Press release on news of Pakistani talks with Taliban

Subject:: Talks between Pakistani government and Taliban

Washington has received news that the Pakistani government has initiated into a new round of talks with various Taliban linked terror groups in the region. It is the believe of Washington that these renewed efforts to come to a peace-agreement with terrorist organizations will achieve the opposite in the long run. If a settlement between the Pakistani government and the Tehrik e Taliban Pakistan (TTP) is to be reached, Washington fears that it will create a dangerous situation for the entire region. Washington believes such a settlement could hand the Afghan Taliban a safe haven to continue its insurgency for years to come, whereas other regional terrorist organizations could utilize this same safe haven to prepare their operations in other areas of this part of the world, including India or China.

We urge Pakistan to ensure that no safe haven will be established, and that while such a step would provide peace in the short term, it is not in the best interest for Pakistan or its neighboring countries in the long run.

Press release on news of Iranian willingness to sign CTBT

Subject:: Iranian announcement to sign CTBT

Washington received news that Iran is considering to become a signatory to the Comprehensive Nuclear Test Ban Treaty (CTBT). Such a step would been seen by the United States as a positive development, however the major obstacle will remain the Iranian reluctance to allow the International Atomic Energy Agency (IAEA) access to the Parchin site. Despite reports of the IAEA on nuclear program related activities at this facility, Iran refuses access to the site on the claim that in 2005 nothing had been found by the IAEA. This stance however ignores a 2011 report on suspicious activities in 2011, six years after the initial inspection.

The United States views the step to become a signatory party to the CTBT as positive, but emphasizes that this does not address the main issue of non-compliance to the Geneva Agreement.

Press release on news of biological weapons use in Syria

Subject:: Use of biological weapons in Syria

The Unites States is shocked at the news of the use of biological weapons in the Syrian conflict. We have in the past clearly stated that this is a red line that should not be crossed, a stance we continue to adhere to this moment.

Intelligence and military assets are currently gathering more information about the attacks and its source(s). Let it be clear that those that carried out the attacks will be held accountable and will be brought to justice, as Washington will not tolerate the use of such weapons, especially when so many people are being affected by them.

The United States Military has allocated no less than US$500 million towards assistance in the stricken region, with priority being granted to ensure that the situation will not deteriorate any further.

Following this tragic milestone the United States calls upon the international community and the Organisation for the Prohibition of Chemical Weapons (OPCW) to step up its efforts and to ensure that the entire chemical and biological arsenal of warheads is handed over to the OPCW and will be properly destroyed. Washington expects that there will be no resistance to such an undertaken from any party, including the regime of Assad. No one can or ever will wipe away the images of children suffering at the hands of the attack from this illicit arsenal. This should be a grim reminder to all the world why these weapons have long been shunned by the civilized world and ensure that we will need to remove these weapons from the Syrian theater.

Press release on Minsk Treaty

Subject:: Response on Minsk Treaty

The United States is extremely satisfied with the recent ratification of the Minsk Treaty, the agreement that addresses the current situation between Ukraine and Russia. Despite this optimism, Washington is somewhat concerned over the fact that the agreement itself does not explicitly mention how several matters will be implemented. Among things the demilitarization of the eastern Ukrainian oblasts of Luhansk And Donetsk, and the militias stationed here.

Washington calls upon Moscow and Kiev to reserve a role for international organizations such as the United Nations or Organization for Security and Co-operation in Europe (OSCE) in the disarmament process of the various militias. At the same time we urge that investigators can return to what is left of the crash-site of Malaysia Airlines flight MH17, and we call upon all sides to cooperate with the renewed efforts to investigate the downing of this civilian airliner.

Subject:: Response on to expansion of Israeli settlements

Washington rejects in the strongest terms the legitimacy of continued Israeli settlement activity. For more than four decades, Israeli settlement activity in territories occupied in 1967 has undermined Israel’s security and corroded hopes for peace and stability in the region. Continued settlement activity violates Israel’s international commitments, devastates trust between the parties, and threatens the prospects for peace.

The recent decision to expand the number of homes in the Gush Etzion, will undermine the trust between the different parties and will not have any positive contribution towards solving the decades long dispute. We call again on both parties to take constructive actions to promote peace and avoid actions that complicate this process or undermine trust. We urge both parties to take advantage of the international assistance that is being offered and return to direct talks.

Subject:: Afghan basic security agreement and power-sharing agreement

We congratulate President-elect Dr. Ashraf Ghani. We look forward to a close partnership with Dr. Ghani and Dr. Abdullah Abdullah as they form and work together in the Government of National Unity.

Most importantly, we congratulate the people of Afghanistan. We recognize the millions of Afghan men and women who courageously went to the polls to vote on April 5 and again on June 14, defying Taliban threats to exercise their right to vote and to take their part in advancing democracy in Afghanistan. The bravery and collective hopes of Afghans must be respected by the government of national unity, which can now use its strong and credible mandate, and the legitimacy provided by the votes of millions of supporters, to implement a national reform agenda that will improve the lives of all Afghans.

We are also pleased with the announcement of the new basic security agreement. We are keen to work with the Afghan authorities in providing security to the Afghan people in the coming years, and we praise both Dr. Ashraf Ghani and Dr. Abdullah Abdullah for the steps they have taken to ensure a prolonged mission of NATO and ISAF in Afghanistan.

Press release on Iranian nuclear program

We are pleased with the recent announcement of Tehran to allow partial access to the Parchin site. While this is still short of the complete and unrestricted access that the international community is seeking to the site, it is a positive step that provides opportunities.

In the renewed talks with Iran we have offered to ensure that future inspections to all sites and facilities linked to the Iranian nuclear program will be unrestricted and complete. In return we are willing to discuss a financial scheme to ensure that a robust international system of inspections to verify that Iran has no nuclear weapons program can be facilitated. Along with a scheme to reduce and ultimately end the current sanctions that have been instituted against Iran.

Washington however emphasizes that full and unrestricted access to all nuclear related sites is a hard criteria, that will need to be met, before any permanent agreement will be acceptable.

Subject:: oil fields seizure and referendum on independence

We are extremely dissatisfied with the actions taken by Erbil in the recent weeks. Despite our requests to not move forward with the efforts to seek independence, until the threat by the Islamic State (IS) is controlled, Erbil in the past weeks announced that it would be holding a referendum on the subject of independence. Despite U.S. and other international concerns that such an action would have for the stability of the coalition against IS, Erbil pushed forward with its plans to hold such a referendum. We find this regrettable and call upon Erbil to suspend any such referendum until the threat posed by IS is firmly under control.

Yesterday we received news of another regrettable action being undertaken by Erbil. We do not believe that this actions will serve the best interest of the Kurdish people. The unilateral actions by Erbil to seize oil fields that belong to Baghdad is an act which we must firmly condemn, especially as it will only weaken the stability of the coalition against IS, and undermine the position of Erbil internationally. We call upon Erbil to cease these unilateral actions and turn towards diplomacy and direct consultations with Baghdad on various matters.

Subject:: Attack on Seoul TV tower

Washington sends its condolences to the victims of the dreadful and cowardly attack on the Seoul TV tower and condemns in the harshest of words the attack that has taken place there. The apparent involvement of Pyongyang is considered a dangerous development to the stability in the wider region. While the attack itself is deemed illustrative for the provocative, destabilizing, and repressive actions and policies of the Government of North Korea. Washington considers these actions to be in direct violation of United Nations Security Council resolutions 1718, 1874, 2087, and 2094.

This attack and these policies constitute a continuing threat to the national security, foreign policy, and economy of the United States, and Washington will therefore commence preparations to expand the scope of the national emergency declared in Executive Order 13466 of June 26, 2008, expanded in scope in Executive Order 13551 of August 30, 2010, and relied upon for additional steps in Executive Order 13570 of April 18, 2011. Washington will address this threat and take further steps with respect to this national emergency.
