With reports of the recent arrival of Russian military aircraft in Venezuela and the seizure of Russian aircraft by Brazilian military, the United States is watching the situation as it develops intently. We do not believe the Russian deployment to Venezuela to be conducive to stability in the region, and is an attempt to goad a response from the United States. We believe this to be the case as a result of Russian attempts to enter Cuba being rebuffed, resulting in a deployment to Venezuela in what the Russian government has called an "act of defense" against the possibility of Brazilian aggression.

The United States has deployed the USS Mustin to Colombia following negotiations with the Colombian government as a show of renewed cooperation in the fight against the trafficking of narcotics from Colombia to the Caribbean and North America. This was negotiated before Russian aircraft arrived in Venezuela, and should not be seen as a reaction to a Russian deployment. The United States is not interested in playing games with the Russian Federation, and will not be pursuing a policy of "tit-for-tat" despite the provocation.

The United States applauds the recent developments in Iran which has resulted in the release of Green Movement activists and leaders following their incarceration in 2011. We are also pleased to see a record number of Presidential candidates in Iran's upcoming Presidential elections, including recently released Mir Hossein Mousavi.

We will be watching the developments of Iran's presidential election with a close eye, and hope that a conclusion to a nuclear deal with the Islamic Republic of Iran is reached in a respectable timeframe.

The United States would like to congratulate Deniz Bayka and the Republican People's Party (CHP) on their victories in the Presidential and Legislative elections in Turkey and welcome the news of the pardoning of former President Recep Erdogan. Even in spite of his actions, the willingness to pardon and release former President Erdogan is a significant sign of reconciliation in Turkey, and is welcomed by the United States.

In Brazil, we also congratulate President-Elect AƩcio Neves & Aloysio Nunes on their election in Brazil. We hope that with their election change can be brought to Brazil and peace and stability comes back to Latin America. President Clinton called President-Elect Neves to state that the Arms Embargo and any sanctions put in place against Brazil will be lifted by the new year.

With the most recent report about an attempted assassination of Syrian President Bashar al-Assad and accusations in Syrian State Media about American involvement in the plot, the White House is coming out to state that there was no plot conducted by the American government. The United States had no involvement with the governments of Turkey and Israel in an assassination plot against Assad, nor do we believe either government to have been involved in the plot, either. We will monitor the situation and discuss the matter with regional partners, but must reiterate that we currently believe this assassination attempt was not the work of any foreign powers.

Subject:: American Naval Presence in the South Atlantic
Following recent reports by WNN about American vessels operating in the northern portion of Latin America, American vessels have been operating in the region for several months now.

The United States deployed warships to Colombia following a request by the Colombian government following the actions of the Brazilian government last fall. What soon followed was the short and ill-fated Venezuelan invasion of Brazil, which resulted in American vessels remaining in the region for longer than originally intended. The ships were then tasked with anti-arms smuggling and anti-Cartel operations in the mean time, up until recent tensions between Venezuela and Guyana have resulted in the attention of the international community. Some American vessels are continuing previous operations, but more recent deployments are meant to monitor the situation developing between Venezuela and Guyana with no intention of intervention.

We have urged for negotiations to occur between Venezuela and Guyana, however Venezuela's government claims that Guyana has refused attempts to negotiate, resulting in a rise of Venezuelan military activity. The United States will continue to monitor the situation closely, and hope for a peaceful solution to the dispute between Venezuela and Guyana.
