent state, would be like a cancer spreading to all the corners of the globe. We ask that you contact the governments involved on what you could add to the situation and the coalition. |

It is at this point in time that the KRG requests a substantial increase in the number of combat aircraft made available by coalition forces, and training advisors to the Peshmerga. The fact that IS resorts to cowardly suicide attacks only highlights their current impotence in facing our well-established forces on the frontlines. We will address the security of our civilian centers doubly, but we refuse to allow acts of desperation on the part of ISIS undermine our frontline integrity. I ask all coalition members, and all states not yet a part of this cause to eradicate a modern plague from our lands, please join us now in crushing these cowardly men. |

![]() Mohammad Javad Zarif Foreign Minister of the Islamic Republic of Iran At this point the Islamic Republic is highly concerned with the recent reports concerning border clashes between the KRG and Iranian forces on our borders. At this time I would advise the Kurdish government while we consider them friends we will not tolerate aggression and violence near our border and Iran will fully respond if the border clashes do not cease. |

Dear Foreign Minister Zarif, We too in Erbil are stunned at this development! Let me also state that we too feel that the Iranian government and people have always been close friends of the Kurdish people in Iraq. We are unclear as to why some of our border units have come into armed contact with Iranian forces on the border, as the new measures outlined by the IKP merely wished to step up checkpoint checks, searches, and troop awareness of IS and other militant fighters coming into the country. These are self-defense measures, taken in order to prevent tragedies like the ones witnessed in Erbil and Kirkuk from occurring. We will launch an investigation as to why these incidents are all of a sudden occurring, though we cannot rule out the fact that perhaps ISIS infiltrators with Peshmerga or Iranian uniforms are responsible for instigating a much larger firefight in these areas. We repeat to the government of Iran this is not, nor will it ever be part of our current military strategy in the KRG and Iraq. |

Domestic popularity: -5.00% - 'are we seriously supporting Tehran in favor of our Kurdish friends, we have suffered a long history of discrimination in Iran, and continue to be repressed in many ways.' |
