Given the signing of the Treaty of Minsk, resolving the Ukrainian crisis, Germany suggests we lift all sanctions on Russia to prove that compliance will result in the outcomes we promised.

European Union Ends Sanctions on Russia
October 2015

Paris | France - The EU High Commission today voted unanimously following the Minsk agreement to end European sanctions on Russia. It is estimated that around 500 million pounds worth of trade damage is suffered by the city of London alone by Russian sanctions, and the move has been positively received by the majority of the countries in the Union. Some of these states, like Estonia, have Russian imports account for nearly all their imports, and have suffered the greatest economic damage.

Sanctions were first imposed following Russia's occupation of Crime and funding of rebels in Eastern Ukraine last year. By existing agreement, the EU is obliged by treaty to lift sanctions, which has been confirmed by the recent vote.

Economic growth is expected to expand in the EU countries as well as Russia, but there has been criticism from the move due to the contention that Russian behavior is not necessarily improving. A recent intervention in Syria, while occurring after the vote to lift sanctions, is cited by opponents as the latest example of Russian misconduct. While the European economy is weak after a number of crises earlier this year and throughout 2014, many assert that the EU should be doing more to support America and other Western countries that have not lifted sanctions on Russia.
