Peacekeepers in Ukraine

At the behest of the Ukrainian Government, we would like to post the following resolution to be discussed.

The Security Council,

Recalling the Agreement signed by the valid parties in Minsk, Belarus on 24 October 2014,

Recalling the Statements of its President of 18 July 2014, and its resolutions 2166 (2014),

Reaffirming its strong commitment to the sovereignty, independence, and territorial integrity of the Republic of Ukraine,

Noting that the implementation of resolution 2166 (2014) has no yet been completed,

Calling for the immediate disarming of all non-State actors in the Ukrainian regions of Donetsk and Luhansk,

Welcoming the Republic of Ukraine's, the Russian Federation's, and the Organization for Security and Cooperation in Europe's intent to establish a international monitoring mission in the Republic of Ukraine to oversee the disarming of all non-State actors in that country,

Underscores that Member States are obligated under Article 25 of the Charter of the United Nations to accept and carry out the Council's decisions,

Endorses Organization for Security and Cooperation in Europe (OSCE) Special Monitoring Mission in Ukraine,

Underscores that all non-State actors in Ukraine should be disarmed at the earliest possible time

Acting under Charter VII of the Charter of the United Nations,

Decides to authorize the immediate establishment of a monitoring mission in Ukraine, in conjunction with the Organization for Security and Cooperation in Europe, which shall be authorized to take all necessary measures as appropriate to carry out the following mandate:
(a) To support dialogue and reconciliation in Eastern Ukraine;
(b) To monitor, oversee, and if necessary, contribute to the disarming of all non-State actors in Eastern Ukraine;
(c) To contribute, as may be requested and within capabilities, to the creation of the necessary security conditions for the provision of humanitarian assistance;
(d) To protect its personnel, facilities, installations, equipment and mission, and to ensure the security and freedom of movement of its personnel;

Promises to limit the total number of law enforcement personnel within the mission to no more than 2,000.

Germany is not a member of the UNSC, and has not been requested to respond to the matter at hand. I will allow it this time, as the discussion involved the OSCE, but follow the correct procedures next time.
