![]() Fuad Masum President of Iraq Greetings, Delegates. I feel that we need to discuss with great urgency the threat to the international coalition also known as Kurdistan. Their provocative actions seem to know no bounds lately. However no matter how far they seem to go out of their way to create further problems for the middle east as a whole it seems the international community is happy to allow them to get away with whatever they want. Need I remind you that is it not, nor shall it be, a recognised state. It is a mere organisation which thanks to the international community is better armed and funded than many countries armies are. This has emboldened them to create a large number of problems for the region. I remind the US that the level of support that Kurdistan is currently gaining is likely to alienate you further from an already volatile region, including your NATO ally Turkey. Kurdistan to date has received far more support than the legitimate government in Iraq and this is far from acceptable. It seems that we are all determined to see Iraq split despite this coalition created to keep it together. We call on the international community to finally come together and condemn what the Kurds are trying to achieve and profit from the conflict. I appreciate the Kurdish efforts against ISIS but they seek to break Iraq further. These issues need to be urgently addressed before they spiral further out of control. |

Minister of Foreign Affairs Whilst we do not approve of the language utilized by both the Republic of Iraq and the Islamic Republic of Iran with regards to this issue, we do believe there is a prevailing regional consensus regarding the implications of Iraq disintegrating into separate republics. Ankara firmly supports the territorial integrity of Iraq and its construct as a nation, and will continue to do so. |

Frank-Walter Steinmeier Foreign Minister We believe that the Kurds are making good progress in creating a progressive, stable, and democratic authority. While we do not want to see destabilization, we encourage Baghdad to guarantee the permanent autonomy of Erbil. |

Mr. Steinmeier, My government is in possession of evidence that the Kurdistan Regional Government has outsized territorial and expansionist ambitions upon independence. For example, it has purchased advanced military hardware from the Zionst regime in Tel Aviv even though such weapons are useless against ISIL. The weapons in question are really only effective when planning wars of aggression; clearly to claim Kurdish territory in Turkey, Syria, and Iran. Furthermore, our intelligence services have uncovered clandestine connections between the PJAK, a Kurdish separatist movement in Iran responsible for numerous terrorist activities, with the KRG. Several arrests have already been made, but we have clear indicators that the KRG is harboring this movement in Iraq. The KRG has been unresponsive to our repeated requests to cease supporting such organizations. It is clear that the Kurds are exploiting the good will of the international community in combating ISIL to dismantlement and weaken Iraq in contravention of international laws and principles recognizing Iraq's territorial integrity. Frank-Walter Steinmeier Foreign Minister We understand your concerns but would like to point out that, in many ways, ISIS is a conventional fighting force in its present form. Syrian reports say the Assad government has shot down "ISIS fighter jets". The purchase of Israeli military equipment in these circumstances is not conclusive evidence of expansionist tendencies. Kurdistan already controls the entirety of the Kurdish majority areas of Iraq and Syria, or at least the lion's share of these lands. For them to expand into Turkey and Iran would be to fight the region's two strongest and richest countries, which we do not believe the Kurds will do. Germany understands the fears of all countries of military threat, but at this time they do not appear to be founded. |

Deputy Prime Minister Talabani Mr Charmchi, my government has already explained the situation to yours privately and through appropriate channels, but if you wish to make this non-issue into the new paradigm of Iranian foreign policy in the region, so be it. My government has purchased light anti-aircraft artillery from the State of Israel yes, such weapons are needed to improve the amount of firepower currently used by our forces, as these weapons also make ideal systems to mount on tracked, as well as wheeled vehicles and are far more cost-effective than purchasing MBT's when engaging ISIS forces in dug-in positions or urban environments. We are completely outraged and grieved by the tone of the Iranian delegation in this matter, a topic which we consider offensive to begin with, yet will defend our actions in full knowledge of the good intentions for the region our policy decisions entail. We ask that Tehran forgive us and not feel threatened by the purchase of old Soviet era SPAA's like the Shilka, and WWII era technology in the form of anti-aircraft guns to be mounted on light transport vehicles. As for the claims of PJAK, sir, PJAK only exists because of your government's various crimes against women in the region, and the medieval interpretation of Sharia law in rural areas. Stonings, rape, and mob beatings have no place in modern judicial jurisprudence. PJAK is a result of the Iranian government's flawed law-making and ineffective engagement with it's own Kurdish minority. We here in the KRG respect the sovereignty of our neighbours, but you too must respect the right to human decency of all your citizens man, or woman. We shall have nothing more to do with this senseless and vitriolic discussion from a regime we consider our friend and trusted neighbour, when obviously a policy change is occurring within Tehran over unsubstantiated and minuscule reasons. Deputy Prime Minister Talabani and the KRG delegation leave the room |

It is unfortunate that the representatives of the KRG have abandoned dialogue and negotiation in the favor of unilateral action and disengagement. This policy did not work well for the United States in Iraq, and it does not work for the Zionists in Palestine, and it will not work for the Kurds in Iraq. Even while the KRG offers empty gestures like the Baghdad conference and apologies, they move relentlessly towards dismembering Iraq. If this is indicative of the kind of engagement that an independent Kurdistan will pursue, it does not bode well for the region's security. A drastic deterioation in the security and political situation in Iraq will be of intense and vital interest to Iran. Shapur Bahman Charmchi Ambassador to Iraq Islamic Republic of Iran |
