Libya Issue

With the deteriorating situation in Libya making matters worse day by day, and with its close proximity to the European Union, the United Kingdom would propose that cooperation with the internationally recognized government is sought, and if they so desire, military aid is provided in order to allow them to push back the Libyan Dawn and the newly ISIS aligned islamists.

The reason why the United Kingdom would suggest such an aggressive move at this stage is that if it is let to sit for to long, the risks are that ISIS forces and foreign ISIS support starts to make its way to Libya, and as such would make it another oil-rich ISIS outpost, but one within striking distance of mainland Europe.

As the closest EU county to Libya, this is a matter of grave concern to the Italian government. I don't believe that arming the government will be sufficient, one need only look at the disaster befalling Iraq when weapons are supplied to poorly trained, unmotivated troops who are faced with a resolute and battle hardened adversary.

I believe that the only solution to protect the government that we imposed on Libya is to become directly involved with our own troops on the ground. However, I appreciate that the willingness to contribute is unlikely, my own government wouldn't be too keen on participating for example.

This is the situation we have created, we pushed for the overthrow of Gadaffi and have allowed this situation to emerge. How determined are we to solve it? I would bet the answer is 'not very'. Will the British people accept dead British soldiers to stabilise Libya?

Paris has, at the invitation of Tripoli, been operating SOF and Aircraft inside Libya for the past several months. Paris is committed to the defense and security of the democratically elected government of Libya and will not allow it to be destabilized further by ISIS.

France will act if Europe will not, we will not let the apathy of this continent cause the destruction of another.

We agree that decisive action needs to be taken on this issue. While we are not a country that has a long history from the start of the cold war until now of interventionist military policy, we realize that some unpopularity must be tolerated in order to produce long-term results. We are willing to commit air forces under an EU banner if a joint operation can be arranged by this body.

My government will provide logistical support and offer basing rights to any strikes against ISIS forces provided greater emphasis is placed on preventing refugees from Libya crossing the Med and making landfall in Italy. We would also like full information about what is planned, how it will take place and what the long term planning is. Merely bombing forces affiliated with IS in Libya may achieve a temporary reprieve, but won't achieve much more than being seen as taking sides in yet another civil war created by the West in the Muslim world.

Failure to plan for the long term will lead to another failure, further incitement at home, greater bloodshed in Libya and will make terror attacks in Europe more likely.

France is already working closely with the Libyan government, providing aid and support, so I would like to invite France to speak on their actions, plans, and on what has been the outcome of their dealings with the Libyan leadership. Today, the UK has recieved a fromal request from the Libyan leadership to take their need for aid before the UNSC. It is thus our hope that any involvement in Libya can be under UN auspice.
The UK is of the mind that the best way to win the peace so to speak, and to reduce the amount of refugees crossing the Mediterranean is to improve the standard of life for the common man in Libya. This can only be done when there is peace and security in the nation, and then through aid in providing a future in prosperity for the Libyan people.

The intelligence reports that Libyan insurgencies are seeking to unite with the ISIS movement, attempting to utilize Egyptian territory to transit goods. There are attempts by these groups to restart the Ras Lanuf refinery, an attempt to send aid to the terror movement. Furthermore, there are attempts by some in the government to bring in former members of the Qaddafi regime, which is unacceptable to France and the civilians of Libya.

French forces will continue operating to remove AQIM and Libyan terrorists, at the behest of the Libyan government. We do not deem the UNSC as acting in a tim sensitive nature that is being forced to us. As well, we do not believe Moscow will be of assistance after the initial Libyan resolutions and the confrontation over Ukraine.

Paris will attempt to influence the Libyan government to arrest the Qaddafi officials should they enter the country.

Sweden is concerned about the situation in Libya, but we have several questions :-

(1) How can you guarantee that the group you support are not jihadist, as what nearly happened in Syria ?

(2) Will this include ground troops to carry out assaults on rebel forces.

(3) How can we trust Libyan forces ? They have a record of desertion, carrying out crimes against civilians.

Sweden needs to have reassurances before committing to anything.

We understand the Swedish concerns, however you must note,

The current government is democratically elected by the people, as such, their decisions must be supported within national and international legal agreements and laws. This means we will support them as long as they ask for help - but we will not support the move by a number of their law makers to bring in citizens from the Qaddafi government that have committed war crimes. French contributions thus far have been naval and air support. The only ground troops committed are a small number of special forces operators conducting HVI missions to reduce the efficacy of their networks. The third point is exactly why an international mission needs to be mandated so that the Libyan forces receive proper training so that the desertion and war crimes are cut down in number and hopefully extinguished.

We are concerned about training the Libyan army, as they do not have a good record, for example the agreement between Libya and the United Kingdom to train 300 Libyan troops at Bassingbourn barracks in 2014 was closed down due to, disruptive troops, vandalism and a series of sex attacks against the civilian population in the Cambridge area and to keep them in control additional soldiers from Scotland had to brought in to keep them under control, this is not an ideal role model to hold up. How can we be sure that this will not happen again. We are willing to contribute a small advisory force in Libya to help train the force but with a combined effort. We suggest that Libyan troops stay in Libya to be trained.
