I would like to welcome my counterparts from the Republic of Iraq and the Republic of Turkey to the beautiful city of Isfahan. We have important matters to discuss regarding our mutual interest in the developing situation regarding the Kurdish community. It is my hope that we can come together and respectfully discuss our various points of views of the issues and how to cooperate to resolve them. I would like to propose the following three agenda items for discussion: o The autonomous region of Iraqi Kurdistan o Kurdish separatist movements in Iraq, Turkey, and Iran o Mechanisms for cooperation between our governments Of course, these are proposals, and I welcome your thoughts on what we should discuss. Undersecretary of The Ministry of Foreign Affairs Turkey views the recent developments in Iraqi Kurdistan with worry, given that it could have significant repercussions for nations surrounding this "independent" Kurdish state, should one be declared in November. We in particular find ourselves concerned regarding the precedent it sets and the separatism it could revive in neighboring countries. The priority of the Turkish state is to maintain a Turkish identity, not discriminating against any persons or individuals. We hope that our discussions here can yield a more articulated position on the matter of independence as it pertains to Iraqi Kurdistan and the broader issues caused by the rise of ISIS. |

Haider al-Abadi Prime Minister of Iraq Many times we have tried for a reconciliation with the Kurdish minority of Iraq, and many times they have replied with inflammatory actions that further drive a wedge between the Government in Baghdad and officials in Erbil. We appreciate the need to co-operate to combat ISIS but their continued aggressive policies are making this very difficult. They are very close to drawing the last straw at any chance of an agreement. Regional politics will be dramatically altered should Kurdistan become a sovereign independent state. We need to address this with haste. |

Gentlemen, Thank you for your participation in this conference. I am pleased that we are able to met together despite the difficult - and increasingly dangerous - conditions of the region. My Government shares your concerns about the strand of separatism spreading throughout the Kurdish population. I am further dismay by the intentionally inflammatory and provocative actions of the KRG in what appears to be a blatant contempt and disregard for the territorial integrity of Iraq. Whatever the status of the KRG, it's survival will be dependent upon the goodwill of Baghdad, Ankara, and Tehran; and yet, it appears that the Kurds have simply ignored this reality. I would like to propose that in the event the KRG declares independence, our governments collectively impose full sectoral sanctions on the KRG, to include all persons, goods, trades, and any other materials across our respective territories or through our airspace. It has been the position of Iran for several years now that all border crossings will be closed in the event of a unilateral declaration of independence of Iraqi Kurdistan. Undersecretary of The Ministry of Foreign Affairs Turkey views security concerns as paramount. We feel that borders may be closed out of necessity. In the past Iraqi Kurdistan has been complacent with regards to terrorist threats, allowing terrorist organizations to operate out of its territory and strike Turkish soil. We would be prepared to consider the type of proposal that Iran has made. We emphasize the need of Baghdad to cooperate on this matter however. |

I think we agree in principle of the importance of immediate and coordinated action by our governments. Given that the scheduled referendum has not yet been cancelled, and we are approximately one month out, I recommend that take the necessary precauations to take immediate steps.
