Russian State Visit to Iran (Tehran); Russia, Iran

Mr. Dmitry Medvedev,

Thank you for taking the time to travel to the beautiful country of Iran. I welcome the opportunity to discuss with you issues of supreme importance for our two nations and for the region as a whole. Our peoples have a long history of interaction, and although we have had our differences, it is my firm desire to see to it that our shared values and principles are expressed here.

Toward that end, I would like to propose the following topics for discussion:

o Renewal of the P5+1 negotiations, or identifying an alternative dispute resolution mechanism to settle the question of Iran's civil nuclear program
o Addressing the security and political consequences of continued Western penentration of the region, namely intervention in Syria, Iraq, and Afghanistan
o Managing the large population of Iraqi and Afghan refugees in Iran
o Proposal for the integration of energy infrastructure and Russian access to the Indian Ocean

Thank you and your government for hosting me and I look forward to having a productive meeting with you and your staff. As you know the Russian Federation has long had a strong relationship with Tehran, and we hope that despite recent issues with the concerns surrounding the Iranian nuclear program we can continue and increase our cooperation. As for the topics of the meeting, the schedule you laid out is acceptable. We are very much interested in all the topics brought forward and believe that the pressing issue of the P5+1 negotiations and your nuclear program should be addressed first. On that note I would like to state that while Russia understands your point of view regarding IAEA inspections and how you have offered limited inspections we need to once again bring up that the IAEA will need unbridled, unrestricted access to your nuclear sites and any sites they deem to be involved in the program. With that being said, it is understandable that you are concerned about Western powers, such as the United States, which are not necessarily friendly looking at sensitive military bases and facilities.

In relation to that, while I know they may not accept it, we would like to offer a purely Russian inspection team be allowed the the access required and be allowed to move freely under all facilities deemed important to the program by the IAEA. If the program is, as you claim, to be purely civilian then there would be no problems with the inspection and as soon as they are done Russia would push for the lifting of UN sanctions. In addition, if it is a truly civilian program Russian companies, once the IAEA and UN allow it, will be able to assist in creating safe nuclear power reactors which will abide by IAEA regulations.

Mr Premier,

Thank you for approaching this sensitive subject with tact and diplomacy. The Iranian people have long demanded and expected respect and recognition of their cultural and national rights. Your words reflect a sentiment is conducive to solving difficult international problems. I am confident that we, through mutually respectful discussion, can make significant progress in regards to the issues highlighted.

As you know, in 1992 the IAEA inspected all Iranian nuclear sites and certified their operations as consistent with exclusive civilian use. Yet even this did not meet the unreasonable American demands. And as we know as well, the Americans were wrong about the nuclear programs of India, Pakistan, and Iraq. They are mistaken now about Iran's program.

The IAEA concluded in 2003 and 2007 that Iran has no nuclear weapons programs. Yet this was not sufficient for the Americans. Also in 2003, the Iranian governmnet offered full transparecy to Washington, but this offer was ignored. As recently as 2014, the U.S. intelligence agencies included that Iran has no nuclear weapons program. But even this is ignored by the American White House. Just this month, when my government offered to restart the P5+1 negotiations, the Americans threatened further sanctions. Except this threat, they have otherwise been silent towards our attempts at outreach. We have communicated our intentions publicly, as well as privately to both the United Kingdom and Germany. It is my opinion that these messages either have not been delivered as promised or they were simply ignored once again.

I ask you, why should Iran have any confidence in the Americans at this point?

As for as your offer of Russian inspection teams, we agree to this in principle. We are committed to peaceful conduct and have no use for nuclear weapons of any kind.

You are correct that the IAEA in 2003 and 2007 confirmed that there where no nuclear weapons in the Islamic Republic of Iran. However, with respect, that was seven years ago. A lot can happen in seven years and you have to understand that the international community views your refusal to allow inspectors into your facilities again as nearly an admission of developing weapons simply because: if you did not have a nuclear weapons program there would be no reason to allow the IAEA to reconfirm it and once again force the West to accept that fact. This is why we are asking for Tehran to cooperate, either with Russia specifically or with the IAEA as a whole.

We understand that your government is wary of the West, and of America specifically. And I would like to take this time to bring up that the IAEA is a large organization with a lot of members and that it is possible that an IAEA inspection team could be formed with no members of the America. Would you accept IAEA inspections if the team was made up of inspectors from known neutral countries such as Sweden, Austria, or Switzerland. We are certain that the IAEA will respect that request, given that those countries do have a history of being neutral and many in the world understand your views.

If, after the inspections confirm there is no program, then you will have the world on your side and America could not block the removal of UN sanctions or they would lose even their allies.

Iran is prepared to offer full transparency to IAEA inspection teams provided a full and comprehensive security guarantee from Russia for a period of no less than ten years.

The Russian Federation and other CSTO members are willing to discuss Iranian membership in the CSTO following full IAEA inspections. We have been very open to different approaches, but we must now state that Russia too is concerned that there is a nuclear program and we have been for many years. The ball is in Tehran's court Sir: the removal of sanctions, entry into the CSTO, and the like are all going to rely on Iranian cooperation. We will be the ones to strongly support all of those if inspections happen unrestricted and unhindered. As soon as that happens and proves there is no weaponized nuclear program in Iran the CSTO will begin the process for Iranian membership and we will begin discussions to remove the UN sanctions. However, we must be upfront: if there is truly a nuclear program then we will need to see the dismantling of that before we can give security guarantee's.

Mr Medvedev,

I appreciate your efforts and your sentiments. However, I am concerned that your offer provides Iran with only words while Iran is required to take action. We would like to see action as well, as a form of confidence-building, in order to facilitate this agreement. I believe we are extremely close to the framework of a final agreement.

We understand your hesitance, but we also feel it is import to point out that guaranteeing the sovereignty and security of Iran is a significant step in our relations and a significant commitment for the Russian Armed Forces should an incident occur which would likely put us in direct confrontation with the West including the United States of America. Thus we must take this very seriously and not rush into any sort of agreement, just as we do not rush into any defensive agreements with any other States.

The Russian Federation would like to offer another option which would result in an immediate security agreement. If Tehran, with assistance from Russia, decommissions and dismantles all of its enrichment capabilities the Russian Federation will immediately provide your country with security guarantees and an option to join the CSTO as a full member if that is of interest at a later date.

Thank you for your outside-of-the-box thinking. However, Iran will not be permanently disbanding our enrichment capabilities, since enrichment is a right guaranteed for us under international law. We are willing, however, to consider the temporary suspension of enrichment for the duration of inspections and to be accorded defense guarantees during this period. Further, we are also willing to consider a regular inspection schedule to last no longer than 5 years.
