After much consideration we have decided that our cooperation with the fight against ISIS will be in the form of cirurgical atacs against ISIS targets in Syria. Our airforce is known as a small but skillful one and so I think its the best contribution we can provide. I am planning with the Air Force to fly drones over Northern Syria and then hit strategic targets, coordinated with the local allies. We just need a base for that, we tough about Cyprus, Turkey or Greece. We would like to hear your opinions and also ask for authorization to use the bases. i yield the floor |

United States Permanent Representative on the Council of the North Atlantic Treaty Organization Representatives, While we have the Islamic State seemingly on the back foot in Iraq, their spread in Syria has been left unabated. The United States will soon be expanding our air operations to allow strikes against IS in Syria, and we call upon those NATO members in the region to aid us in this. The support of Turkey in this endeavour will enable us to strike swiftly and efficiently against the Islamic State militants, even if said support is limited purely to using air bases in southern Turkey. |

Canada is prepared to conduct any air strikes against the Islamic State, currently being based out of Jordan. |

Permanent Representative to NATO We do believe that NATO must push along a broader front on the Syrian issue to deal with the threat ISIS posses. We continue to insist that a no-fly-zone over Syria is sought in order to limit the capacity of the illegitimate Damascus regime to bomb and attack its own people. Turkey has repeatedly stated before that it is prepared to create exclusion zones to deal with the massive exodus of refugees from the Syrian state, but this can only be done through a unilateral no-fly-zone enforced by a broad spectrum of coalition members, including Turkey. The ultimate goal should not merely be the elimination of ISIS, but of the Assad regime which brought it to existence in the first place. Frustration and violence breeds extremism, and peace in Syria can only be achieved through extensive support of opposition forces and a new democratic government based upon secular values. |

Ständige Vertretung der Bundesrepublik Deutschland bei der Nordatlantikvertrags-Organisation | Permanent Representative of Germany to NATO Germany believes a no fly zone would be counter-productive and also cost a lot of aircraft and possible loss of NATO members lives and aircraft. This is something that the Bundestag and the German public will not have the stomach for and will not allow us to operate aircraft. We are strong in fighting ISS, but the problem is an air war against them is not going to complete eradicate them., |

The fact of the matter is that the Islamic State is the greatest threat to stability in the region at this time. We are not willing to begin operations in a country where our forces will be under attack from all sides. The Assad regime, while causing humanitarian issues in Syria, is not the priority we should be facing. Consider this, the Assad regime falls and is replaced by the Islamic State Caliphate. What will your government do in this event, Mr Berk? Inaction by key players in the region has exacerbated the situation and allowed IS to achieve significant gains in both Syria and Iraq. The time has come to forget petty politics and take action against the threat posed by the Islamic State. |

Marjanne de Kwaasteniet Permanent Dutch Ambassador to NATO What about cirurgical raids against targets on the ground used by ISIS as a revenue source, as refineries and oil fields? I think such strikes would weaken the extremists significantly and would not be opposed by the Assad regime. We are willing to carry out such mission, we just need authorization to use air bases in the region. Thus, we would like to inquire que Turkish representant if we could use the Konya airport? |

United States Permanent Representative on the Council of the North Atlantic Treaty Organization Representatives, I can confirm that the US embassy has been in contact with the Assad regime in order to ensure that coalition air operations will remain free of harassment from Syria's own forces. I will update you all on the result of this in the coming days. The ability to station air forces in Southern Turkey would be a crucial factor in the success of any air operations inside Syria, and I call on Ankara to allow the coalition to base units in the Country regardless of Turkish involvement with the operations themselves. Air strikes against Islamic State facilities will be an important factor in degrading the so-called Caliphate, and any operations should also target their money-making facilities. |

Permanent Representative to NATO The Assad regime has been collapsing for years, and has taken hundreds of thousands of lives in its futile effort to illegitimately cling onto power. The coalition is keen to use bombs against militants, yet fails to realize two important factors: the rise of ISIS in Iraq is the result of that state's non-inclusive politics towards Sunni Muslims; its rise in Syria is the result of the Assad regime and the brutal war it continues to wage against its own people. Turkey is prepared to contribute through a comprehensive effort which would target not only the current danger but also its causes. That is why we continue to believe that a no-fly-zone over Syria, combined with a series of buffer zones for security purposes and provision of safe areas for thousands of refugees, and a strategy to arm and train the moderate Syrian opposition, is the only viable strategy. We cannot accept a solution whereas areas liberated from ISIS control are occupied by equally vicious groups - be they the murderous armies of Assad, or Kurdish terrorists. It should be regarded as paramount to any effort to ensure that the Free Syrian Army liberates and holds territory that is currently under the control of ISIS. Edited by Eryk, Oct 29 2014, 10:16 AM.
