The reports of a biological warfare attack allegedly carried out by the 'Islamic Legion' are a heinous crime against humanity and against Islam, and I would like to express my condolences to those people in Mosul. I would like to ask my Iraqi counterpart if there is anything that the body can do to assist in this time of need, and to ask my fellow members to join together to help those affected by these abhorrent attacks.

Furthermore, we question whether a response against Assad should be prepared. It is clear that the Russian Federation would protect Assad, and therefore the international community cannot truly be relied upon. We must consider no option removed from the table in our response against this barbarian.

I thank my Saudi brother for his words on this matter. Iraqi does require assistance in treating the affected people and area. However, due to the ongoing fighting in the area this remains problematic. I suggest a humanitarian mission be undertaken via the Red Cresent.

I believe that we must first contact ISIS, the Syrian government, and any rebel groups in the areas, to ensure that aid workers are not hurt during their mission. If nations wish to help, I suggest the sending of medical teams and financial assistance to cover the supplies needed.

As for a military response to this matter, we are receiving conflicting reports of who the guilty party is. Intelligence is still coming in and I shall keep you updated of any developments. If this turns out to be the work of Assad, then he will be held accountable.

I don't know how my government can assist yours, but we will provide as much as assistance as you require and that we are feasibly able to give. I will consult with fellow members of the GCC and look to provide a large amount of financial support to those affected, as well as logistical support for aid workers if needed.

And you are correct, Assad will be held to account, both in this life and before Allah!

I would like to thank the GCC for their generous aid during this dark time. This aid will be the difference between life and death for many of our people and we are in your debt. I urge all members to forward any substantial intelligence they uncover about this attack to the Iraqi Security Directorate.
