Deputy Minister of Foreign Affairs It is my pleasure to welcome the Israeli delegation to Ankara in order to discuss standing issues. I believe that before we move forward with our discussions it is imperative to note the importance of this conference and the potential it has to break barriers in our relationship, or create new ones. It is our hope that given the deteriorating security in the Middle East some movement on certain issues can be achieved, allowing for a workable relationship to rebuild over the course of the coming years. We propose the following overview of our discussions: 1) Economic relations and the capacity to expand both as a means of strengthening ties, increasing bilateral trade, and growth of both respective economies, 2) Defense relations, including the review of suspended defense projects and the potential to resume these, and 3) Diplomatic relations overall, with greater cooperation and consultation on regional issues. |

Deputy Minister of Foreign Affairs Mr. Hanegbi, There will almost certainly be disagreement on the Gaza Flotilla and the events that unfolded subsequently. It appears as if your government is insisting on Turkish acceptance of the Israeli perspective as the only correct one, despite facts to the contrary which I have mentioned. As a pragmatic measure, we recognize our differing perspective, accept the Israeli apology, and will not stand in the way of any settlement to the victims and families of the victims. If the Israeli government wishes for Ankara to coordinate this matter, we will investigate the situation and propose the settlement to the families which brought the case against Israeli officers. We do not feel any apologies or owed or needed. As you yourself stated, statements and actions are two different things. Mr. Netanyahu did not apologies for statements that he made, but for the conduct of Israeli forces and the killings of Turkish citizens. If there was no change administered to Turkish policy as a result of any of the statements quoted, we fail to see their relevance, aside from wanting to stall the effort to restore working diplomatic relations? With regards to sanctions, as clarified privately and at the beginning of the conference, Turkey is prepared to resume defense contracts on a case by case basis, as some may be outdated, and restore cooperation with Israeli defense companies. |

![]() Israeli Deputy Minister of Foreign Affairs Mr. Koru, You remain to keep fuelling our differences by referring to the facts that Turkey seems to hold prerogative over, while at the same time issuing statements in which you state that you are ready to see beyond the Gaza Flotilla incident. Yet Israel too is willing to proceed despite said differences in opinion on the events. In order to proceed I see no other choice but to await the Turkish Government’s handling of the compensation package proposed by Israel as it effectively closes the core of our diminution in relations. We are disappointed that Turkey cannot see the relevance in withdrawing and issue an apology for official statements in which, but not limited to, Turkey has compared Adolf Hitler’s despiteful and terrible character to that of Israel’s and gone as far as refereeing to the Jewish people as “colonists”. These statements has been issued by the two top executives of your government, whom too has initiated and tasked you with this mid-level dialogue. Further to that notion, the fact that you outright refuse these remarks and their requested withdrawal as part of restoring diplomatic relations is indeed worrisome. Let me be perfectly clear it is a requisite from the Israel Government that these comments are officially addressed by Turkey and that they are officially withdrawn for the purpose of restoring relations that Turkey pursues. |

Deputy Minister of Foreign Affairs We will begin the process shortly with regards to the Flotilla issue, and hope that we can provide an answer as to the compensation proposal shortly. With regards to apology, I must once more emphasize that politics and rhetoric should not overshadow actual actions. You rightfully mention that these mid-level negotiations were ordered by Prime Minister Davutoğlu. Does this not sufficiently clarify the intentions of his government, as opposed to age-old quotes which have no relevance in any diplomatic reconciliation. It can certainly be agreed that the level of emotion in such statements is too great, however I firmly believe it is a product of deteriorating relations and not a general hostility towards Israel or Jews. |

![]() Israeli Deputy Minister of Foreign Affairs Mr. Koru, I thank you for emphasising that the Turkish Government will address the compensation issue locally. Now, it remains to be the request of Israel that Turkish executives must officially announce that it is working towards reconcillation and that it understands that certain statements made in the past may have been too harsh and too derogatory against the Jewish State and that these discussions also seeks to reconcile on said comments and statements. We simply cannot allow these statements going about unnoticed and unaccounted for. |

Deputy Minister of Foreign Affairs We still await a response on the compensation issue. With regards to previous statements, we emphasize that actions speak louder than words. We hope that the new comments by President Erdogan clarify the Turkish position on the matter more effectively, and that whilst we continue to oppose Israeli policies with regards to the Gaza strip, we hope to lobby as a partner to limit violence and bloodshed instead of criticize as a bystander which will yield no significant results for the people of Gaza. We recognize our partnership with Israel to be in need of repair, and are prepared to take the difficult steps necessary to build a working relationship in the face of security threats which both of our countries face from Islamic extremism to illegitimate collapsing regimes. |
