Import Substitution of Oil

The Canadian Foreign Minister in our public offices has brought up the issue of ending the label of sands oil from Canada as "dirtier" than other oils. We believe that the EU can creaete an opportunity from his complaint in the chance for greater cooperation with Canada to substitute for Russian oil and gas imports. We would appreciate the member states' inputs on the following proposals:

1. End to the "dirty" label on sands oil, commissioning a report which says that technology from this process is improving.
2. Entering talks with Canada about the importation of more oil from the existing government which has shown willingness to prioritize oil exports over domestic consumption.

We are in full agreement with Germany, we need alternative energy sources so we are not so reliant on Russia.

Italy

We agree with Germany and will lift the 'dirty' label as well, this is also a good time to further relations with Canada and the EU.

The United Lingdom fully supports this move, as it is a way to further the imports of Canadian, rather than Russian energy to the European Union.

While we agree that major oil supplies for the EU should be diversified, we think that major investment in renewable energy should be on the table, hence, even as far as a 'Energy Union' should be discussed to cope with future demands of energy across the old continent.

On the subject, this arrangement could provide a short to medium term solution to be less dependent on Russian energy resources, that is something we can only applaud for.

Pending no objections by the end of the month, we will draft up a resolution at the request of the Canadian government regarding the changing of the label of their oil.

While in support of the German proposal, though we feel that this should be a temporary step and agree with our Greek friends that greater investment in renewable energy sources is a must. This could be offset by driving a hard bargain regarding pricing with the Canadians. Oil from this source should not be linked to the global oil price, and as extraction costs between $35-$65 per barrel, there should be savings to be made.

If the Canadians are not amenable to such savings, I feel that we should source from elsewhere, owing to the environmental impact of oil sand recovery. All of our economies and industries suffer from some of the strictest environmental legislation in the globe, there is no way to justify this if we are prepared to pay through the nose for a form of energy that is, whether the 'dirty' label remains in place or not, very dirty.
