Baghdad Conference; US, KRG and Iraq

Let me begin by thanking the delegates from the Kurdistan Regional Government and from the Iraqi government for meeting with me. The issues between your two groups are considered of the utmost importance to the United States government, and we wish to see these issues end with an agreement that is acceptable to both parties. In order to accomplish this, I will be moderating this discussion personally.

We will begin by a statement of issues that both parties have with the current situation. In this statement, please explain the current situation, how your government and people are negatively effected by this, and what your desired outcome is. I believe that once everything is out on the table, we will be able to work towards a mutually beneficial solution to these issues.

If the representative from Iraq would please start us off.

The American Government strongly supports the right for the people of the Kurdish region to have a form of self governing. It is the right of all peoples to have a choice in who leads them and in which way. However, we are also sworn to uphold the national sovereignty of our allies, such as Iraq. The possibility of the Kurdish Region separating from Iraq entirely, is obviously a direct threat to Iraq's integrity as a nation. So, as we are all aware, we face a problem with numerous issues that will not have a simple solution.

I believe I have worked out a possible compromise between all parties involved, one which will allow the nation of Iraq to remain much as it is today, while also allowing the Kurdish people a more powerful voice in their affairs. This compromise involves the creation of a nation that will be similar to the idea presented by the Kurdish government, however, it will involve a much stronger unified, central, government in Baghdad. Such a government will involve ensured powers to all ethnic groups in Iraq, and fair treatment to all. Equal peoples working as one to achieve a common goal, as it were.

Sadly, the formation of such a government would take more time than we seem to have. With the issues in Baghdad growing worse by the day, and the referendum looming over head, I fear that unless a change of schedule is made we will not be able to work towards this compromise. In order to have ample time to discuss specifics--in a more private venue--I request that the Kurdish Regional Government post pone the upcoming referendum on Independence until at least the end of January. With the extra time we will be able to meet and discuss the fine issues with both parties.

The central Baghdad government is an essential component of any potential deal. We will not have our country split in two due to a conflict not even a year old. We will be consulting with our regional allies regarding the situation too.

We hope an agreement can be placed forward in full details soon as time is not on our side gentlemen.

Any agreement made must involve the direct contribution of the Iraqi government. This is not simply about us placing an agreement on your desk to "rubber stamp," this is about mutual dialogue and cooperation between all parties. As such, I have been authorized to invite a representative from the Iraq government and the Kurdish Regional Government to Washington, where we can discuss these matters in person over an extended period. If you are willing to do this, arrangements can be made within days. Then we can move forward.

While I cannot say the KRG is completely satisfied with the counter-proposals presented, this is so far the closest we have come to permanent solutions to the issues at hand and we will gladly accept the American offer to continue these talks in Washington.

Thank you gentlemen, I must first return to Erbil to settle matters there before departing for Washington this week.
