Condemnation of Zionist Aggression

The Government of the Islamic Republic of Iran condemns the recent Zionist aggression in Syria as a flagrant violation of international law against wars of aggression and crimes against humanity. Preliminary assessments we have received indicate that the attacks did little damage to Syria's strategic weapons capabilities and came at heavy cost of civilian life. Our advisors in the country have reported at least one entire family has been totally wiped out. This is the true meaning of Zionist expansionism, the Muslim peoples are the targets of it. The Zionist aggression will only further inflame the tragic civil war in Syria and strengthen the enemies of humanity. Given the size of this airstrike, it is easy to believe that the Zionists would like to see the Islamic State victorious in Syria.

The Russian Federation strongly condemns the illegal attacks conducted by the State of Israel against the Syrian Arab Republic. As I listen to the words spoken in this discussion I see many different views being expressed through similar words. There are the views of hatred towards Israel, views claiming legality, views which are regretful but clearly not condemning, and views which seem to openly support the illegal strikes. As a permanent member of the United Nations Security Council it is Russia's job to remind all those here that until the UN decides otherwise the current government in Syria is still the recognized government and that needs to be respected in international chambers and discussions. In addition, even if your government does not believe they are legitimate, the borders of Syria and the state that is Syria is legitimate. And the fact that Israel crossed those borders and launched attacks against targets inside of Syria should be condemned, and other actions should be taken.

It is well known that the Russian Federation has long been a supporter of the government of Syria, and that is because it is the legitimate government which is currently being attacked not only by the extremists in ISIS, but also by groups so convoluted and potentially dangerous that not even the Free Syrian Army, or Washington, can decide who is safe to support. That right there should tell the international community who to support.

Now, onto the topic of the strikes specifically: Russia has long had a complicated relationship with Israel: cooperating in some areas and at odds in others. I do not think anyone here can deny that and we certainly wont. In this case, though, they have stepped over a line and conducted what many organizations, including the UN, would consider an act of war against a sovereign UN member state. Whether you agree with their politics or not, you cannot simply go around and launch strikes against them. While reports are still coming in, Russia is announcing that it will be upgrading the Syrian Air Defense network and if any further strikes are attempted without direct permission from the legitimate government in Syria under President Assad the Russian Federation will take action against those who conducted the strike politically, economically, and potentially militarily if the situation warrants it.

Let us make this perfectly clear gentlemen: Russia cannot and will not accept the breach of Syrian sovereignty such as what happened with the Israeli airstrikes.

I applaud Mr. Lavrov for his brave opposition to Western imperialism and aggression.

We have also received an update on the final casualty numbers. The total dead is counted at 145, including 24 children.

Given this atrocity, the Ministry of Defense is considering increasing naval patrols in the Persian Gulf and Strait of Hormuz, as well as increasing the readiness of shore anti-ship missile batteries, in order to prevent Zionist nuclear armed submarines from attempting a similar dishonorable attack on the Iranian nation. Anti-submarine operations may include the deployments of underwater mines and anti-submarine nets as well as increased aircraft and surface patrols. A surprise attack on Iran will result in the total destruction of the aggressor.

Following the aggressive and highly illegal actions of Assad with the use of smallpox and anthrax, Paris is reexamining it's recognition of the Ba'ath party as the legitimate government of Syria. A governments primary role is the protection and safety of it's citizens first and foremost. Assad and his party has not only failed to do that, but they have actively worked against that and have worked towards the opposite with both Chemical and Biological attacks upon their own people.

Paris recognized the Syrian National Council as a legitimate group in 2011 and now we are looking into options to change that. If that is the case, then we can view the actions of Tel Aviv (if they are the responsible party) as legal in accordance to the defense of the SNC against a hostile and illegal opposition in Assad.

The silence from the Zionist command center is an obvious indication of their knowledge of guilt and their cowardly intention to avoid any accountability for their crimes. They of course wish to avoid any kind of public accounting of their actions and hope that the world will simply let them pass.

While the FRG never condones the use of violence, we recognize the necessity of resolving the very real threat of Syrian WMDs. We believe the current outcry against Israel is more an expression of long-running distaste for the Jewish state in a new form than of genuine concern with its actions. Surely Iran and other countries can see that the continuing destabilization of the Assad government could result in chemical weapons falling in the hands of militants who are bitter about Iran's support for their former enemies, among other concerns.

The crime of aggression against Syria perpetrated by the Zionist regime furthers the destablization of the Syrian government, and creates that very real risk you described. Killing over one hundred civilians only further inflames the civil war, and makes it more likely for extremist movements like ISIL to succeed. It is important that the international community condemns unilateral military action. Of course, the silence of the Zionists and the United States on this matter is most telling. I appreciate Berlin's interest in the subject and ask that your Government views this aggression with an eye towards justice and accountability.

We thank the Iranian government for their concern for Syrian sovereignty and believe that your government means well with regards to Syrian civilians. However, while we recognize the need to roll back threats like ISIS, we also understand the Syrian government has failed in its mission to do so. Instead of attempting to fight these forces, Assad has been concentrating most extensively on the original Syrian opposition. The position of Syrian allies is caught in the difficult dilemma in that in order for their solution to work, the Syrian government must achieve primacy, which is unacceptable given its crimes and how multiple governments recognize an alternative authority. Resolution on this question of which Syrian authority is to be recognized will not come except in the long term. In the short term, the elimination of Syrian WMDs was a positive development, since regardless of ISIS gains until an agreement between the government and opposition can be reached, the group will not come into possessions of chemical weapons.

There has been no independent confirmation that the Zionists actually destroyed (or even intended to destroy) Syria's chemical weapons. The large amount of civilian deaths reported to my governmenti suggests that the Zionists sought to inflict maximum suffering in the Syrian population. Taken into the context of other Zionist aggression - repression in Palestine, nuclear armed submarines in the Persian Gulf, and dismembering Iraq - it is objectively clear that this latest attack was aimed at weakening the Muslim people and not any kind of preventative measure. The only outcome of this aggression will be the strengthen of ISIL by the Zionists.

We do not believe the Israeli government intends to strengthen ISIS or any other movement that vows for the destruction of the State of Israel. While we mourn civilian losses and instability, we also realize it is likely that civilians were employed working at Syrian chemical weapons plants. Israel has been hesitant to intervene in Syria for a while, and would not do so without compelling reason. Germany is not fully in support of the other initiatives you have mentioned; we have been critical of the ways in which Israel is carrying out its Palestinian policy. However, this is not the question. With regards to Syria, Israel's move was localized and ended a major security threat.
